Resolution on the tasks of the Trade Union organization in the coming years

The Congress unanimously agreed on the following assessments and resolutions:

From the second Vietnam Trade Union Congress to now, under the leadership of the Vietnam Workers' Party, imbued with the teachings of President Ho Chi Minh, our entire army and people have won glorious victories, with historical significance and contemporary nature in the anti-American and national salvation campaign, and achieved great achievements in the cause of building socialism.

In the South, under the glorious flag of the National Liberation Front of South Vietnam and the Provisional Revolutionary Government of the Republic of South Vietnam, our compatriots and soldiers defeated the invasion war of the US imperialists, mastered a large part of the land, and are steadily advancing in the struggle against the US imperialists and Nguyen Van Thieu's puppet regime, representing bourgeois, merchants, bureaucrats, militarists, and fascists in the South, to complete the national democratic revolution in the South, moving towards peace and national reunification.

In the North, implementing the resolutions of the 3rd Party Congress and the Resolutions of the Conferences of the Party Central Committee, the working class and our people defeated the brutal war of destruction of the US imperialists, protected socialist North, the revolutionary base of the whole country, and achieved important achievements in constantly consolidating and developing economic and defense potential, developing culture and education. In the cause of building socialism, the contingent of workers and civil servants has matured rapidly in quantity and quality. In peace as well as in war, workers and civil servants always uphold the resilient and indomitable tradition of the nation, the pioneering spirit and radical revolutionary spirit, the organizational and disciplinary nature of the working class, and achieve great achievements in production, production protection and combat. Faced with the arduous challenges of war and the complex developments of the situation, workers and civil servants are always steadfast and believe in the Party's leadership. These are outstanding advantages that need to be further promoted by the team of workers and civil servants.

Besides those basic advantages, among workers and civil servants, there are also some people who do not have a proper attitude towards labor, towards socialist assets, do not have a full awareness of the collective mastery role of the working class, and do not promote the spirit of responsibility to overcome difficulties in production and life. These phenomena are because the team of workers and civil servants develops rapidly, most of them are newly from small producers, class enlightenment is not high, technical and professional qualifications, management capacity, and collective mastery capacity are still low compared to the requirements of building socialism, while training in all aspects for workers and civil servants is not timely and incomplete.

The great victory of the resistance war against the US for national salvation has brought our country's revolution to a new stage. The common task of the people of the North, as the resolution of the 22nd conference of the Party Central Committee clearly stated, is: "All people unite, fight to maintain peace, strive to carry out socialist industrialization, promote the three revolutions, build the North to advance quickly, strongly, and firmly towards socialism; closely combine economy with national defense, raise vigilance, be ready to defeat all plots of US imperialism and its henchmen, strive to fulfill their duties in the revolutionary struggle to complete independence and democracy in the South, towards peace and national reunification; fulfill international obligations to the Lao revolution and the Cambodian revolution". In 1974 and 1975, the task of the people of the North was: "quickly complete the healing of war wounds, strive to restore and develop the economy, develop culture, continue to build the material and technical base of socialism; consolidate socialist production relations, consolidate the socialist regime in all aspects, stabilize the economic situation and people's lives, consolidate national defense, and strive to fulfill the task for the heroic South". Two years of economic recovery and development (1974-1975) were two years of very urgent development to achieve three main requirements:

1. Encourage and organize the social labor force, enter production and construction with a vibrant atmosphere, take advantage of the potential capabilities of the economy, promote production and practice thrift, bring the production level of society, of each economic sector, each economic unit to equal or higher than the highest production level achieved in 1965 or 1971. Strive to quickly increase the total social product and national income, produce to ensure social consumption funds and increase accumulation from within the economy, fulfilling the task for the heroic South.

2. Consolidate and complete one step of socialist production relations in both sectors: state and collective, overcome negative phenomena in economic and social life.

3. Strengthen the leadership and management of the State, rectify economic management from central to grassroots levels. Solve immediate problems well, and proactively prepare for long-term economic and cultural development plans.

