Organize inspection teams at ministries, branches, and localities on reducing administrative procedures

In Official Dispatch No. 7795/VPCP-CDS, Secretary of the Party Central Committee, Deputy Prime Minister Pham Thi Thanh Tra requested ministries, ministerial-level agencies, and People's Committees of provinces and cities to implement cuts and simplifications of administrative procedures (APs) based on data to ensure substance and effectiveness.

The Deputy Prime Minister requested ministries, ministerial-level agencies, and provincial and city People's Committees to review the restructuring of procedures for administrative procedures to reduce and replace dossier components based on published data, ensuring reduction based on actual data.

In which, it must meet the requirements according to the guidance in Circular 01/2023/TT-VPCP of the Government Office and Official Dispatch No. 3695/BTP-KSTT dated May 28, 2026 of the Ministry of Justice; complete before August 15, 2026.

Ministries, ministerial-level agencies, and People's Committees of provinces and cities shall preside over the development and submission to competent authorities for promulgation or promulgation under their authority of legal normative documents to amend administrative procedure regulations according to data-based reduction requirements, ensuring completion before March 1, 2027.

Complete and put into use databases, ensuring connection and sharing with the National Public Service Portal, the system for resolving administrative procedures of ministries, branches, and localities so that people, businesses, officials, and civil servants can implement and resolve online public service dossiers based on data.

The Ministry of Justice strengthens guidance and training for ministries, agencies, and localities to implement administrative procedure restructuring based on data to meet requirements; presides over and coordinates with the Prime Minister's Advisory Council for Administrative Procedure Reform and relevant ministries and agencies to organize inspection teams at ministries, agencies, and localities to comprehensively assess the reduction of administrative procedures based on data, and the resolution of reduced administrative procedures based on data, ensuring efficiency and substance.

Propose to the Government and the Prime Minister a comprehensive solution, complete it before September 30, 2026, and urge and monitor the amendment of legal normative documents to reduce and simplify administrative procedures based on data according to Resolution No. 66/7/2025/NQ-CP.

Regarding cutting and simplifying administrative procedures based on data for administrative procedures outside Resolution No. 66. 7/2025/NQ-CP, the Deputy Prime Minister requested ministries and ministerial-level agencies to urgently review administrative procedures under the management scope of their ministries and agencies and the list of administrative procedures that can be cut based on data according to Document No. 3666/BCA-C12 dated July 16, 2026 of the Ministry of Public Security.

Have written opinions sent to the Ministry of Justice and the Ministry of Public Security on this list, to be completed before August 30, 2026; seriously implement procedure restructuring, reducing and simplifying administrative procedures based on data as directed by the Prime Minister.

The Ministry of Justice presides over and coordinates with the Ministry of Public Security and ministries and ministerial-level agencies to review administrative procedures in the list attached to Document No. 3666/BCA-C12 dated July 16, 2026, agreeing on the following contents: (i) List of administrative procedures, (ii) Specific dossier components of administrative procedures that can be reduced or simplified based on data, (iii) Databases with information that is exploited and used to replace administrative procedure dossier components; (iv) Legal documents that need to be amended and supplemented, (v) Responsibilities of presiding over and coordinating, (vi) Completion deadline; submit to the Prime Minister for direction and completion before September 30, 2026.
