Strongly innovate Front activities, improve the efficiency of serving the People

On the afternoon of May 11, at the first working session of the 11th National Congress of the Vietnam Fatherland Front, term 2026-2031, under the assignment of the Presidium of the Congress, Ms. Ha Thi Nga, Member of the Party Central Committee, Vice President - Secretary General of the Central Committee of the Vietnam Fatherland Front, term X, presented a summary of the draft Report on reviewing the activities of the Central Committee, Presidium and Standing Committee of the Central Committee of the Vietnam Fatherland Front, term 10, term 2024 - 2029 (period 2024 - 2026).

According to Ms. Ha Thi Nga, the 11th National Congress of the Vietnam Fatherland Front, term 2026 - 2031, takes place immediately after the success of the 14th National Congress of the Party and the election of National Assembly deputies of the 16th term, People's Councils at all levels for the 2026 - 2031 term, after more than a year of implementing the Resolution of the 10th Congress of the Vietnam Fatherland Front and nearly a year of operating according to the new organizational model.

In the period 2024 - 2026, under the leadership of the Party, the increasingly close and effective coordination of the National Assembly, the Government, levels, and sectors; the proactiveness, creativity and activeness of member organizations; the support of the business community and people from all walks of life, the Committee, Presidium, and Standing Committee continue to innovate the content and methods of operation, promptly, qualitatively, and effectively complete the tasks identified in the Congress Resolution and the issues raised in practice.

The Committee has issued the full-term Working Program, regulations; held 7 conferences to discuss, decide and approve major work policies of the Front system. Unanimously approved and issued resolutions to deploy key tasks and personnel work. The Committee focuses on consolidating, strengthening, and improving the quality of operations; especially the implementation of the Party and State's policy on arranging and streamlining the organizational structure and implementing local governments at 2 levels. The Committee members fully participated in the meetings, many of whom raised their sense of responsibility, participated in contributing intelligence and enthusiasm to the Front work.

The Presidium has organized 10 conferences, including: 3 conferences on the election of National Assembly deputies of the 16th term according to authority and 7 conferences to consider and decide on contents to submit for opinions. The Presidium is proactive and active in participating in law-making, especially the process of building and seeking people's opinions in the process of amending and supplementing a number of articles of the 2013 Constitution; chairing the development of the Law amending and supplementing a number of articles of the Law on the Vietnam Fatherland Front, Trade Union Law, Youth Law, Law on Implementing Democracy at the Grassroots level. The Presidium has proactively and actively coordinated with the National Assembly Standing Committee, the Government and relevant agencies and organizations to deploy the work of election of National Assembly deputies and election of People's Council deputies at all levels according to authority.

The Presidium has made many innovations, improved the quality of general work and reflected opinions and recommendations of voters and people; organized launching and launching calls to support the poor and people affected by natural disasters and storms.

The Standing Committee has promptly concretized the Party's guidelines and policies, the State's policies and laws, seriously implemented the resolutions of the Committees and Presidiums and proactively implemented them in the Front system at all levels, and issued Guidelines on Front work priorities; organized conferences and periodic working sessions between agency leaders and departments and units with 102 key contents and groups of tasks for Front work. Effectively implemented campaigns and patriotic emulation movements launched and coordinated by the Vietnam Fatherland Front. Proactively proposed and coordinated with relevant agencies to amend, supplement, and improve many mechanisms and policies for Front work, especially in timely advising, deploying, building and completing projects on arranging the organizational structure, implementing the work of elected National Assembly deputies of the 16th term and elected People's Council deputies at all levels for the 2026 - 2031 term. It has proposed to the Prime Minister to approve the "Project on training and fostering cadres of the Vietnam Fatherland Front and socio-political organizations at all levels in the period 2026 - 2031"; promulgate the "Project on digital transformation of the Vietnam Fatherland Front in the period 2025 - 2030, vision to 2035".

The Committee, Presidium and Standing Committee have shown determination and drastic action in directing, administering, and organizing implementation, achieving many very positive results, which have been recognized and highly appreciated by the Party, State, and people. The organizational structure of the Vietnam Fatherland Front and member organizations at all levels after mergers and streamlining is increasingly strongly oriented towards grassroots levels. They have focused on coordinating with Party and State agencies, organizations, units, and localities to supplement and improve the mechanisms, policies, and laws of the State, creating mechanisms to ensure the operation of the Front organization. Maintaining seriousness, fullness, and innovating the conference and meeting regime.

The results achieved are thanks to the regular attention of the Politburo, the Secretariat, Party committees at all levels; the active coordination of the National Assembly, the Government and local authorities; the coordination and unified action of member organizations; the contribution and promotion of responsibility of members of the Committee, members of the Presidium, Advisory Council...

According to Ms. Ha Thi Nga, from practical activities over the past year, the Committee has found that there are still some shortcomings and limitations that need to be overcome, such as propaganda, mobilization, and gathering of people from all walks of life that have not met the practical requirements set out; the participation in law-making, supervision and social criticism activities in some contents and fields are still confused and of low quality; the urging and supervision of the resolution, response, and response to recommendations are still not drastic; the guidance of the Fatherland Front at all levels in implementing the policy on arranging and streamlining the apparatus and organization has not ensured the quality and progress requirements.

From the operating results in the 2024-2026 period, Ms. Ha Thi Nga believes that the Central Committee of the Vietnam Fatherland Front has drawn lessons learned:

First, it is necessary to closely follow the Party's leadership, the State's policies and laws, and the Congress's Resolution.

Second, the collective of the Committee, Presidium and Standing Committee is united, unified, truly dedicated, responsible, with firm political bravery, knowledge and practical experience in Front activities.
