Opening of the 5th Advanced Model Congress "For Agent Orange Victims

On May 27, Ms. Bui Thi Minh Hoai - Member of the Politburo, Secretary of the Party Central Committee, Chairwoman of the Central Committee of the Vietnam Fatherland Front (VFF) - attended the 5th Advanced Model Congress "For Agent Orange Victims" organized by the Vietnam Association of Agent Orange/dioxin Victims.

Speaking at the opening of the Congress, Lieutenant General Nguyen Huu Chinh - Chairman of the Vietnam Association of Agent Orange/dioxin Victims - said that the Congress is a profoundly meaningful event to summarize the emulation movement in the past 5 years. This is also an opportunity to honor typical collectives and individuals, strongly spread the spirit of emulation for Agent Orange victims and the tradition of "mutual affection" of the nation; affirming the responsibility of the whole society towards Agent Orange victims - those who still carry the heavy pain of war.

According to Lieutenant General Nguyen Huu Chinh, in the past 5 years, associations at all levels have actively and proactively innovated the content and form of emulation in accordance with the local reality and achieved and exceeded the set targets, contributing to excellently completing the tasks assigned by the Party and State in the new situation. The emulation movement "For Agent Orange Victims" has contributed to developing the activities of associations at all levels. The position and prestige of the association organization are increasingly enhanced and affirmed, truly being a reliable bridge for Agent Orange victims with the social community.

Through the implementation of movements, many typical, dedicated, and responsible collectives, associations, and individuals have emerged. Many examples of Agent Orange victims overcoming difficulties and inferiority and making efforts to rise up in life with will and determination are very respectable and admirable.

The Congress is an important milestone, strongly encouraging the spirit of striving of Agent Orange victims, exemplary association officials; honoring organizations, individuals, and philanthropists who have made many contributions and supported Agent Orange victims. Through this, promote the highest spirit of solidarity, mutual affection, joining hands to soothe the pain of Agent Orange, implementing the slogan and also the action motto of the Association "Solidarity - Responsibility - Affection - For Agent Orange Victims" - Lieutenant General Nguyen Huu Chinh emphasized.

The emulation movement "For Agent Orange Victims" for the period 2021-2026 takes place in the context of the country continuing to innovate and deeply integrate internationally, many guidelines and policies of the Party and State on overcoming the consequences of chemical toxins and caring for Agent Orange victims have been promulgated and completed. In that context, the emulation movement continues to be widely deployed, strongly oriented towards grassroots levels and victims, achieving many comprehensive results in emulation contents.

Associations at all levels actively participated in surveys, firmly grasped the situation of victims and families; coordinated to review, statistically determined nearly 19,100 people who participated in the resistance war and were infected with chemical toxins and had not received benefits due to loss of papers; of which 11,131 people have been inspected and verified.

By the end of 2025, the whole country has more than 252,850 people who participated in the resistance war and were infected with chemical toxins and their children are entitled to preferential policies; more than 45,000 grandchildren and great-grandchildren of people who participated in the resistance war and were infected with chemical toxins are entitled to social protection policies.

Propaganda and emulation work continues to be implemented regularly and synchronously by the Association, creating a large spread in society and internationally. Association levels organize many activities on the occasion of the 60th and 65th anniversary of the Agent Orange disaster in Vietnam; live television programs such as "Joining hands to soothe the pain of Agent Orange", "Lighting up the future", "Planning for Lives and Integration". The Central Association publishes more than 10,000 propaganda outlines for the 60th and 65th anniversary of the Agent Orange disaster in Vietnam and annually effectively organizes the Exhibition "Orange - Consciousness and Justice" in localities across the country.

Identifying resource mobilization as a key task, the Association has innovated the method of mobilization through humanitarian texting, digital technology application, online mobilization, organizing the online running race "Sải bước nghĩa tình"; coordinating with businesses, international organizations, domestic and foreign philanthropists to mobilize resources to achieve high results.

In the period 2021-2025, the entire Association mobilized more than 2,424 billion VND; of which international mobilization sources accounted for about 10%. The total cost of caring for and supporting victims reached nearly 2,314 billion VND, including more than 172 billion VND for building new and repairing houses; more than 1,114 billion VND for Tet and August 10 gifts; more than 55.7 billion VND to support centers to care for victims... Many sustainable support activities have been implemented such as supporting livelihoods, vocational training, job creation, capital and production tools support, contributing to helping victims and families overcome difficulties and rise up to integrate into the community.

At the Congress, the Vietnam Association for Victims of Agent Orange/dioxin awarded Medals and Certificates of Merit to collectives and individuals, to commend and honor organizations, businesses, and philanthropists who have always accompanied, shared, and supported Agent Orange victims over the years, contributing to widely spreading affection, compassion, and responsibility to the community.
