Will amend and supplement the Charter of the Vietnam Fatherland Front

On behalf of the Central Committee of the Vietnam Fatherland Front, term X, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy presented the Submission amending and supplementing the Charter of the Vietnam Fatherland Front (Regulation).

Regarding the necessity of amending and supplementing the Charter, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that the Charter of the Vietnam Fatherland Front was approved by the 10th Congress of the Vietnam Fatherland Front in October 2024. After more than 1 year of implementing the Charter, implementing the policy of the Politburo and the Secretariat on arranging and streamlining the organizational structure of the political system, arranging socio-political organizations, mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front, the organizational structure, content, and methods of operation of the Vietnam Fatherland Front have changed.

The supplementation and concretization of new points of the 2013 Constitution of the Socialist Republic of Vietnam, amended in 2025; the revised and supplemented Law on the Vietnam Fatherland Front in 2025; Resolution of the 14th National Party Congress; new guidelines and regulations of the Politburo and the Secretariat of the Party Central Committee on arranging and streamlining the apparatus of the political system into the Charter of the Vietnam Fatherland Front is necessary.

Faced with the requirement to continue innovating, the Charter of the Vietnam Fatherland Front needs to be amended and supplemented with a number of regulations suitable to the new situation, improving the quality of Front work in order to promote the strength of great national unity, contributing to comprehensively promoting the country's renovation in the new era, in the spirit of the Resolution of the 14th National Party Congress.

Regarding the process of researching and amending and supplementing the Charter, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that the study of amending and supplementing the Charter has been carried out methodically and seriously, ensuring theoretical and practical requirements. The draft revised and supplemented Charter of the Vietnam Fatherland Front has been discussed and consulted with opinions from the Congresses of the Fatherland Front at commune and provincial levels; seeking opinions from experts and advisory councils; seeking opinions from the Committee and Presidium of the Central Committee of the Vietnam Fatherland Front; submitting for approval of policies from competent authorities on the contents of amending and supplementing the Charter. The draft Charter of the Vietnam Fatherland Front has been summarized, absorbed and completed for the 5th time.

Regarding the views and principles of amending and supplementing the Charter, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that the amendment, supplementation, and concretization of new points of the 2013 Constitution (amended and supplemented in 2025); Law on the Vietnam Fatherland Front (amended and supplemented in 2025); Resolution of the 14th National Party Congress; new guidelines and regulations of the Party Central Committee, Politburo, and Secretariat on arranging and streamlining the apparatus of the political system into the Charter of the Vietnam Fatherland Front.

The amendment and supplementation of the Charter of the Vietnam Fatherland Front must be consistent with the requirements of Front work in the new situation; inherit the contents that are stable and effective. Only consider the issues that are still problematic and inadequate that need to be supplemented and amended to be appropriate and meet practical requirements.

New issues and specific issues that are still problematic in implementation organization and have not been summarized in theory and practice will be included in the Implementation Guidelines to ensure the stability of the Charter of the Vietnam Fatherland Front.

Edit, revise, and rearrange the content of sentences in some Articles and Clauses for easy understanding and implementation.

According to Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy, the contents not amended are:

- Maintain the structure of the current Vietnam Fatherland Front Charter including: Introduction, 8 chapters, 37 Articles.

- Maintain, do not amend 19 Articles, including: Articles 1, 2, 3, 4, 5, 7, 9, 10, 15, 18, 21, 28, 30, 31, 32, 33, 34, 35 and Article 37.

Amended and supplemented contents: Including the introduction and 18 Articles.

(1) In the Introduction: supplement the section "Preface" to clarify the structure of the Charter, this content introduces the mission, development process and tasks of the Vietnam Fatherland Front.

In paragraph 6: Add the phrase "desire for development, innovative thinking" to emphasize the spirit of innovation according to the Document of the 14th Party Congress mentioned in Part I of the Political Report and Part I.1 of the Resolution of the 14th National Party Congress.

(2) Removing the phrase "district level": in Articles 6, 11, 20, 23, 24 and 25.

(3) Amending and removing the phrase "directly under the Central Government": In Articles 11, 13, 16 and 22.

(4) Supplementing and amending Clause 2, Article 14 and Clause 8, Article 17 on the authority of the Presidium of the Central Committee on personnel work: "In some specific cases between 2 sessions, authorize the Presidium to consider and consult to elect members to participate in the Committee, Presidium, Standing Committee for full-time officials who have been introduced by competent authorities".

(5) Supplementing and amending Clauses 1, 2 of Article 12 on regulations related to the Advisory Council, Advisory Board, Advisory Group, and collaborators: (i) Removing the phrase "Advisory Board at district level", replacing the phrase "Advisory Group at commune level" with "Advisory Board at commune level"; (ii) Supplementing the word "Committee" in front of the phrases "Chairman's Delegation", "Standing Committee".

Revise clause 1 as follows:

The Advisory Council at the central and provincial levels, the Advisory Board at the commune level and collaborators at each level are non-specialized organizations and individuals, including: Members of the Vietnam Fatherland Front Committee, experts in some fields related to the activities of the Vietnam Fatherland Front.

The Advisory Council at the Central level has the task of assisting the Committee, Presidium, Standing Committee of the Central Committee of the Vietnam Fatherland Front; the Advisory Council at the provincial level, the Advisory Board at the commune level has the task of assisting the Committee, Standing Committee of the Vietnam Fatherland Front at the same level to perform tasks and powers according to regulations".

(6) Amending and supplementing the composition of participants of the Standing Committee of the Central Committee of the Vietnam Fatherland Front; Standing Committees of the Vietnam Fatherland Front at the provincial and commune levels: "The Vice Chairman is the head of socio-political organizations" in Article 19, Article 25 and Article 26.

(7) Removing the phrase "Standing Member" in Articles 20, 23 and 25.

(8) Re-edit point d, clause 1, Article 24 on the composition of the Vietnam Fatherland Front Committee at the commune level into "Some full-time officials of the Vietnam Fatherland Front Committee agency at the commune level".

(9) Amending Clause 1, Article 27 on the term of the Front Work Committee: "The term of the Front Work Committee coincides with the term of the Party cell".

(10) Supplementing 1 clause to Article 29 on the relationship of the Vietnam Fatherland Front Committee with member organizations: "Political and social organizations directly under the Vietnam Fatherland Front, organized and operating unifiedly within the Vietnam Fatherland Front, together with other member organizations of the Democratic Consultative Front, coordinate and unify actions chaired by the Vietnam Fatherland Front".
