Recommendations to overcome limitations in fire prevention and fighting in Gia Lai

Identifying fire and explosion risks
Recently, the fire and explosion situation in Gia Lai province has been complicated. Many locations, residential areas, boats, boat harbors, industrial parks... still contain many potential risks leading to fire and explosion.
The Legal Affairs Committee of the Provincial People's Council (HĐND) has organized inspection and supervision sessions to promptly detect inadequacies, propose solutions, and specific roadmaps to overcome existing problems and fire and explosion risks, ensuring the safety of people's lives and property.

According to a report by the Gia Lai Department of Construction, along with the development of renewable energy power projects such as wind power, solar power, and rooftop solar power, these types also pose a risk of fire and explosion. It is necessary to have regulations on technical standards, evaluating the types of energy batteries used, origin, and lifespan to avoid fire and explosion.
In old residential areas, traffic roads are narrow, alleys are small and deep, and high construction density makes it difficult for fire trucks to access when incidents occur. The water supply system serving firefighting in some suburban, rural, mountainous and newly formed areas after arranging administrative units is not synchronized.
The whole province currently has about 2,770 establishments subject to periodic inspection for fire prevention and fighting, while the professional force of civil servants in construction is still thin and has to undertake many state management tasks," a representative of the Department of Construction added.

At the working session with the supervisory delegation of the Legal Affairs Committee of the Provincial People's Council, leaders of the Department of Agriculture and Environment said that the unit has reviewed and identified about 570 key areas at risk of fire, with a total area of more than 357,771ha. The main difficulties are due to the large forest area, complex terrain, and a part of the population is still subjective in using fire.
In some fishing boat anchorage areas, the density of vehicles is high, and the cramped space increases the risk of fire spread and causes difficulties for firefighting.
Fighting the "fire enemy" requires supplementing means, personnel, and responsibility
The Agriculture sector has guided ship owners and captains to inspect the electrical system, fire fighting equipment, and arrange ships to anchor to ensure safe distance. Currently, 461 ship owners and captains have signed commitments to ensure fire and explosion safety at the anchorage area.
The working delegation of the Provincial People's Council also conducted inspection and supervision of fire prevention and fighting in Quy Nhon Tay ward, De Gi commune.
Quy Nhon Tay ward is home to many large industrial parks such as Phu Tai, Long My and Bui Thi Xuan industrial cluster, concentrating thousands of workers. Therefore, it sets high requirements for fire prevention and fighting.

The supervisory delegation noted many difficulties in implementing fire prevention and fighting at agencies and units. In particular, the professional force for fire prevention is still thin, having to concurrently perform many tasks; investment funds for fire prevention work are still limited.
A part of the population does not pay due attention to fire prevention and fighting safety, especially in the use of fire sources, heat sources and electrical equipment.
Ms. Dinh Ly An - Head of the Legal Affairs Committee of Gia Lai Provincial People's Council proposed that local authorities raise the responsibility of heads in fire prevention work. Localities need to strengthen regular inspections of establishments and residential areas at risk of fire and explosion; proactively review, detect and promptly handle unsafe risks, thereby minimizing the possibility of fire, explosion and damage when incidents occur.
Communes, wards, zones and industrial clusters need to pay attention to supplementing vehicles for the civil defense force, ensuring that the local force has sufficient conditions to handle situations from the beginning, promoting the effectiveness of the "4 on-site" motto.
Gia Lai Department of Construction needs to focus on advising on renovating and embellishing urban areas that do not ensure traffic infrastructure and water sources for firefighting. The inspection team also requested the Department of Agriculture and Environment to improve safety at fishing boats, fishing ports, and anchorage areas.
The inspection and supervision activities of hot issues in the area by the People's Council committees of the province are aimed at detecting inadequacies in mechanisms, policies, and implementation work. At the same time, propose to competent authorities to amend and supplement to improve the law and meet the practical needs of life.
Recent serious fires in Gia Lai province include: in April 2026, a fire occurred at the plastic production workshop of T.DH General Co., Ltd., located in Nhon Hoi Economic Zone; in early July 2026, a fire occurred in the coastal forest of Phu My Dong commune; a fishing boat fire at Tam Quan fishing port; a large fire that burned down 12 fishing boats and 4 partially burned fishing boats of fishermen in Cat Tien commune docked on Thi Nai lagoon...