The working class is the revolutionary leadership class, the basic political force, the main social base of the socialist revolution determined to do its glorious historical mission. The Trade Union is a large mass organization of the working class, it is necessary to thoroughly grasp the Party's guidelines, mobilize and organize workers and civil servants into a strong revolutionary force.

Under the light of the Resolution of the 22nd Conference of the Party Central Committee, the general direction and tasks of the Trade Union in the coming time are:

Raising socialist awareness, mainly the ideology of collective mastery, the awareness of social mastery, state mastery, promoting the role of collective mastery of workers and civil servants, encouraging the vibrant movement among workers and civil servants "competing in labor, production, thrift to build socialism", participating in enterprise management, economic management, state management, implementing three revolutions, constantly raising vigilance, ready to break down all plots of US imperialism and the wrongdoers, fulfilling obligations to the beloved South; striving to strengthen solidarity and combat with laborers and people of fraternal Laos and Cambodia, continuing to strive for the unity and solidarity of laborers and the world trade union movement in the struggle against imperialism, led by US imperialism, against capitalist tyranny, for peace, national independence, democracy and socialism".

In the two years 1974-1975, the most focused task of the Trade Union was to coordinate with the State to launch a vibrant and widespread movement of "labour emulation, production, saving to build socialism" to achieve high labor productivity, work efficiency and economic efficiency, comprehensively and exceeding the State plan, contributing to the successful implementation of the task of economic recovery and development.

Based on the general direction and tasks, the Trade Union strives to perform well the following specific tasks:

1. Launching the movement "emulating labor, production, saving to build socialism" enthusiastically and widely among workers and civil servants to successfully implement the task of restoring and developing the economy and culture in the new period.

Trade unions cooperate with state agencies to launch the movement "emulation in labor, production, and thrift to build socialism".

The goal of this emulation movement is to constantly increase labor productivity, work efficiency, improve product quality, reduce product costs, comprehensively complete and exceed the State plan.

The content of the emulation is to promote initiatives to rationalize production and improve techniques.

Regarding promoting the initiative of rationalizing production, the Trade Union cooperates with management agencies to mobilize workers and public employees to first focus on rationalizing labor use, labor organization, and the use of equipment, machinery, and materials in order to arrange labor in the right places, on the right jobs, everyone working according to their responsibilities, not leaving redundant people in the production apparatus, using equipment and machinery capacity most economically, reducing consumption and saving materials, and combating wastefulness.

Rationalize production while creating conditions for workers to have technique and discipline. For officials and employees of economic management agencies, administrative and non-business sectors, the Trade Union needs to mobilize brothers and sisters to promote initiatives to improve organization, improve work, improve working methods, and effectively serve production.

Trade unions participate with management agencies in building technical progress programs, creating necessary conditions for workers and civil servants to promote initiatives. Trade unions need to encourage all initiatives and all technical improvements.

The Trade Union must especially attach importance to mobilizing workers and civil servants to voluntarily comply with labor discipline, resolutely fight against the phenomena of laziness, lethargy, freedom, and indiscipline in labor and production. The Trade Union closely coordinates with management agencies to actively and promptly implement proposals and initiatives to rationalize production and improve techniques of workers and civil servants; promptly review and reward initiatives; organize the dissemination and widespread application into production and work of proposals and initiatives that have been approved.

Regarding measures to organize and direct the movement, trade union levels need to especially value political and ideological work, taking politics and ideology as motivation to encourage everyone to enthusiastically work, produce and save, and at the same time delve into economic and technical measures, fair rewards and punishments, making everyone clearly understand the benefits of individuals associated with the interests of the State. It is necessary to consider improving the technical level of workers as an important measure to increase labor productivity and improve product quality.

Nurturing and promoting the role of emulation soldiers and labor heroes, especially consolidating and developing socialist labor groups and teams; taking these units as the core for the emulation movement. In the congress term, strive to build 15% of the total number of production groups and working groups to achieve the title of socialist labor group.

Going hand in hand with the process of encouraging the emulation movement of labor, production and thrift, the Trade Union must simultaneously mobilize workers and public employees to participate in regular production management to promote all potential capabilities in labor, materials, and equipment, making everyone have enough jobs, work enough 8 hours with productivity, and produce continuously.

