Resolution of the 4th National Congress of the Vietnam Trade Union

The 4th National Congress of the Vietnam General Confederation of Labour was held in Hanoi from May 8 to May 11, 1978. The Congress fully approved the Report on the situation and tasks of the Executive Committee of the Vietnam General Confederation of Labour.

The Congress unanimously agreed on the following assessments and resolutions:

I

Under the correct and creative leadership of the Communist Party of Vietnam, raising the two flags of national independence and socialism, the revolutionary struggle movement in the past twenty years of workers, laborers and the Vietnam Trade Union has achieved very great and glorious achievements, making worthy contributions together with the entire people and army to successfully implement two strategic tasks at the same time set out by the 3rd Party Congress: "Conducting a socialist revolution in the North and fighting to liberate the South, implementing national reunification, completing independence and democracy throughout the country".

In the South, for more than twenty years, workers and laborers have always been at the forefront and are the core force in the struggle movement of the people in urban and plantation areas, combining legal, half-legal and illegal struggles, fighting the enemy with three fronts: military, political, military mobilization, resisting oppression, exploitation, and resisting the US-puppet regime's policy of seizing and selling the country.

In the Great Spring General Offensive and Uprising of 1975, workers and laborers of urban and plantation areas unanimously uprised, joining forces with the army to liberate cities and towns, creating the great power of combining political struggle and uprising with armed struggle.

Since the day the South was completely liberated, with the excitement of the country's rulers, workers and laborers have quickly restored and stabilized the production situation of enterprises, ensuring continuous electricity and water supply for the normal production and living needs of cities and towns; actively participating and truly being a solid support of the State in building and consolidating the revolutionary government, maintaining political security and social order.

In the North, the working class has upheld its pioneering revolutionary role, together with the entire people successfully completing the socialist renovation of industry, capitalist and private enterprise, agricultural and handicraft renovation; successfully implementing the task of protecting and building the socialist North, the revolutionary base of the whole country, strong in all aspects; providing effective support and promptly meeting all requirements of the struggle to liberate the South and shouldering its noble international duty.

Over the past three years, since the country was completely liberated and unified, the working class has realized its responsibility as the class that has seized power throughout the country, has promoted its pioneering role and spirit of mastery of the socialist collective, spirit of self-reliance and self-strengthening, and strived to compete in labor and production, overcome great difficulties in production and life, heal the wounds of war, restore and develop economy and culture, successfully complete the State plan, reform the old society, and build a new society in the South.

However, due to being born and raised from a backward agricultural country, small and scattered production is the main thing; due to attracting more and more people from farmers, students, and other working classes, the team of workers and civil servants is also affected by ideological awareness, way of thinking, lifestyle, free and dispersed working style of small producers, which are contrary to the ethics of the working class and the great industrial style. In the South, due to having to live for a long time under the US-puppet regime, in addition to the negative influences of small producers, workers are also more or less affected by the bad habits of neo-colonialism.

The achievements as well as the shortcomings of the workers' movement are associated with the activities of the Trade Union.

In the South, the Southern Liberation Trade Union Union gathered and united workers and laborers to fight to expose the leaders of the reactionary trade union, US imperialist henchmen and the proxy gang, contributing together with other organizations in the National Liberation Front of South Vietnam and with the army and people of the whole country to create a continuous and increasingly strong revolutionary struggle movement of people in urban areas, plantations.... the peak of which was the Great Spring 1975 General Offensive and Uprising.

In the North, the Trade Union has achieved many great achievements in gathering, uniting, educating, encouraging, and organizing workers and civil servants to stir up vibrant revolutionary movements, overcome all hardships and sacrifices, maintain and promote production, build the material and technical base of socialism even in the context of fierce war, provide all-round support to the large southern front, restore and develop the economy, develop culture, and take care of the organizational life of workers and civil servants.

After the country was completely liberated, along with the completion of national reunification in terms of State, the Trade Union completed the unification of organization throughout the country, quickly rising to do its job well in the new period, the period when the whole country went to socialism. The Trade Union has gathered and united workers and laborers nationwide to enthusiastically take the lead in successfully implementing the Party's guidelines, plans to restore and develop the economy and develop culture.

The Trade Union's operating achievements in the past time are great and worthy of pride.

These achievements are due to the correct guidelines, the close leadership of the Party and the thoughtful care of beloved President Ho Chi Minh and other Party leaders for the Trade Union; because our country's working class is very patriotic and revolutionary, bravely fighting for the independence and freedom of the Fatherland and socialism; it is the result of thoroughly grasping the class and mass nature, the increasingly close combination of the function of educating and mobilizing workers and civil servants with the function of participating in management in all aspects of the Trade Union's activities. These achievements are also the result of the cooperation and assistance of the State, the coordination of the Ho Chi Minh Communist Youth Union, the Vietnam Women's Union and other organizations in the Vietnam Fatherland Front with the trade union; the consensus and support of the workers' and trade union movement in the world.

