Vietnam Farmers' Union consults on the dossier of the Project to mobilize farmers to participate in social insurance and health insurance

The workshop was organized by the Central Committee of the Vietnam Farmers' Union to consult opinions on the dossier of the Project "Promoting the role of the Vietnam Farmers' Union in propagating and mobilizing farmers to participate in voluntary social insurance and household health insurance in the period 2026 - 2030".

Mr. Nguyen Xuan Dinh - Vice Chairman of the Central Executive Committee of the Vietnam Farmers' Union, Standing Deputy Head of the Project Drafting Committee chaired the workshop.

According to Mr. Nguyen Xuan Dinh, Resolution No. 28-NQ/TW, dated May 23, 2018 of the 12th Party Central Committee on social insurance policy reform has set a target that by 2030, about 60% of the working-age population will participate in social insurance, of which farmers and informal sector workers participating in voluntary social insurance will reach about 5%.

Resolution No. 46-NQ/TW, dated December 20, 2023 of the Politburo has set out important requirements for continuing to innovate the content and methods of operation of the Farmers' Association in the new period, and also set a target to strive for 100% of farmer members to participate in health insurance and at least 50,000 farmer members to participate in voluntary social insurance.

Implementing these policies, the Government has issued Resolution No. 69/NQ-CP dated May 11, 2024, assigning the Central Farmers' Union to preside over and coordinate with Vietnam Social Security and relevant ministries, branches, and agencies to develop the Project "Promoting the role of the Vietnam Farmers' Union in propagating and mobilizing farmers to participate in voluntary social insurance (BHXH) and household health insurance (BHYT) in the 2026-2030 period".

In order for the Project to truly go into life when promulgated, Mr. Nguyen Xuan Dinh requested experts, scientists and representatives of ministries and sectors to focus on discussing 6 key content groups: Assessing the current situation and difficulties; accurately identifying the impacting subjects; perfecting the system of indicators; innovating propaganda solutions and organizing collection services, mobilizing socialized resources; perfecting the coordination mechanism and policy proposals, consolidating the inter-association mechanism between the Farmers' Association and ministries, sectors, and localities; and reviewing recommendations to adjust the level of support from the state budget to increase the attractiveness and appeal of social security policies.

Contributing opinions at the workshop, Ms. Dang Minh Thu - Social Insurance Department, Salary and Social Insurance Department (Ministry of Home Affairs) highly agreed with the necessity, objectives and groups of tasks of the Project, and at the same time proposed to review and clarify 4 more key content groups on data and information sharing coordination mechanisms, on responsibility delineation, on implementation costs and on monitoring and evaluation systems.

Dr. Le Quang Thuan - Head of the Insurance Policy Department, Institute of Economic and Financial Strategy and Policy (Ministry of Finance) proposed that the Project analyze in more depth the "gap from recognition to participation" and shift the system of indicators to measuring the rate of sustainable maintenance. This will help assess the actual effectiveness, shifting the focus from increasing quantity to expanding coverage associated with sustainability.

Speaking at the closing ceremony, Mr. Nguyen Xuan Dinh requested the Editorial Team to maximize practical contributions to review the overall draft Project, carefully calculate the targets for the 2026-2030 period between striving requirements and actual implementation capacity, ensuring that the Project has both synchronicity from the Central to the grassroots level and flexibility for each locality.
