The 13th Congress of the Vietnam General Confederation of Labor for the 2023-2028 term aims to build a strong and comprehensive trade union organization
The 13th Congress of the Vietnam General Confederation of Labor, term 2023-2028, took place from January 1 to March 3, 2023 at the National Convention Center, Hanoi with 1,095 delegates representing more than 11 million union members nationwide. After 3 working days, with the spirit of promoting democracy, focusing on intelligence, and being highly responsible, the Congress has completed all the contents of the proposed program.
Attending the meeting were General Secretary Nguyen Phu Trong; Member of the Politburo, President Vo Van Thuong; Politburo member, National Assembly Chairman Vuong Dinh Hue; leaders, former leaders of the Party, State, Central Committee of Vietnam Fatherland Front; leaders and former leaders of the Vietnam General Confederation of Labor; leaders of committees, ministries, branches, mass organizations and central agencies; Leaders of localities. There are 5 international delegations attending the Congress including the World Trade Union Union; ASEAN Trade Union Council (ATUC); Central Lao Union Union (LFTU); General Association of China; Cuba workers center.
Through 10 thematic forums and 10 discussion centers at the Congress, delegates discussed exciting and responsible for the results of trade union activities for the term of 2018-2023; Determining the overall goals of the movement of workers, officials, labor and trade union activities for the term 2023-2028: renovating the organization and operation of trade unions, building a strong and comprehensive Vietnam Trade Union, focusing on well implementing the functions and tasks, meeting the requirements of the new situation, focusing on representing, taking care of, protecting the legitimate and legitimate rights and interests of union members; Actively, proactively participate in state management, socio -economic management. Completing the organizational model, attracting and gathering a large number of workers to join the Trade Union; Building a contingent of union officials with intelligence, bravery, dedication, responsibility, prestige and good working method. Innovating and strengthening the propaganda, mobilization and improvement of political bravery, education level, career skills, industrial style, labor discipline, legal awareness of union members and workers; Building a modern and strong working class, contributing to the realization of the desire to develop a prosperous and happy country.In the end of the term, towards the 100th anniversary of its founding, the Vietnamese Trade Union is strong and comprehensive, is a reliable support of workers, is the solid socio -political basis of our Party and State.
Annual targets: (1) 85% or more of union members and employees are propagated, disseminated, studied, thoroughly grasped the Party's guidelines and resolutions, the State's policies and laws related to labor and trade unions; Trade unions participate in promoting at least 65% of workers in enterprises participating in learning to improve their professional skills and skills. (2) 100% of grassroots trade unions, public non -business, state -owned enterprises, at least 85% of grassroots trade unions and units outside the state sector participating with employers issued and implementing democratic regulations at grassroots levels. (3) On average, each grassroots trade union introduces at least 01 elite union members for the Party to consider and foster admission. (4) 100% of the newly elected grassroots trade union presidents are trained and fostered with appropriate forms. (5) At least 80% of the superior trade unions directly ranked well the tasks; At least 80% of grassroots trade unions and 55% of grassroots trade unions outside the state sector ranked well. (6) At least 80% of grassroots trade unions outside the state sector are eligible to establish a mass female committee in accordance with the provisions of the Vietnam Trade Union Charter. (7) 100% of the superior trade unions directly organize the financial inspection of the same level on schedule; At least 10% of grassroots trade unions are inspected and supervised by the superior trade union.
Target by the end of the term: The whole country has 15 million union members, establishing grassroots organizations in 100% of enterprises with 25 or more employees. At least 83% of enterprises and units with trade unions that meet the conditions prescribed by law are negotiated and signed by trade unions and have collective labor agreements in accordance with the provisions of law. Strive for 90% or more of labor cases filed in court to be supported by the union and participate in litigation to protect them when union members request.
The Congress identified 3 breakthroughs including: Promoting dialogue and collective bargaining, focusing on wages, bonuses, working hours, rest hours, and occupational safety and hygiene. Focus on developing union members and establishing grassroots unions in non-state enterprises. Build a team of grassroots union chairmen to meet the requirements of the task, especially union chairmen at non-state enterprises.
8 groups and solutions are mainly focused on the term of 2023-2028 including: (1) Focusing on better performing the task of representing, taking care of, protecting the legitimate and legitimate rights and interests, contributing to improving the material and spiritual life of union members and workers. (2) Improve the effectiveness of propaganda and advocacy; Innovating patriotic emulation movements. (3) Building a strong trade union organization; Attracting and gathering a large number of workers to join the Vietnam Trade Union. (4) Participate in building a modern, strong working class, building the Party, the State, the political system is clean and strong. (5) Focusing on establishing the grassroots trade union, especially the massage of the masses at the non -state enterprises. (6) Promote foreign affairs, expand international cooperation. (7) Building strong enough financial resources to well perform the tasks of trade unions. (8) Innovating the method of trade union activities in the direction of scientific, close to the basis, strongly applying information technology, the superior trade union serves the subordinate trade union.
The Congress agreed on the Executive Committee of the XIII General Confederation of Session to develop and implement 04 programs and 01 thematic Resolution to implement the Resolution of the XIII Congress of Vietnam Trade Union; agreed on the number of Executive Committee of the Vietnam General Confederation of Labor Session XIII, term 2023 - 2028 was 177 comrades, elected at the Congress 168 comrades; Unifying the number of members of the Presidium of the XIII General Confederation is 31 comrades, at the first Conference of the Executive Committee of the General Confederation, elected 28 comrades to join the Presidium of the XIII General Confederation; Electing Mr. Nguyen Dinh Khang, Member of the Party Central Committee, Secretary of the Party Committee of the Vietnam General Confederation of Labor, Session XII as Chairman of the Vietnam General Confederation of Labor Session XIII and 5 Vice Chairman of the XIII General Confederation of Federation; The number of members of the General Confederation of Economic Committee of Session XIII was 19 comrades, at the First Conference, the Executive Committee of the General Confederation of the Commissioner hold the title of Chairman of the Vietnam General Confederation of Labor Session XIII; At the First Conference, the People's Committee elected 02 comrades to hold the position of Deputy Chairman of the Economic Committee of the XIII General Confederation.
Speaking at the Congress, General Secretary Nguyen Phu Trong praised and highly appreciated the efforts, achievements and progress of the worker movement and trade union activities nationwide in the last term. Mr. General Secretary emphasized that the trade union levels of the country have overcome all difficulties, innovate creativity, comprehensive implementation with focus and key fields, basically completed the main goals set out. Trade union activities have strongly towards the grassroots level, expanded and invested more in the non -state enterprise sector, focusing on taking care of, representatives of protecting the rights of union members and workers. With the motto of "Innovation - Democracy - Solidarity - Development", the Congress called on Trade Union, civil servants, officials, workers and workers nationwide to promote the glorious revolutionary tradition of the working class and organization of Vietnam Trade Union, upholding the spirit of innovation, creativity, self -reliance, self -resilience, determination to overcome all difficulties, challenges, organize the successful implementation of the Vietnam Union Resolution, implement the Vietnam Union Resolution, to implement the Vietnam Union Resolution, to implement the Vietnam Union Resolution.