The Congress, on behalf of laborers and trade unions nationwide, sincerely thanks the working class, trade union organizations of the Soviet Union, China and other fraternal socialist countries, the World Trade Union Federation, the working class and trade union organizations of countries around the world for their great support and valuable assistance for the resistance war against the US for national salvation in the past as well as for the current national construction cause of our people.

Affirming the great achievements achieved, the Congress also pointed out the current weaknesses of the Trade Union:

The Trade Union has not strongly launched the ideology of collective mastery of workers and civil servants; has not organized mass activities in many forms, creating a truly vibrant, continuous, and widespread revolutionary movement; has not strongly promoted the right of socialist collective mastery of workers and civil servants in labor, production, distribution and organizational management. Trade Union activities have not really gone deep into production, closely followed workers and civil servants to effectively impact the strengthening of economic management, promoting technical progress, building new people and caring for life, and protecting the legitimate interests of workers.

II

The great victory of the Spring General Offensive and Uprising of 1975 gloriously ended the 30-year process of war to protect and liberate the Fatherland; permanently ending the domination that lasted for more than a century of imperialism in our country, opening up an era of eternal independence and unification of the Fatherland, bringing our country's revolution into a stage where the whole country moved towards socialism.

The 4th National Party Congress set out the socialist revolutionary guidelines in our country in the new period as:

Grasping pro-proletarianism, promoting the collective ownership of the working people, simultaneously carrying out three revolutions: the revolution in production relations, the scientific and technological revolution, the ideological and cultural revolution, in which the scientific and technological revolution is key; promoting socialist industrialization is the central task of the entire transition period to socialism; building a regime of socialist collective ownership, building a new culture, building a new socialist person; eliminating the regime of people exploiting people, eliminating poverty and backwardness; constantly upholding vigilance, constantly consolidating national defense, maintaining political security and social order; successfully building a peaceful, independent, unified and socialist Vietnam; actively contributing to the struggle of people around the world for peace, independence, nation, democracy and socialism".

As the pioneering class leading the revolution, the decisive force in the cause of building socialism, the working class has the responsibility to take the lead in implementing the socialist revolutionary line of the Party, strongly promoting the right to collective mastery, striving to build the Party, build and protect a pro-proletarian state, always raising vigilance, striving to consolidate strong national defense, enthusiastically performing military duty to protect the Fatherland, protect political security and social order; simultaneously implementing three revolutions; in which the scientific and technical revolution is key; striving to promote socialist industrialization. In the immediate future, the working class must make the most active contribution with the entire people to complete and exceed the 5-year plan for the second time (1976-1980).

The Resolution of the 4th National Congress of the Party clearly outlined the tasks of trade unions in the new revolutionary period as: "Trade unions are the largest mass organization of the working class, the school of communism, the school of economic management, state management. Trade unions have the task of participating in the work of the State and inspecting the activities of the State, participating in enterprise management; Trade unions must attach importance to educating workers on the attitude of socialist labor, improving political, cultural, technical, and professional qualifications, training ideology and great industrial style; training good technical and management cadres from among workers; organizing labor and production emulation movements. Trade unions, together with state agencies, should take care of solving practical issues about life, collective welfare, working conditions, study, and rest... , ensuring the legitimate rights of workers and public employees, especially focusing on doing well in labor protection, preventing and overcoming labor accidents; well implementing the Trade Union Law. In the South, the Trade Union has the task of educating workers who used to work in the old regime to become socialist workers, and needs to attract a large number of workers to the Trade Union organization. In private enterprises and public-private joint venture enterprises, the Trade Union also has the task of ensuring the role and rights of workers, guiding those enterprises to produce and do business in accordance with the State's policies and laws".

To perform the heavy tasks assigned by the Party, applying and effectively implementing the functions of the Trade Union organization in the socialist revolution, the Congress identified the tasks of the Trade Union in the current period as:

Cultivating the capacity and promoting the right to master the socialist collective of workers and civil servants, sparking a large-scale revolutionary movement to successfully implement the socialist revolutionary line in our country, combining economic construction with national defense consolidation, regularly raising revolutionary vigilance, ready to fulfill the duty to protect the Fatherland; simultaneously implementing three revolutions: revolution in production relations, scientific and technical revolution, ideological and cultural revolution, in which scientific and technical revolution is key; actively completing socialist production relations in the North and completing socialist reform in the South; emulation in labor, production, and thrift to build socialism, emulation to serve agriculture, implementing the industrialization of socialism in the country; in the immediate future, completing and exceeding the 5-year plan for the second time (1976 - 1980); taking care of the lives and protecting the legitimate interests of workers and civil servants; striving to train and foster trade union officials, improve the organization of trade unions and civil servants in the country.

That common task clearly shows that the Trade Union has a very large responsibility in building the working class, building a strong Vietnam Trade Union in all aspects.

