Resolution of the 7th Congress of the Vietnam Trade Union

The Congress is very honored to have Comrade General Secretary Do Muoi attend and speak to affirm the role and position of the working class and the Trade Union organization. The Congress considers these as orientations to continue to innovate and enhance the role and effectiveness of trade union activities in the coming time.

The Congress affirmed that: In the challenging turning point, our country's working class has shown firm political bravery, overcoming all difficulties in the initial transition to the market mechanism; enthusiastically taking the lead in the renovation process, making important contributions to socio-economic development, consolidating national defense and security of the country, maintaining political stability. The Congress commended all workers, laborers, intellectuals, and artists in all production and business establishments, serving security and national defense, management agencies, scientific research, schools, hospitals, administrative and non-business units who have made worthy contributions to the common achievements of the whole country; further embellishing the patriotic and revolutionary tradition of the working class and the Vietnamese intellectual class.

With a deep awareness of the role and responsibility of the Trade Union organization in the face of the requirements of the new situation, the Congress identified the goals of trade union activities in the coming years as:

Innovating trade union organizations and activities; Contributing to building and protecting the Fatherland; Caring for and protecting the interests of workers and laborers

To achieve that goal, the Congress decided:

1. Encourage workers and laborers in economic sectors, defense and security enterprises to promote dynamism and creativity in labor, strive their best for the stability and development of the country; encourage workers and laborers to enthusiastically participate in the "Good Labor" emulation movement to improve productivity, quality and efficiency, promote initiatives, thoroughly save money; accumulate and improve working conditions, and increase income for workers.

2. Along with the State, there should be a mechanism for the Trade Union to mobilize workers and laborers to fight to prevent and eliminate corruption, considering it a struggle against exploitation and injustice; to sanitize socio-economic relations. Educate and mobilize workers and laborers to raise vigilance, promote the mass movement to maintain security and protect the Fatherland; fight against all acts of sabotage and defeat the enemy's peaceful evolution plot.

3. Strengthen social activities and participate in building, supervising, and inspecting policy implementation, forming mechanisms to create motivation to ensure and promote the right to mastery of workers and laborers in participating in asset management and state-owned enterprise management. Participate with the State in solving employment, wages and income, implementing social insurance policies, labor protection policies and other social security policies; promptly detect and resolve labor disputes, protect the legitimate and lawful interests of workers.

4. Innovate propaganda and education work, contributing to building a strong working class, acting as the core in the union bloc of workers - farmers - intellectuals to successfully implement the Resolutions of the VII Congress of the Communist Party of Vietnam and the Resolutions of the Central Executive Committee of the Party.

5. Strengthen theoretical research and practical summarization; continue to innovate the organization, improve the capacity and bravery of the team of trade union officials. Maintain the principle of democratic centralism in trade union organization and activities. Promote propaganda to develop the organization to gather a large number of workers and laborers from all economic sectors into Trade Unions, professional unions or professional associations. Attach importance to directing the building of strong grassroots trade unions according to the contents and regulations of the Trade Union Law and the Trade Union Charter.

6. Promote economic activities to create additional financial resources for trade union activities. Organize unified management of economic activities; effectively use capital and assets of the Trade Union in economic activities. Strengthen inspection and examination work, overcome shortcomings in financial management, assets and economic activities of the Trade Union.

7. Strengthen and expand cooperation with Trade Unions of countries and international organizations regardless of different political trends to jointly strive for peace, national independence, democracy and social progress; for the benefit of workers and the growth of the Vietnam Trade Union organization.

8. Promote the proactiveness and dynamism of each level; at the same time, attach importance to guidance and inspection work; have a coordination mechanism, and seek cooperation from state agencies, business owners, and managers according to regulations to improve the operational efficiency of the Trade Union.

9. Have a plan to build a team of trade union officials, first of all trade union presidents at all levels, who have the capacity and bravery of representatives of workers and laborers, understand the industry, laws, policies and trade union nghiệp vụ; be attached to workers to well perform the role and functions of the Trade Union.

10. Innovate the direction of implementation; reorganize the working apparatus of the specialized trade union agency, first of all the General Confederation agency, to help the Executive Committee and Presidium participate in state management; guide and inspect movements; train trade union officials, ensuring the successful implementation of the Resolutions of the VII Vietnam Trade Union Congress.

The Congress assigned the Executive Committee of the General Confederation to base on this Resolution combined with the reality of the situation and the policies of the Party and State to concretize into targeted action programs, specialized Resolutions to turn the Resolution of the Congress into actions of millions of union members; making the Trade Union truly a large socio-political organization of workers and laborers, a reliable support of our Party and State.

The Congress called on all cadres, union members, workers, and laborers nationwide to promote patriotic and revolutionary traditions; by creative labor to contribute to the stability and development of the country; protect their legitimate rights and interests.
