The 5th Vietnam Trade Union Congress
The 5th Congress of the Vietnam General Confederation of Labor met from November 16 to November 18, 1983 at Ba Dinh - Hanoi Hall (the banquet group at Giang Vo - Hanoi Hotel). The Congress was attended by 949 delegates representing nearly 4 million union members nationwide.

Attending the Congress were comrades Le Duan - General Secretary of the Party Central Committee, comrade Truong Chinh, Politburo member, Chairman of the State Council, comrade Pham Van Dong, Politburo member, Chairman of the Council of Ministers.
The Congress identified the general goal as: "Encouraging workers to compete in implementing the Party's 3 major economic programs: Agriculture and food industry, consumer goods production and exports".
The Congress sets out specific tasks as follows:
- Boost industrial production.
- Develop agricultural production, gradually bringing agriculture to large-scale production in the socialist sector.
- Restore socialist order on the front of distribution and circulation, care for the lives and protect the legitimate interests of workers and civil servants.
- Perform cultural and social tasks.
- Participating in building armed forces, strengthening national defense, protecting political security, social order and safety, fighting against enemy and sabotage elements, fighting negative phenomena, protecting production, and being ready to fight.
- Building a strong working class, building new socialist workers, actively participating in Party building, government building.
- Develop cooperation with the Lao Trade Union, the Cambodian Trade Union, the Soviet Trade Union and the Trade Unions of other countries in the socialist conflict, actively contribute to the struggle of the world trade union movement for the benefit of workers, for peace, national independence, democracy and social progress.
The 5th Congress of the Vietnam General Confederation of Labor unanimously decided to take July 28, 1929, the founding day of the Red River General Confederation of Labor, as the founding day of the Vietnam General Confederation of Labor.

The Congress elected the Executive Committee of the Vietnam General Confederation of Labor, consisting of 155 comrades. The Secretariat consists of 13 comrades: Pham The Duyet, Duong Xuan An, Dinh Gia Bay, Mai Van Bay, Vu Xuan Can, Hoang Manh Chinh, Vu Dinh, Pham Loi, Le Phong, Vu Kim Quynh, Nguyen Thi Than, Do Thi Thiep and Hoang Tinh. Comrade Nguyen Duc Thuan, member of the Party Central Committee, was elected as President of the Vietnam General Confederation of Labor. Comrade Pham The Duyet, Alternate Member of the Party Central Committee, was elected Vice Chairman and General Secretary.
The Inspection Committee of the Vietnam General Confederation of Labor consists of 11 comrades, headed by Comrade Nguyen Thi Than.