Trade unions need to constantly launch and build the ideology of socialist collective ownership of workers and civil servants, making the ideology of collective ownership become a driving force to promote the large-scale revolutionary movement of workers and civil servants taking the lead in carrying out the three revolutions, promoting the industrialization of socialism in the country.

The Trade Union has the responsibility to constantly improve the obligations, responsibilities, and collective mastery roles of workers and civil servants in all aspects of social activities.

Trade unions must constantly improve the capacity to master socialist collectives of workers and civil servants in terms of politics, economy, culture, technology, and professional skills.

The activities of the Trade Union must ignite the revolutionary movement of workers and civil servants, first of all the emulation movement of labor, production, and thrift to build socialism.

Through organizing the emulation movement for labor, production, thrift and other revolutionary movements, the Trade Union performs the function of mobilizing workers and civil servants to comply with the Party's guidelines and policies, the State's regimes, policies, and ordinances; on that basis, on behalf of workers and civil servants, participate in enterprise management, economic management, state management, participate in state work and inspect state activities; and at the same time, work with the State to coordinate well, creating a synchronous strength to promote production development and care for the lives of workers and civil servants.

The Trade Union organization must rise up to meet the expectations of the Party, the State, and workers and civil servants, making the Trade Union truly representative of the revolutionary will to attack, the right to mastery and the capacity of the working class that is organizing and building a new society and managing the national economy.

III

Based on the general tasks, in the coming years, the Trade Union must strive to implement the following specific tasks:

I. Launching a revolutionary movement of workers and civil servants to emulation in labor, production, and thrift to build socialism to increase labor productivity, complete and exceed the state plan.

In the current labor, production and saving movement, first of all, the Trade Union must educate and encourage workers and public employees to strictly and voluntarily comply with labor discipline, improve working days and working hours in actual production, strictly implement labor norms, material norms, technological processes, technical regulations and regimes and regulations for enterprise management, and fight against violations of labor discipline. The Trade Union, together with state agencies, must create a strong change in the observance of labor discipline, in enterprise management to exploit and use the potential capabilities in labor, materials, and existing machinery.

Emulation is the implementation of exceeding labor obligations, socialist emulation among workers and civil servants for the goal of: high productivity, good quality, high savings, completing and exceeding production and work plans.

The content of the emulation is: rationalizing production, rationalizing labor organization, technical improvement, and management improvement.

Trade unions need to closely coordinate with state agencies to reorganize production, reorganize labor in all enterprises and agencies, gradually apply scientific labor organization, significantly reduce the number of people waiting for work, the number of time off work; build and implement advanced labor norms, eliminate outdated norms; reduce the proportion of people doing administrative work, increase the number of people directly working, producing and serving production; increase the number of working shifts.

It is necessary to mobilize workers to improve product quality, fight against cheating and sloppy work, strengthen technical management, and strive to improve product quality.

The slogan "Comprehensive and thorough savings" must become a habit of thinking and conscious actions of each worker. The Trade Union educates and mobilizes workers and civil servants to strive to reduce the consumption of materials per product unit, recover and use data and scrap; restore machinery and spare parts, use domestic materials to replace raw materials and materials that must be imported, and improve the design of works and products to save materials. Coordinate with management agencies to develop and implement material norms.

To stir up the movement of emulation in labor, production, and thrift in building socialism, which is vibrant, widespread, and continuous among workers and civil servants, the Trade Union needs to focus its efforts on doing well in some aspects of the following work:

1. Strengthen the education of socialist patriotism, the nature and good revolutionary traditions of the Vietnamese working class; promptly make workers and laborers grasp the situation and new tasks, on that basis, enhance the awareness and sense of responsibility of collective owners, proactive, active, and united in emulation.

2. Closely coordinate with the government to regularly organize conferences of workers and civil servants in a practical way to build and discuss measures to implement the State plan, implement labor regimes and policies, improve the lives and expand the collective welfare of workers and civil servants, organize specialized conferences on economic and technical issues, encourage the masses to promote initiatives and overcome all difficulties in production. Promote the signing and implementation of collective contracts. The content of collective contracts must show the close connection of obligations, responsibilities and rights, personal interests with collective interests and state interests, so that the thorough and complete implementation of collective contracts becomes the focus of attention and the greatest concern of the enterprise's leadership agencies, of all mass organizations and of all officials, workers, and civil servants in the enterprise.

3. Organize revolutionary movements of the masses, of which the most concentrated and main movement is the movement of joint emulation for labor, production, and thrift in building socialism.

Strongly develop the movement to register emulation names to complete and exceed the plan; the initiative movement with the slogan: "Each worker has an initiative or apply an initiative, each technical officer has a research topic" and the saving movement, in many vivid forms, with practical goals. Promote the movement to strive to become socialist labor groups and teams in the North; develop the movement to strive to become advanced labor groups and teams and gradually develop the movement to strive to become socialist labor groups and teams in the South. Organize in sectors and localities the movement to link emulation to serve agricultural production. It is necessary to organize many movements with specific slogans and goals, close to each target group of workers and civil servants. Strongly develop emulation movements according to each industry.

