On the afternoon of May 11, at the first working session, the Central Committee of the Vietnam Fatherland Front (VFF) of the X term submitted to the XI Congress of the VFF, term 2026-2031, the content of amending and supplementing the Charter of the VFF.

After more than 1 year of implementing the Charter, implementing the policy of the Politburo and the Secretariat on arranging and streamlining the organizational structure of the political system, arranging socio-political organizations, mass associations assigned by the Party and State to be directly under the Vietnam Fatherland Front, the organizational structure, content, and methods of operation of the Vietnam Fatherland Front have changed.

Faced with the requirement to continue innovating, the Charter of the Vietnam Fatherland Front needs to be amended and supplemented with a number of regulations suitable to the new situation, improving the quality of Front work in order to promote the strength of great national unity, contributing to comprehensively promoting the country's renovation in the new era, in the spirit of the Resolution of the 14th National Party Congress.

The draft revised and supplemented Charter of the Vietnam Fatherland Front has been discussed and consulted with opinions from the Congresses of the Fatherland Front at commune and provincial levels; seeking opinions from experts and advisory councils; seeking opinions from the Committee and Presidium of the Central Committee of the Vietnam Fatherland Front; submitting for approval of policies from competent authorities on the contents of amending and supplementing the Charter. The draft Charter of the Vietnam Fatherland Front has been summarized, absorbed and completed for the 5th time.

Regarding the views and principles of amending and supplementing the Charter, Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy said that the amendment, supplementation, and concretization of new points of the 2013 Constitution (amended and supplemented in 2025); Law on the Vietnam Fatherland Front (amended and supplemented in 2025); Resolution of the 14th National Party Congress; new guidelines and regulations of the Party Central Committee, Politburo, and Secretariat on arranging and streamlining the apparatus of the political system into the Charter of the Vietnam Fatherland Front.

According to Vice Chairman of the Central Committee of the Vietnam Fatherland Front Hoang Cong Thuy, the contents not amended are:

- Maintain the structure of the current Vietnam Fatherland Front Charter including: Introduction, 8 chapters, 37 Articles.

- Maintain, do not amend 19 Articles, including: Articles 1, 2, 3, 4, 5, 7, 9, 10, 15, 18, 21, 28, 30, 31, 32, 33, 34, 35 and Article 37.

The Advisory Council at the central and provincial levels, the Advisory Board at the commune level and collaborators at each level are non-specialized organizations and individuals, including: Members of the Vietnam Fatherland Front Committee, experts in some fields related to the activities of the Vietnam Fatherland Front.


The Advisory Council at the Central level has the task of assisting the Committee, Presidium, Standing Committee of the Central Committee of the Vietnam Fatherland Front; the Advisory Council at the provincial level, the Advisory Board at the commune level has the task of assisting the Committee, Standing Committee of the Vietnam Fatherland Front at the same level to perform tasks and powers according to regulations".

(6) Amending and supplementing the composition of participants of the Standing Committee of the Central Committee of the Vietnam Fatherland Front; Standing Committees of the Vietnam Fatherland Front at the provincial and commune levels: "The Vice Chairman is the head of socio-political organizations" in Article 19, Article 25 and Article 26.

(7) Removing the phrase "Standing Member" in Articles 20, 23 and 25.