To strengthen the trade union and farmer alliance, the Trade Union encourages workers and employees to emulate in serving agricultural production, together with collective farmers to gradually move agriculture towards large-scale socialist production. Trade unions in the industrial, construction, and transportation sectors mobilize workers and employees to serve agricultural production in timely production, intensive farming, and increased crops. The agricultural sector trade union mobilizes workers and employees in planting stations, seed farms, scientific and technical research facilities on agriculture, state agricultural production directing agencies, to well implement the Party's resolutions and develop agriculture. In farms, trade unions mobilize workers and employees to promote production, make farms produce and do business profitably, and set a good example for agricultural production cooperatives in terms of collective ownership awareness, production management organization, and building a new lifestyle.

Implementing the Party and State's policy on building new economic zones, the agricultural sector trade union also has the responsibility to coordinate with agencies directing agricultural work and the Ho Chi Minh Communist Youth Union in building and consolidating new economic zones suitable for each region.

2. Caring for the lives of workers and civil servants

Due to the heavy consequences of war and natural disasters, due to poor facilities and techniques, the lives of workers and civil servants are still facing many difficulties. To solve those difficulties and gradually improve life, the basic thing is to increase labor productivity and rapidly increase social products. This requires all workers and civil servants to uphold the spirit of self-reliance, overcome difficulties, and work hard to produce and save. The tasks and orientations on organizing life have been set out in the resolution of the 22nd Conference of the Party Central Committee and the State plan. The Trade Union coordinates with state agencies to focus on the following tasks:

Regarding salaries, it is necessary to study to propose a plan to improve salary policies. In 1974 and 1975, the Trade Union and State agencies studied and amended some unreasonable issues in the salary regime, further thoroughly grasped the principle of labor-based distribution to encourage labor production and thrift; rectified and expanded the product-based salary regime; implemented regular rank promotion; Implemented a timely, appropriately targeted, and appropriately policy-based bonus regime, not rampant.

Trade unions must pay daily attention to building "3 good" dining halls in factories, agencies, construction sites, agricultural and forestry farms; take positive measures to participate in organizing and strictly managing dining halls, organizing mass inspections of dining halls regularly to ensure that the meals of workers and civil servants, including the third-shift meal allowance, meet quantitative standards, and ensure better and better processing. Trade unions must participate in constantly improving the organization of distribution of food and foodstuffs to workers and civil servants that meet quantitative standards, are of good quality and prices as prescribed by the State. Trade unions organize mass inspections of the distribution of food and foodstuffs, and prices of consumer goods in the worker and civil servant sector, to help state agencies properly implement regimes and policies in factories and agencies.

Trade unions coordinate with state agencies to study supplementing and amending a number of issues on social insurance regimes, inspecting and implementing labor protection measures, preventing occupational diseases, improving working conditions; organize a mass network to strictly inspect labor safety.

Trade unions participate with state agencies to gradually build and expand daycare centers, kindergartens, care for and educate children of workers and civil servants, build resorts, nursing homes... for workers and civil servants.

In places with conditions, the Trade Union mobilizes workers and civil servants to cultivate and raise livestock to improve their lives.

The Trade Union mobilizes workers and civil servants to build collective housing areas and worker and civil servant family areas with healthy, progressive, united lifestyles and help each other in daily life.

Trade unions need to take care of families of workers and civil servants who have gone to war far away, families of wounded soldiers and martyrs, visit and help workers and civil servants who have retired or retired due to loss of working capacity.

3. Education, building a team of workers and civil servants to meet revolutionary requirements in the new period

In the new years, education work must gradually foster and train a strong contingent of workers and civil servants in terms of quality, in order to promote the role of the working class in implementing the great tasks set out by the resolution of the 22nd Conference of the Party Central Committee. Specifically, the education work of the Trade Union must aim at:

- Promote revolutionary heroism in the anti-American resistance war for national salvation in the past into enthusiastic, enthusiastic labor, creative spirit, self-reliance and self-strengthening awareness, overcoming difficulties in labor production, and saving to build socialism, in order to comprehensively complete and exceed the State plan.