4. Attach importance to strengthening management and encouraging with material benefits in emulation. Fully, promptly, and correctly implement emulation reward policies. Use reward funds and collective welfare funds correctly, promote the leverage effect of salaries and bonuses.

5. Along with the government, take care of the lives of workers and civil servants, considering it a condition to ensure production. Promote labor protection, improve working conditions, and thoroughly grasp the motto "production must be safe". Strengthen inspection of technical safety and industrial hygiene.

6. The emulation movement of workers and civil servants must be linked to other revolutionary movements such as: the movement to master the organization of life, the movement to build a civilized lifestyle, new cultural families; the movement to participate in socialist reform for industry, commercial, capitalist, and private enterprises, the movement to fight against negativity in life and society... creating a large, vibrant, and continuous revolutionary movement of the working class to exercise political, economic, cultural and social mastery.

7. Trade unions mobilizing workers and civil servants to emulate must go hand in hand with mobilizing workers and civil servants and representing workers and civil servants to participate in improving enterprise management; mobilizing workers and civil servants to enthusiastically implement policies to improve enterprise management to create favorable conditions for the emulation movement to develop.

8. It is necessary to improve the organization and direction of emulation. It is necessary to skillfully combine political and economic measures, education and administration, ideology and organization, with close coordination of activities of management agencies, Trade Unions and Youth Unions under the leadership of the Party. Promptly detect new factors, foster typical examples and organize advanced typical emulation movements.

Thoroughly grasping the principles of organizing emulation is to publicize, compare, and widely apply advanced experiences, combining the education of collective mastery ideology with appropriate encouragement of material benefits.

II. Promoting the movement of workers and civil servants to emulation to serve agriculture

Developing agricultural production is a major task of both the working class and the collective farmer class. Workers and working farmers are jointly responsible for successfully implementing the Resolution of the 2nd Conference of the Party Central Committee, leading our country's agriculture towards large-scale socialist production.

The tasks of the Trade Union in agricultural production development are:

1. Educating workers and civil servants to understand the breakthrough development of agricultural, forestry, and fishery production to ensure food and foodstuffs for the whole society, supply raw materials for industry, and rapidly increase exports is the top task on the economic front of the working class and our people today.

2. Mobilize and organize a widespread and vibrant emulation movement to serve agriculture for workers and public employees in all national economic sectors, aiming to produce and supply more and more and more timely agricultural tools, machinery, fertilizers, pesticides, and agricultural materials; promote mechanization of land preparation, irrigation, reclamation, transportation, and good processing of food and other agricultural products, creating conditions for building new economic zones; research and apply scientific and technical advances in agriculture.

3. Provincial Trade Unions must be based on the agricultural production development plan, organize linkages between sectors in the locality into a movement to serve agriculture in the province, meeting the requirements of timely harvesting, intensive farming, increasing crops, expanding area, and participating in building the province's public and agricultural economic structure.

4. The District Trade Union must be based on the district's agricultural production plan, organize and combine the emulation movement to serve agriculture of workers and civil servants into each front, each technical stage in agricultural production; first of all, for crops, meeting the requirements of timely harvesting, implementing intensive farming, increasing crops, expanding area to increase crop yield; reorganizing production in the district. First of all, focus on mechanization of land preparation, agricultural repair mechanics, irrigation pumping stations, fertilizers, agricultural repair mechanics, transportation, and circulation and distribution industries.

The District Trade Union must organize, educate, and mobilize workers and civil servants to strictly and exemplarily comply with the Party's worker-peasant alliance guidelines and the Government's policies, bring science and technology into agriculture; bring industrial management methods into agricultural management; bring industrial labor style into agricultural labor; bring the ideology of collective socialist mastery, collective and civilized lifestyle of the working class into the peasant class.

5. The Trade Union of the agricultural sector mobilizes and organizes workers and employees of farms to emulate labor, production, practice thrift, fulfill their responsibilities as the leading force in implementing production targets, techniques and applying advanced experiences in cultivation and animal husbandry, in agricultural production management; at the same time, wholeheartedly help cooperatives around farms in all aspects, setting an example for farmers in building a new life that is joyful, healthy, and cultured.

III. Striving to build and protect a pro-proletarian state, strengthening national defense

Striving to build and protect a pro-proletarian state, making the State capable of carrying out three revolutions, building a new regime, a new economy, a new culture and a new people, protecting the interests of the collective, the legitimate interests of individuals, strong enough to maintain political security and social order, and protect the socialist Fatherland. That is the regular task of the working class and our people.

The task of the Trade Union in building and protecting a pro-proletarian state, consolidating national defense is:

1. Education, organizing workers and civil servants to take the lead in strictly complying with the State's guidelines, policies, and laws.

