Quang Tri provincial leaders urgently direct the upgrading of Tan Lien - Thuan road

Quang Tri - Provincial leaders requested relevant units to urgently remove obstacles, ensuring the completion of the upgrading of Tan Lien - Thuan road in 2026.

On January 5, the People's Committee of Quang Tri province informed that on December 25, 2025, Vice Chairman of the People's Committee of Quang Tri province Phan Phong Phu chaired an inspection of the implementation of the project to Upgrade and Expand the Tan Lien - Thuan route (DH.86), the section passing through Tan Lap commune.

The meeting was attended by relevant departments, branches, investors and representatives of wind power enterprises to participate in the commitment to contribute capital to the project.

According to the report of the Khe Sanh Commune Investment and Land Fund Development Project Management Board (project investor), the project is being implemented very slowly, and the implementation time is almost over but the contractor has not yet been selected. The main reason comes from difficulties in site clearance and capital when Tai Tam Energy Investment Company Limited (Tai Tam Wind Power Company) proposed to withdraw capital, not fulfilling its commitment with Khe Sanh Wind Power Joint Stock Company to contribute 18 billion VND to upgrade the road.

Previously, Lao Dong Newspaper had articles reflecting the petitions and concerns of Tan Lap Commune residents about the serious deterioration of the residential road but the slow repair due to the wind power enterprise's failure to fulfill financial commitments. After this reflection, based on the proposal of the Department of Finance, Quang Tri province held a meeting, inspected the scene and issued a notice of specific instructions.

At the meeting, Vice Chairman of the Provincial People's Committee Phan Phong Phu pointed out that the project was behind schedule due to both objective and subjective reasons, requiring investors to seriously learn from experience in management and operation. Investors must urgently complete procedures for selecting contractors and organizing construction, and at the same time make a detailed progress table for the entire project, clearly defining the priority order of items such as site clearance, roadbed construction, drainage system, road surface and related items. This progress table must be sent to the Department of Construction before January 15, 2026 for monitoring and urging.

Regarding site clearance, the Vice Chairman of the Provincial People's Committee emphasized that this is a key step, which is decisive for the project's progress. Investors are required to complete the ownership, measurement, counting, determination of land origin and make a compensation, support and resettlement plan in January 2026.

Regarding capital sources, the leaders of the Provincial People's Committee requested Khe Sanh and Tai Tam Wind Power Joint Stock Company to seriously implement all committed contents, and urgently complete the voluntary capital contribution to the provincial budget in January 2026. After January 31, 2026, if the enterprise does not fulfill or does not fully fulfill its commitment, the Department of Finance will be assigned to preside over advising the Provincial People's Committee to consider, handle according to its authority and propose feasible options to continue implementing the project.