- Fostering and raising class awareness, the ideology of collective mastery of workers and civil servants, making workers and civil servants deeply aware of the role and historical mission of the working class in the revolutionary cause of our people today, first of all in the cause of socialist industrialization; on that basis, encouraging workers and civil servants to enthusiastically perform their labor duties, duties to protect the Fatherland, duties to study, implement all guidelines and policies of the Party and the State, contributing to consolidating and strengthening the strength of the socialist state, the tool of proletarian dictatorship.

- Cultivate and promote the good qualities of the working class, meeting the requirements of the revolution: working with the spirit of collective mastery, discipline, technique, high productivity; loyalty, honesty, courage; respect and protection of the socialist public and legal system; solidarity, love for class; enthusiastic learning.

The Trade Union and management agencies take care of improving cultural, technical, and professional qualifications, making workers and public employees have sufficient capacity to master the collective. In terms of culture, in the coming years, the Trade Unions will mobilize workers and public employees who have not completed the primary school program to finish this program; encourage workers and public employees who do not have a secondary school level level to finish the secondary school program, and help young workers and public employees, technical workers strive to finish the high school level program. The Trade Union and management agencies have measures to maintain and develop university classes that are already available at their facilities. In terms of technology, the Trade Union and State agencies focus on both training skills for workers and public employees, and having appropriate forms to improve scientific and technical knowledge for workers and public employees.

The Trade Union's concern to improve the political, ideological, cultural and technical level of workers and civil servants is to create conditions for workers and civil servants to actively participate in the implementation of three revolutions: revolution of production relations, technical revolution, ideological and cultural revolution.

In the activities of the Trade Union, education must go one step ahead. Conscience training must go hand in hand with organization of action. Political education must be linked to specific tasks in production and work. Educational measures must be closely combined with economic and administrative measures. School education must be combined with regular education in production and daily life. Education must be close to each subject, each age group. For young workers and civil servants, newly entering factories and agencies, it is necessary to focus on fostering the qualities and morality of the working class. For long-term workers and civil servants in the profession, it is necessary to focus on fostering them in culture and technology.

Trade unions should study organizing socialist labor schools in enterprises to systematically and comprehensively educate workers and civil servants.

In addition to opening schools and classes, the main measure to conduct regular education is club activities with many appropriate forms: talking about current affairs, policies, science and technology, exchanging experiences, organizing handwritten newspapers, wall newspapers, photo exhibitions, self-editing, self-performing about art, sports activities both for physical training and for entertainment.

The Trade Union cooperates with management agencies, closely coordinates with the Ho Chi Minh Communist Youth Union to carry out education work in enterprises and agencies.

4. Fulfilling the obligation to laborers and compatriots in the South to fight to maintain peace, complete the national revolution and democracy in the South, and move towards peace and national reunification.

The socialist revolution in the North and the national revolution and democracy in the South are two strategic tasks of the Vietnamese revolution today, closely related to each other to achieve the common goal of the entire Vietnamese nation to build a peaceful, unified, independent, democratic and prosperous Vietnam. The struggle of Southern compatriots against American imperialism, bourgeoisie, bureaucracy, militarism, fascists to realize an independent, democratic, peaceful, neutral, prosperous South Vietnam, towards peace and national reunification is the common cause of the whole country.

Together with the entire people and working class, the Trade Union organizations of the North must uphold the spirit of responsibility for the revolution of the South, strive to build the North strong in all aspects, participate in building a powerful national defense force, raise vigilance, and fight against all plots and actions of US imperialism aimed at realizing new colonialism in the South and destroying the North. The Northern Trade Union organization made every effort to fully and promptly support the Southern revolution, support the Southern compatriots to build liberated areas, stand side by side with the Southern compatriots to fight for the US and Saigon government to thoroughly implement the Paris Agreement on Vietnam, end encroachment, terrorism, and suppression of the people, implement freedom, democracy, national harmony, and improve people's livelihoods; together with the Southern Liberation Trade Union Union Union, fight for the unity of the working class, fight against reactionary henchmen in the Trade Union and trade union organizations in the puppet-controlled area, and protect the legitimate rights of the working people.