2. Educate, encourage, and organize workers and civil servants to go hand in hand with enthusiastic emulation in labor and production, actively participate in protecting production. Launch in workers and civil servants the mass movement to protect national security and social order and safety; constantly raise vigilance, proactively prevent, resolutely defeat all plots and actions of imperial spies and international reactionary forces, crush all plots of exploitation classes and reactionaries to raise their heads; strive to fight against social evils, negative phenomena in production and life, in public order.

3. Coordinate with military agencies to build self-defense units for workers and civil servants in all enterprises and agencies, do a good job of military training; actively participate in building a strong all-people national defense.

4. Educate and encourage workers and civil servants to be ready to join the army, well implement the military service regime; do a good job of military rear work.

IV. Organize and gradually improve the lives, develop welfare, and protect the legitimate interests of workers and civil servants

Caring for the lives of workers and civil servants is a very important aspect of building the working class, promoting the collective ownership of workers and civil servants.

Trade unions need to make workers and civil servants understand the difficulties of the country, understand that life can only be gradually improved on the basis of production development; therefore, they must work hard, produce and save. Trade unions must educate workers and civil servants to raise the awareness of self-mastery of life. In the coming years, Trade unions need to implement the following key tasks:

1. Cooperate with the State to promote the improvement of the salary regime in the direction of further thoroughly grasping the principle of labor-based distribution, encouraging increased labor productivity, encouraging technical labor, giving appropriate priority to heavy labor, labor in hazardous environments; soon implement unified labor and salary regimes nationwide. On the basis of mobilizing workers to build and adjust labor norms to achieve progress, the Trade Union coordinates with State agencies to improve and widely implement the product-based salary payment regime and bonus regimes. In coordination with State agencies, continue to study specific regulations and guide the implementation of salary payment regimes, enterprise profit deduction regimes for workers and other rights regimes in private capital enterprises in the South in accordance with State policies.

2. Trade unions participate with the State to review and re-regulate the standards and methods of supplying and distributing food, foodstuffs, and consumer goods to workers and civil servants to ensure that workers and civil servants, first of all, eat enough, dress warmly, and are distributed essential goods according to standards.

The Trade Union coordinates with people's committees at all levels and trade and food sectors to rationally distribute the goods fund, improve distribution methods so that workers and public employees do not spend much time buying goods. It is necessary to pay attention to the supply and distribution to remote and isolated units.

Continue to promote the construction of collective dining halls that meet the "three goods" standards according to the motto of workers and civil servants taking control of their lives. Guide workers and civil servants in places with favorable conditions to actively grow vegetables, crops, and raise livestock... to have more food sources to improve the quality of meals.

Coordinate with state agencies to gradually organize mid-shift meals for workers.

3. Coordinate with the authorities at the same level to closely direct the implementation of housing construction plans, and at the same time launch a movement for workers and civil servants to build their own houses, mobilize unemployed workers, redundant labor in production to build houses, participate with the State to specifically regulate and inspect the implementation of housing distribution policies, distribute first to those who do not have houses or are living too closely, prioritizing those with many achievements in labor and production, scientific cadres and skilled technical workers.

4. It is necessary to closely combine the function of educating and mobilizing the masses and the management function assigned by the State to the Trade Union organization to improve the mass nature and legality in policy management and social insurance and collective welfare activities. Direct all social insurance and collective welfare activities towards the goal of strengthening the health of workers and civil servants, reducing days off due to illness, maternity, labor accidents, and improving actual production working days.

Coordinate with state agencies to quickly develop daycare centers and kindergartens along the streets or in collective housing areas. It is necessary to pay full attention to the education of children of workers and civil servants in remote and isolated places.

V. Mobilizing workers and civil servants to actively implement production relationship reform in the South

Reforming capitalist industrial and commercial enterprises in the South is a profound and comprehensive revolution aimed at eliminating the regime of private occupation of production materials, eliminating exploitation, and reorganizing all industrial and commercial enterprises according to the socialist large-scale production relationship.

The task of the Trade Union in the renovation of public, commercial, capitalist and private enterprises is:

1. Educate to raise class awareness, socialist awareness and the collective mastery role of workers and laborers; launch and organize workers and laborers to be a solid support for the Party and the State to carry out asset renovation and management, enterprise management, market and price management; exercise the collective mastery rights of workers and laborers in enterprises and stores...

2. In the process of renovation and construction, it is necessary to strive to build and consolidate the Trade Union organization in all enterprises, recruiting workers and laborers who meet the standards into the trade union. The Trade Union must select outstanding workers at the enterprise to introduce to state agencies for promotion to responsible positions in the enterprise.

3. For small industry and handicrafts, the Trade Union is responsible for gathering the country of small and handicraft workers into cooperative labor associations to educate them about the socialist revolutionary line, about the regime and policy of socialist renovation for the individual economy, mobilizing them to voluntarily embark on the path of collective business, promoting small and handicraft production according to the State's plan, beneficial to national economy and people's livelihoods, in accordance with the State's regime and policies.

