The 7th Vietnam Trade Union Congress was held from November 9 - 12, 1993, at Ba Dinh Hall - Hanoi. Speaking to direct the Congress, Comrade Do Muoi emphasized: "It is necessary to focus efforts on building a strong working class, first of all the contingent of workers and laborers in the production and business sectors and in the state management sector. Strengthen the solidarity and unity of the working class, linking the interests of the working class with national interests; acting as the nucleus in the industry - farmer - intellectual alliance bloc, the main force to ensure the success of the process of Industrialization and Modernization of the country". "The Trade Union is responsible for mobilizing workers to build a great national unity bloc... promoting the overall strength of the whole country, building and protecting the Fatherland in the new situation"; Overcome the situation of "Statization and administrativeization" in the organization and methods of trade union activities.

The VII Congress of the Vietnam Trade Union identified the goal of 5-year trade union activities (1993 - 1998) as: "Innovating the organization and activities of the Trade Union, contributing to building and protecting the Fatherland, caring for and protecting the interests of workers and laborers".

The Congress set out the direction and main tasks of the Trade Union in 1993 - 1998:

- Encouraging workers and laborers to promote dynamism and creativity in production labor, contributing to the development of a multi-sector commodity economy in a socialist orientation;

- Mobilize workers and laborers to actively contribute to Party building, participate in building a strong government, and protect the Fatherland;

- Participate in building, supervising, and inspecting policy implementation; strengthen social activities to protect the interests and care for the lives of workers and laborers;

- Innovate propaganda and education to contribute to building a strong working class; strengthen the worker - farmer - intellectual alliance bloc;

- Continue to innovate the organization, improve the capacity and bravery of the team of trade union officials;

- Promote economic activities, create more financial resources;

- Strengthen and expand cooperation with Trade Unions of countries and international organizations of different trends to jointly strive for peace, national independence, democracy and social progress, for the benefit of workers and the growth of the Vietnam Trade Union organization;

The Congress elected 125 comrades to the Executive Committee of the Vietnam General Confederation of Labor. The Executive Committee elected the Presidium including 15 comrades: Nguyen Van Tu, Nguyen An Luong, Hoang Thi Khanh, Vu Tat Ban, Nguyen Mau Banh, Dang Ngoc Chien, Hoang Vinh Cuu, Nguyen Van Dung, Tran Quang Giao, Tran Thi Hong, Do Duc Ngo, Vu Kim Quynh and Huynh Kim Son. Comrade Nguyen Van Tu, member of the Party Central Committee, was re-elected as Chairman of the Vietnam General Confederation of Labor. Comrade Cu Thi Hau, member of the Party Central Committee - Standing Vice Chairman; comrades Hoang Minh Chuc, Nguyen An Luong, Hoang Thi Khanh were elected as Vice Chairmen.

The Congress also elected the Inspection Committee of the Vietnam General Confederation of Labor, term VII, including 11 members, comrade Vu Kim Quynh - member of the Presidium was elected as Chairman of the Inspection Committee of the General Confederation.