5. Consolidate the organization, training, and fostering of trade union officials

To fulfill the role, functions and tasks, worthy of the position of the Trade Union organization in the current revolutionary period, consolidating the organization, training and fostering trade union officials is an important and urgent task.

In consolidating the organization, consolidating grassroots trade unions is a key step to strengthen the operation of the entire trade union system. Grassroots trade unions only have an effect when mobilizing workers and employees to emulate in promoting production, inspection and supervision work, and helping factory and agency heads properly implement labor regimes and policies, care for life, fostering and improving the political, ideological, cultural, and technical qualifications of workers and employees. To further consolidate and strengthen the working relationship between grassroots trade unions and factory and agency heads; to create conditions for grassroots trade unions to operate well, the General Confederation of Labour proposes to the State to issue specific regulations on the tasks and powers of grassroots trade unions in factories and agencies.

In consolidating grassroots trade unions, it is necessary to pay special attention to consolidating trade union groups, making all union members active.

Economic management organization is increasingly going deeper into specialization, therefore, industry trade unions are increasingly having an important position. Strengthening the activities of industry trade unions, taking industry trade unions as a support for the entire trade union system to delve deeper into economy and technology; on that basis, promoting the effectiveness of trade unions in participating in economic management and state management is a very important issue. Industry trade unions must mobilize, organize, and educate workers and public employees in the industry to implement the technical revolution, promote the movement "emulating labor, production, saving to build socialism", constantly improving labor productivity, economic efficiency, comprehensively completing and exceeding the industry's plan; improving the capacity to participate in industry economic management. Industry trade unions cooperate with industry management agencies to inspect and supervise the implementation of labor regimes and policies... in the industry, coordinate with local trade unions in organizing unified actions to promote the emulation movement.

The Trade Union Union is an unified organization of the worker and public employee force in the locality, including local and central grassroots units located in the locality. The direction of consolidating and strengthening the local trade union union must be based on the task of the trade union union to mobilize and organize education for workers and public employees in the locality to successfully implement the policy of building and developing the local economy as well as other guidelines and policies of the Party and the State. It is necessary to make local trade union unions constantly improve their capacity to direct the emulation movement of labor, production, and thrift to build socialism, improve their capacity to participate in local economic management; cooperate with local authorities to inspect and supervise the implementation of labor regimes and policies and care for the lives of workers and public employees in the locality. To implement the above direction, the trade union union must be strengthened in terms of organization and leadership capacity.

The General Confederation of Labour must be consolidated to improve the capacity to research, summarize and organize direction and implementation throughout the trade union system; improve the capacity to apply the Party's guidelines and policies to the work of mobilizing workers, civil servants and trade union activities; improve the capacity to participate in economic management, state management, and the capacity to direct the movement "emulation in labor, production, and thrift to build socialism".

Based on the role, function, and tasks of each level, improve the working apparatus, making the working apparatus strong and effective; more clearly define the content and tasks of each level, making the directing relationship in the trade union system closer. It is necessary to gradually reduce full-time officials in parallel with expanding forms of mass organization activities.

All activities of the upper-level trade union must aim to build a strong grassroots trade union organization to gradually improve the organization and improve the direction of the upper-level trade unions.

Trade union levels must strengthen the inspection of the implementation of trade union work guidelines, financial inspection, strict management, reasonable use and financial savings.

The Trade Union coordinates with the Ho Chi Minh Communist Youth Union and the Women's Union in mobilizing the full implementation of the Party's youth and women's advocacy guidelines in the worker and civil servant movement.

Going hand in hand with consolidating the organization, trade unions must strengthen the training, fostering and management of trade union officials, and must develop a team of non-specialized officials in the Trade Union's activities, especially at the grassroots level. It is necessary to focus on fostering and creating conditions for long-term trade union officials to promote their abilities and work experience. There need to be appropriate measures to train and foster female officials and ethnic officials.