4. In the southern provinces, the Trade Union is responsible for educating, mobilizing, and organizing workers and public employees to participate in improving production relations in agriculture and implementing agricultural cooperation.

VI. Actively participate in improving enterprise management and state management to consolidate and improve socialist production relations.

Trade unions participate in economic management and state management with the aim of increasing labor productivity, rapidly increasing social products, and building a collective mastery mechanism: the Party leads, the State manages, and the people are masters.

In the coming years, the Trade Union needs to do the following tasks well:

1. Mobilize workers and civil servants to actively participate in improving enterprise management, the decisive stage of improving economic management.

The content of improving enterprise management is centrally expressed in the newly issued Charter on management of state-owned industrial enterprises of the Government.

Simultaneously with the implementation of the Enterprise Management Charter, the Presidium of the General Confederation of Labour issued a Charter on the tasks and powers of the Enterprise Trade Union. The Trade Union is responsible for mobilizing workers and employees to fully implement these two charters.

2. Trade unions of provinces and cities must actively participate with the same-level government in building and managing the local economy according to the State's decentralization; especially building and developing local industry to promote agricultural, forestry, and fishery production, building industry and agriculture into a unified economic structure in the locality.

Provincial and city trade unions must attach great importance to participating with the government in organizing material and cultural life, expanding collective welfare and social welfare for all residents, including workers and civil servants. In the current situation, the organization of mass activities to inspect circulation and distribution, especially the distribution of food, foodstuffs, consumer goods and public services, must be strongly developed to reduce difficulties in the daily lives of workers and civil servants.

3. Central industry trade unions need to improve operational capacity, delve into participating in economic - technical management in the industry. It is necessary to attach importance to participating in building industry development plans and plans, delve into participating in building and implementing labor plans, technical advances, increasing labor productivity, labor protection, strengthening technical management. It is necessary to actively participate in building and implementing policies, labor regimes, wages, bonuses and collective welfare; take care of training, fostering and managing, and using technical cadres and workers well.

4. It is necessary to improve the capacity to participate in economic management and state management of the Vietnam General Confederation of Labour.

The General Confederation of Labour must attach importance to participating in building and implementing long-term and short-term State plans; in which special attention should be paid to building measures to implement plans, directing the implementation of plans associated with organizing emulation movements. It is necessary to pay attention to participating with the State in a practical and effective way in policies and measures to increase labor productivity, increase investment capital efficiency and production and business efficiency. The General Confederation of Labour needs to pay attention to participating in building and proposing policies on labor, wages, bonuses, consumer goods prices, expanding collective welfare and social welfare for workers and civil servants.

The General Confederation of Labour, together with the Government Council, is studying and developing regulations on the relationship between management agencies and trade unions at all levels to concretize the mechanism of mastery of socialist collectives at each level, ensuring the principle of centralized and unified command of heads, and at the same time promoting the right to collective mastery of workers and civil servants and the role of trade union management participation. The General Confederation of Labour, together with the Government Council, is studying to submit to the National Assembly for approval the new Labor Law and Trade Union Law to suit the situation and revolutionary tasks in the period when the whole country moves towards socialism. The General Confederation of Labour must well organize and guide all workers and civil servants to discuss, build, study and comply with the new Constitution, the basic law of the Socialist Republic of Vietnam.

VII. Promoting political, cultural, technical and professional education for workers and civil servants

One of the important tasks of the Trade Union organization is to educate and train workers and civil servants in all aspects.

The content of education work in the coming years is:

1. Always fostering and promoting patriotism, love for socialism, the ideology of mastering the socialist collective, the will for independence and self-reliance, the spirit of revolutionary vigilance associated with the revolutionary actions of workers and civil servants, both building and resolutely protecting the socialist Vietnamese Fatherland.

The Trade Union needs to educate workers and civil servants to firmly grasp the guidelines and tasks of the socialist revolution in our country; grasp the specific situation and tasks in each period; clearly recognize the role and great responsibility of the working class and the Trade Union organization in the new stage of the revolution.

2. Uphold the spirit of self-reliance and self-strengthening, strive to overcome all difficulties in production and life, and maximize existing potential to excellently complete assigned tasks.

3. Build new socialist workers and civil servants according to labor content with the ideology of collective ownership, with the spirit of responsibility of collective owners, disciplined labor, technical labor, creative labor, achieving high productivity, good quality, and a lot of thrift; honesty, sincerity; respect and protection of socialist property; enthusiastic learning; respect for socialist legality; solidarity and love for class; healthy, simple, and cultured living.

4. It is necessary to quickly improve the cultural level, scientific and technical knowledge, management and professional knowledge for workers and civil servants. Focus on fostering and improving the skills of direct production workers.

