Organization of the Vietnam General Confederation of Labor
Vietnam Trade Union Organizes according to the following basic levels:
1. Central Office of the Vietnam General Confederation of Labor
+ As the highest leading agency of Trade Unions at all levels, the Vietnam General Confederation of Labor, on behalf of workers, civil servants and laborers, participates in economic management, State management, and participates in the development of laws and policies related to the right to leave and obligations of workers, civil servants and laborers.
+ Carry out inspection and supervision of the activities of State agencies.
+ Organize emulation movements among workers, civil servants and laborers, develop union members, build organizations, build a team of union officials to meet the requirements of the workers' and union movements.
+ Through annual budget settlement and estimate
+ Conducting foreign affairs work according to the guidelines of the Communist Party of Vietnam
2. Provincial and centrally run City Labor Federations (hereinafter referred to as Provincial and Municipal Labor Federations) and Central Industry Trade Unions
+ Be a trade union organization by locality, province, or city with the task of representing and protecting the legitimate and legal rights and interests of union members and workers in the area. Implement the Directives and Resolutions of the Executive Committee of the General Confederation of Labor, the Presidium of the General Confederation of Labor and the Resolutions of the Executive Committee of the Provincial and Municipal Trade Unions.
+ Participate with Party committees, state agencies of provinces and cities on policies for economic, social, cultural and educational development, issues related to the lives, employment, and working conditions of workers, civil servants, and laborers.
+ Organize emulation movements and social activities of workers, civil servants and laborers in the area.
+ Coordinate with State authorities to organize inspections of the implementation of laws, policies on labor, wages, labor protection, social protection, health insurance and other policies related to the rights and obligations of local workers.
+ join local labor and labor safety arbitration councils, guide and direct the settlement of labor disputes. Direct local industry unions, district and town unions and affiliated unions to perform well the functions and tasks of the agency.
+ Organize education to improve cultural, professional and cultural and sports activities among workers and civil servants.
3. District Labor Federation and equivalent (Based-level Trade Union)
+ The direct superior trade union of the grassroots trade union includes the Corporation Trade Union, local trade unions, district, town and city trade unions under the province, and trade unions of ministries and agencies.
+ Local industry trade unions are grassroots trade unions, trade unions of workers, civil servants and laborers in the same industry and profession in economic sectors in the province and city.
a) Duties and powers of local industry unions
+ Organize the implementation of working policies of the Provincial and Municipal Labor Federations, Central Industry Trade Unions and Resolutions of the Industry Trade Union.
+ Participate with authorities at the same level on the socio-economic development of local sectors, issues related to the responsibility and interests of the sector, build a team of workers, civil servants and laborers in the sector.
+ Instructions and information on regimes, policies, science and technology, sectors and occupations. Organize emulation movements, educate about traditions, obligations, and rights of workers, civil servants, and laborers in the industry. Coordinate with the Labor Federations of districts, towns and cities (under the province) to guide, direct and inspect the implementation of regimes and policies for sectors and occupations, protecting the legitimate interests of workers, civil servants and laborers in the sector.
+ Implement the work of organizing and staffing according to the decentralization of the Provincial and Municipal Labor Federations, build strong grassroots unions and trade unions, and train and train union officials.
b) Duties and powers of the Corporation's Trade Union
+ The Corporation's Trade Union is a grassroots trade union, a trade union organization of workers, civil servants and laborers in companies.
+ Implement the Directives, Resolutions, working policies of the superior Trade Union and the Resolution of the General Corporation Trade Union Congress.
+ Participate with the Board of Directors, General Director on the Party organization, economic development plan and goals of the Corporation, participate in developing and inspecting the implementation of the Party organization, the Party organization, salary and bonus regime and the regulations related to the legitimate rights and interests of union members, workers, civil servants and employees of the Corporation.
+ Coordinate with the professional implementation of grassroots democracy regulations, organize Congresses of workers, civil servants, represent union members, civil servants and laborers to negotiate collective labor agreements with the General Director in accordance with the provisions of law, participate in the Councils of the Corporation to resolve issues related to workers, civil servants and laborers.
+ Direct grassroots trade unions under the Corporation's Trade Union to participate in management and implementation of the Labor Law, organize emulation movements, propagate and educate according to the characteristics of the industry and profession, guide labor protection, social insurance, health insurance and other regimes and policies of the industry and profession.
+ Decision to establish or dissolve grassroots trade unions under the Corporation's Trade Union in accordance with the principles and regulations of the General Confederation of Labor, carry out personnel work under the assignment of the superior trade union, direct the construction of strong grassroots trade unions.
+ Receive comments and instructions from local Labor Federations on grassroots trade unions. The grassroots trade union is a member of the Trade Union of a Corporation located in the locality.
4. Grassroots trade unions, trade unions
+ Grassroots trade unions are established in enterprises belonging to economic sectors, public service units and State agencies, socio-political organizations, and social organizations with 5 or more union members and are recognized by the higher-level trade union.
+ Labor unions gather freelance and legal workers in the same industry or profession established by locality or by labor unit with ten or more union members and are recognized by the superior union.
