Improving management skills, using voluntary contributions

The Central Committee of the Vietnam Fatherland Front organized a training conference for provincial-level Vietnam Fatherland Front officials on receiving, managing and using voluntary contributions and the "For the Poor" Fund.

Vice Chairman of the Central Committee of the Vietnam Fatherland Front (CCVFF) Cao Xuan Thao attended and spoke at the Conference.

At the conference held on September 14-15, delegates were trained on topics on mechanisms and policies according to Decree No. 93/2021/ND-CP dated October 27, 2021 of the Government; guidance on management of collection and expenditure of social funds and charity funds; financial and accounting management nghiệp vụ for the "For the Poor" Fund, relief funds and voluntary contributions managed by the Vietnam Fatherland Front.

Delegates also exchanged practical experiences and held seminars on perfecting mechanisms and policies for funding support for relief and the "For the Poor" Fund.

Trillions of VND mobilized to support people

Speaking at the Conference, Mr. Cao Xuan Thao emphasized that ensuring social security and supporting the community is an important task in the Front's work, contributing to caring for and protecting people's lives, while promoting the strength of national unity.

Over the past time, the Vietnam Fatherland Front at all levels has strengthened the mobilization of social resources to support people to overcome the consequences of natural disasters, epidemics, and incidents; and at the same time care for the poor and people in difficult circumstances.

According to data from the Central Committee of the Vietnam Fatherland Front, in 2024, after storm No. 3 (Yagi), the Front system mobilized resources to support over 5,300 billion VND. In 2025, resources mobilized to support people affected by natural disasters reached over 4,200 billion VND.

In storm No. 10 in 2025 alone, through the appeal accounts of the Central Relief Mobilization Committee, more than 1.2 million people and 60,853 organizations, units, and businesses participated in supporting.

In parallel with relief work, the Vietnam Fatherland Front at all levels continues to mobilize resources to implement the movement "For the Poor - Leaving No One Behind".

The whole country has completed the removal of 334,234 temporary and dilapidated houses; mobilized over 24,700 billion VND and more than 2.7 million working days. Resources through the "For the Poor" Fund system at all levels are also used to support the poor, people in difficult circumstances and policy beneficiaries.

Limiting errors in resource management

According to Mr. Cao Xuan Thao, the work of mobilizing, receiving, managing and using resources requires to be carried out strictly, fully, in accordance with procedures and legal regulations.

In particular, in unexpected natural disaster situations, support needs to be deployed quickly and promptly, but still must ensure the right purpose, right beneficiaries, publicity, and transparency.

After the process of organizational arrangement and personnel consolidation from July 1, 2025, the contingent of Front officials in many localities has changed. Many officials are assigned new tasks, do not have much experience in relief and poverty reduction work and financial management nghiệp vụ, mobilized funds.

According to the Vice Chairman of the Central Committee of the Vietnam Fatherland Front, this in-depth training helps provincial-level Vietnam Fatherland Front officials update and grasp the guidelines, policies, and regulations on mobilizing relief and poverty reduction; and at the same time improve knowledge and skills in receiving, managing and using funds and voluntary contributions.

Through the Conference, the Central Committee of the Vietnam Fatherland Front also aims to strengthen professional exchange and regular coordination between the Central Government and localities, thereby improving the quality of resource management, ensuring that funds are used in accordance with regulations, for the right purpose, for the right subjects and promoting effectiveness in supporting the people.