5. Fight against laziness in labor, sloppy style, arbitrary freedom, lack of organizational and disciplinary awareness, sloppiness, deceit, against self-interest, self-efficiency, infringement of socialist property, against illegal business practices, collusion, bureaucracy, authoritarianism, causing obstacles to production, causing trouble to the people, against indifference, irresponsibility to common difficulties, against the ideology of relying on waiting, blaming objective factors.

For workers and civil servants in the southern provinces, in addition to the above contents, it is important to promote the ideology of collective mastery, fight to eradicate the venom of neo-colonialism in terms of ideology and culture, and resolutely overcome the manifestations of old working ideology and attitude that are still scattered among some workers and civil servants.

It is necessary to pay special attention to training and fostering new workers, strengthening political and ideological education for union members and scientific and technical cadres. Coordinate with state agencies and the Ho Chi Minh Communist Youth Union to conduct education on the working class in universities, vocational high schools, vocational schools and secondary and high schools.

In education work, it is necessary to attach importance to both aspects: building and combating, but building must be the main aspect, the purpose of education work. On the one hand, it is important to set examples of good people and good deeds, propagate and promote advanced individual and collective examples; on the other hand, it is necessary to focus on fighting and preventing to significantly reduce negative phenomena in production, work, in daily life and public order, narrow the number of slow-progressing people, and constantly develop advanced forces. It is necessary to closely follow and revolve around labor, production, life and thoughts, feelings, and aspirations of workers and civil servants in each unit to carry out propaganda and education work.

It is necessary to flexibly use forms and measures of education in coordination with management agencies to organize political, cultural, and technical classes, ensuring that all workers and civil servants learn basic political issues, technical programs, and elementary professional skills. Promote club activities, library systems, bookshelves, and tradition rooms in factories and agencies.

Consolidate and strengthen the operation of propaganda, press, and publishing agencies of the Trade Union.

Promote mass cultural and artistic activities, and widely develop mass physical education and sports activities.

It is necessary to attach importance to education work in trade union groups, production and work groups, through daily activities in groups, promptly commend and encourage good examples, remind and correct wrongdoings of workers and civil servants.

VIII. Actively contribute to strengthening labor solidarity and the world trade union movement to fight for the rights of workers, for peace, national independence, democracy and socialism

Implementing the correct foreign policy of the Communist Party of Vietnam, Vietnamese laborers and trade unions continue to make their most active contributions to strengthening the solidarity and unity of labor and the world trade union movement, and to the common struggle of the international working class to end the domination of capitalist plutocrats and build a new social order.

Vietnamese workers and trade unions consider strengthening combat solidarity and brotherly cooperation in all aspects with workers and trade unions of socialist countries as the top task in their foreign affairs activities.

Vietnamese workers and trade unions strongly condemned the Cambodian authorities for turning themselves into henchmen of international reactionary forces, pursuing a policy of national hostility, continuously carrying out acts of sabotage, border violations, and encroachment on Vietnamese territory, deeply damaging the solidarity and fighting spirit between the people of Vietnam and Cambodia; resolutely demanding that the Cambodian authorities must respond to the proposal of the Government of the Socialist Republic of Vietnam stated in the Declaration dated February 5, 1978, and soon reach negotiations to resolve the issue of relations between Vietnam and Cambodia reasonably and appropriately in accordance with the interests of the people of the two countries, meeting the expectations of the people of the world.

Vietnamese workers and trade unions support workers and people in Asian, African, and Latin American countries who are resolutely fighting against the deprivation and oppression of imperialism, old and new colonialism, protecting the country's resources, consolidating true political and economic independence, and establishing a new international economic order on the basis of equality and respect for national sovereignty.

Vietnamese workers and trade unions resolutely support the struggle of workers and laborers of capitalist countries against capitalist manipulators, for civil rights, democracy and social progress.

Implementing membership obligations, Vietnamese Trade Unions will do their best to contribute to strengthening and further expanding the activities and influence of the World Federation of Trade Unions.

IX. Improving working methods, building strong trade unions

To perform tasks and promote the role of the Trade Union in the new period, the decisive condition is to build a strong Trade Union, strongly improve the organization and working methods of the Trade Union.

The direction for building the Trade Union organization in the coming time is:

1. It is necessary to do a good job of union membership work in three aspects: developing in quantity; consolidating activities, improving the quality of union members; strictly managing union members. It is necessary to gather most workers and civil servants into the Trade Union organization on a voluntary and conscious basis. There must be measures to manage union members, ensuring the full implementation of the tasks and rights of union members as stipulated in the Charter.

2. The most important step in building a strong Trade Union is building and consolidating grassroots trade unions. The requirement for building and consolidating grassroots trade unions is to make the activities of grassroots trade unions become activities of a large number of union members and workers and civil servants.

3. The organizational system, responsibility regime, and organizational structure of trade union levels must be built in accordance with the functions of all levels and in accordance with the decentralization of economic management of the State, the direction relationship depends on two horizontal and vertical dimensions, and must promote the overall strength to meet the requirements of promoting the activities of grassroots trade unions.