It is necessary to boldly promote young cadres, female cadres and ethnic cadres with good political qualities and enthusiastic trade union activities to leadership positions at all levels of trade unions. Build a team of good specialists in trade union work professional aspects.

Standards for trade union officials are:

- Wholeheartedly and wholeheartedly for the interests of the class and the interests of the nation; resolutely striving to implement the Party's guidelines, the State's laws, and the Trade Union's resolutions.

- Have basic knowledge of enterprise management, economic management, technology, enthusiastically research and study to improve qualifications.

- Understanding the methods of organization, methods of trade union activities, proficient in professional skills, close contact with workers and civil servants, and being trusted by union members.

- Honesty, frankness, protecting legitimate interests and caring for the lives of workers and civil servants.

- Respect collectives, respect discipline, impartiality.

6. Actively contribute to the solidarity and unity of the world trade union movement

Implementing President Ho Chi Minh's teachings, the Vietnamese revolution is a part of the world revolution, the Vietnamese working class is a part of the international working class, laborers and Vietnamese Trade Union organizations continue to strive for the solidarity and unity of labor and the world trade union movement.

Labor and Trade Unions of Vietnam continue:

- Strengthen combat solidarity with the people of Laos and the people of fraternal Cambodia in the spirit of the joint statement of the Indochinese People's Summit, bringing the struggle of the people of three countries Vietnam, Laos, and Cambodia to complete victory.

- Strive to consolidate and develop brotherly solidarity and cooperation in all aspects with workers and trade unions of the Soviet Union, China and other socialist countries.

- Strongly support the struggle of the working class and working people, progressive trade union organizations in capitalist countries against dominating capitalism, for democracy and social progress, step by step to win the victory of the socialist revolution.

- Support the labor struggle movement of progressive trade union organizations and people of countries in Asia, Africa, Latin America against imperialism, led by the US imperialists, against old and new colonialism, for national independence, for real national sovereignty and social progress; resolutely support the struggle of workers and people of Arab countries against Israeli invaders aided by the US imperialists, in order to recover land occupied by Israeli invaders, protect the independence and territorial integrity of Arab countries, and regain the legitimate national rights of the Palestinian people; resolutely support the heroic struggle of Chilean workers and people against fascists, for independence, freedom and social progress.

- Develop friendly relations, expand contacts with trade unions of other countries regardless of trends or political opinions on the basis of mutual respect and understanding, fighting against imperialism and capitalist manipulation for the benefit of workers.

Contributing our best to strengthening solidarity within the World Federation of Trade Unions, to the activities of the World Federation of Trade Unions, to the activities of the World Federation of Trade Unions, for the common goals and interests of workers.

Implementing the foreign policy of the Vietnam Workers' Party, Vietnamese trade unions continue to actively contribute to strengthening solidarity in the international workers' movement, focusing on the spearhead of the struggle against imperialism, international capitalist tyranny, led by the US imperialists, taking a step back, overthrowing each part, advancing to completely overthrow imperialism, eliminate oppression and exploitation, for peace, national independence, democracy and socialism.

The working class and our Trade Union organization are determined to work with the entire people to successfully implement President Ho Chi Minh's sacred Testament: "No matter how difficult and arduous it is, our people will definitely completely succeed".

Determined to successfully implement the resolution of the 22nd Conference of the Party Central Committee, clearly recognizing the new tasks in the new period, the Congress called on all workers, civil servants, union members and trade union officials: to strive to promote the movement "eMULATION in labor, production, thrift in building socialism", to raise vigilance, ready to break down all plots of US imperialism and its henchmen, support the revolution in the South in all aspects, and successfully implement the resolution of the 3rd Vietnam Trade Union Congress.

With the Party's correct and creative independent and self-reliant guidelines, with the indomitable struggle tradition and hard labor of the working class and our people; with the help of fraternal socialist countries, the working class and working people of the whole world, our people's struggle to maintain long-term peace, build socialism in the North, complete independence and democracy in the South, and move towards peace and national reunification, will surely be victorious.
