Resolution of the 2nd Vietnam Trade Union Congress
The 2nd Vietnam Trade Union Congress took place from February 23, 1961 to February 27, 1961.
The second Congress of Delegates of the Vietnam Trade Union met in Hanoi - Capital of the Democratic Republic of Vietnam - from February 23 to February 27, 1961, after listening to the Instructions of President Ho Chi Minh, the letter of the Party Central Committee sent to the Congress, the Government's report on the tasks of the first 5-year State plan and the plan for 1961, after listening to and discussing the report on the situation and new tasks, the report on amending the charter and the Charter of the Vietnam Trade Union of the Executive Committee of the Vietnam General Confederation of Labor.
RESOLUTION
I. The letter of the Party Central Committee and the Instruction of President Ho Chi Minh are directives on guidelines, mottos, and tasks for the entire Vietnam Trade Union movement.
II. The Congress fully agreed and approved the joint report of the Executive Committee of the Vietnam General Confederation of Labor presented by the President of the General Confederation.
- The Congress fully agreed with the assessments in the report on the maturity of the working class and the Vietnam Trade Union organization during the resistance war and the period of peaceful restoration and economic development, cultural development, socialist renovation, and socialist building in the North.
- The Congress warmly praised the diligent labor spirit, positivity and creativity of all brothers and sisters working manually and intellectually in the North in the cause of socialist reform and building socialism. The Congress warmly welcomed the Labor Hero comrades, Emulation Soldiers who bravely strive on the front lines of the production, construction and work front.
- The Congress fully agreed on the tasks and directions of work that the report has stated, considering them as the tasks and directions of the Trade Union organization in the new revolutionary period. The Congress emphasized that trade union organizations at all levels must focus all forces and capabilities to ensure the implementation of the central task of the entire Party and people, which is to industrialize socialism in the North, and build the North into a strong foundation for the struggle to peacefully realize national reunification according to our country's revolutionary path that the 3rd National Congress of the Party has set out.
To fulfill that heavy and glorious task, the Trade Union organization must further promote its role and function in all aspects of operation, especially must attach importance to the task of promoting production development and participating in economic management as its most important task; must promote the patriotic emulation movement, the movement " striving to become advanced workers, advanced groups, advanced units" to increase labor productivity according to the motto "quick, many, good, cheap"; The Trade Union must ensure labor safety, take care of improving the lives of civil servants and public employees, constantly enhance socialist awareness, improve the cultural, scientific, technical, and professional qualifications of civil servants and public employees. The Trade Union organization must strive to build the Trade Union in terms of organization and ideology, actively improve the working style and activities of the Trade Union, pay attention to training and fostering trade union officials and improving the capacity of organization and leadership to undertake heavy tasks in the new revolutionary period.
- The Congress fully agreed with the report stating that the struggle movement of manual labor and intellectual labor, of our people in the South was increasingly developing strongly and rapidly; the brutal and rotten regime of the American - Diem regime was increasingly shaken and collapsed. The Congress warmly praised the courageous and indomitable spirit of laborers and all Southern compatriots in the heroic and fierce struggle against the US - Diem, in order to liberate the South and peacefully unify the country.
III. The Congress fully agreed and unanimously approved the Charter of the Vietnam Trade Union. The Congress emphasized that trade union organizations at all levels must fully understand and constantly strive to improve the mass nature and class nature of the Trade Union organization, build and consolidate a strong Trade Union, making the Trade Union truly a school of economic management, state management, a school of socialism and communism.
The Congress unanimously approved and approved the rename of the Vietnam General Confederation of Labor to the Vietnam General Confederation of Labour.
IV. The Congress fully agreed on the international tasks of the working class and the Vietnam Trade Union organization. The Congress emphasized: The Vietnam Trade Union needs to strive to consolidate the friendly solidarity with the working class and people of countries in the socialist faction, with the great Soviet Union as the center; constantly strive for the unity of the labor movement and the World Trade Union; strive for democratic freedoms, for the material and daily cultural rights of the working people and for the victory of socialism worldwide. The Vietnam Trade Union actively supports the movement to fight for national independence of the people of colonial and dependent countries in Asia, Africa, Latin America and strives to participate in the struggle to protect peace of people around the world. The Vietnam Trade Union actively supports the righteous struggle of the people of neighboring brotherly Laos against the barbaric invasion of the US imperialists and their reactionary henchmen in Laos, Thailand, South Vietnam, Taiwan, Philippines, etc. to build an independent, peaceful, neutral and prosperous Laos.
The Congress called on all brothers and sisters working manually and intellectually, all union members and trade union officials to strive and strictly comply with the resolutions of the Congress, determined to turn the resolutions of the Congress into their own positive actions, ensuring the successful completion of the great revolutionary tasks set out by the 3rd National Congress of the Party, in the immediate future striving to overcome and comprehensively complete the State plan for 1961 and the first 5-year plan, initially building material and technical facilities for socialism, bringing the North to advance quickly, strongly, and firmly towards socialism as a solid basis for fighting to peacefully realize the reunification of the Fatherland.