Building and consolidating the organization of industry trade unions to ensure: organizing and mobilizing emulation movements in the industry to delve deeper into economy - technology, deeper into industries and professions; promoting technical progress of the industry; participating in building, inspecting and together with management agencies organizing the implementation of policies and labor regimes in the industry; educating workers and public employees in the industry about industries and professions; participating in building plans and managing the industry.

Building and consolidating the organization of local trade unions to ensure: organizing and mobilizing revolutionary movements of workers and civil servants, linking emulation movements to serve agriculture in the locality; inspecting and coordinating with local authorities to implement labor policies and care for all aspects of the material and spiritual life of workers and civil servants in the locality; political and ideological education for workers and civil servants in the locality, participating in economic management, and participating in building local authorities.

Building and consolidating the District Trade Union organization to ensure the organization and combination of emulation movements of workers and civil servants serving agriculture; educating and building a team of workers and civil servants in the district; caring for the material and spiritual life of workers and civil servants in the district; participating in managing and building the government, contributing to building the agricultural and industrial economic structure in the district.

4. The subjects of mobilization from trade union levels are workers and civil servants. The working method of the Trade Union is mass activities.

The basic operating method of the Trade Union is to gather the masses into appropriate organizational forms, conduct mobilization, education, and organize the masses to actively participate in revolutionary activities and actions.

The direction method of trade union levels is: must grasp the grassroots level, understand production and business, understand life, understand the thoughts and aspirations of the masses; must focus on summarizing the experience of all aspects of Trade Union activities; must strictly implement the principle of democratic centralism, promote the role of collective leadership, promote the responsibility of individuals in charge, and the regime of information, notification, reporting, and timely petitions in the Trade Union system.

Trade union levels must persistently implement the pilot direction method.

5. Build a team of trade union officials with revolutionary enthusiasm, wholeheartedly and wholeheartedly for the revolutionary interests, resolutely striving to implement the Party's guidelines, the State's laws, and the Trade Union's resolutions; have necessary knowledge of enterprise management, economic management, and science and technology; have understanding of the organizational methods and operating methods of the Trade Union; have close contact with workers and civil servants, have a frank spirit; protect the legitimate interests and care for the lives of workers and civil servants; have a sense of respecting the collective, respecting discipline, and impartiality.

It is necessary to attach importance to training successor cadres in each leadership level of the Trade Union from grassroots to central level. Strive to train cadres from inside direct production workers; boldly promote young cadres, female cadres, cadres from ethnic minorities with capacity, qualities and prospects.

Actively systematically train existing full-time trade union officials. Officials in any industry, doing any professional work must have studied through intermediate programs or higher in management and science - technology of that industry, or intermediate professional programs or higher in current professional work. All trade union officials must strive to have a minimum cultural level from secondary school or higher. Training the team of trade union leaders must be highly valued.

It is necessary to build and gradually improve the theory of trade union work on the basis of summarizing all aspects of trade union work; build official textbooks and lesson plans for the system of trade union schools at all levels.

Urgently consolidate and build central trade union schools 1 and 2, industry trade union schools, and local trade union schools. Organize in-service theoretical training systems for trade union officials.

Based on the principle of decentralization of cadre management of the Party, improve the decentralization of cadre management of the Trade Union organization.

The 4th Party Congress called on all of our people to "turn our country and each locality, each unit into great construction sites, filled with the spirit of revolutionary offensive, filled with revolutionary heroism".

As the largest mass organization of the working class, the chain connecting the Party with the masses of workers and civil servants, and a solid support for the pro-proletarian state, the Trade Union organization has the responsibility to turn that heroic call of the Party into daily actions of each worker and civil servant, in the emulation movement of labor, production, practice of thrift, scientific research emulation, work and study emulation, taking the lead in the cause of building a large socialist production, a new socialist culture and a new socialist person.

The 4th Congress of the Vietnam General Confederation of Labour called on all workers, civil servants, union members, and trade union officials nationwide to enthusiastically participate in trade union activities: actively contribute to strongly improving the organization, operating methods, and working methods of the Trade Union, improving the capacity to mobilize and organize mass activities, the capacity to participate in economic management and state management of the Trade Union, making the Trade Union increasingly strong in all aspects, excellently completing the tasks of the Trade Union in the new revolutionary period that the 4th Party Congress has set out; worthy of being a school of communism; a school of economic management and state management, a school of mastering the socialist collective of the working class.

For the Fatherland, for socialism, workers, civil servants, and trade union organizations throughout the country, let's stir up a movement of emulation in labor, production, and thrift to build socialism that is truly vibrant, widespread, and continuous, successfully implementing the socialist revolutionary line, the Party's line of building a socialist economy, completing and exceeding the 5-year plan for the second time (1976 - 1980)!

The Communist Party of Vietnam, the glorious pioneering team of the Vietnamese working class, the organizer of all victories of the Vietnamese revolution, may you live forever!
