The 11th Vietnam General Confederation of Labor
The 11th Congress of the Vietnam Trade Union, term 2013 - 2018, took place from July 27 - 30, 2013, at the Vietnam - Soviet Friendship Labor Cultural Palace, Hanoi. The Congress was attended by 944 summoned delegates from 83 delegations; 07 international delegations, including 04 international trade union delegations from abroad and 03 representatives of international organizations in Vietnam.
Comrades Nguyen Phu Trong - General Secretary of the Party Central Committee; Comrade Truong Tan Sang - Politburo member, President; Comrade Nguyen Tan Dung - Politburo member, Prime Minister; Comrade Nguyen Sinh Hung - Politburo member, National Assembly Chairman and former senior leaders of the Party and State; Politburo members, Secretariat; leaders of the Vietnam Fatherland Front... attended the Congress.
The 11th Congress of the Vietnam General Confederation of Labor took place in the context of the 2012 Trade Union Law, the 2012 Labor Code and guiding documents for implementation starting to be implemented; Resolution 20-NQ/TW will be summarized by the Central Committee, evaluated for 5 years of implementation and proposed solutions for more effective implementation, creating an important legal corridor, motivating and encouraging trade union activities...
The Congress listened to General Secretary Nguyen Phu Trong, on behalf of the Party and State leaders, give a speech directing the Congress, emphasizing: In the coming time, the activities of the Trade Union organization must truly be based on the grassroots, answer practical issues related to the lives and jobs of employees; truly care for, represent and protect the legitimate and legal rights and interests of union members and employees. The General Secretary suggested that the Trade Union organization should grasp and thoroughly grasp the Party's guiding viewpoints and thoughts, and better perform the task of building a worthy working class as the core force in the cause of innovation, innovation, and socialism of the country.
The Congress agreed to set out general goals, directions and action motto of the Vietnam Trade Union for the 2013 - 2018 term.
- General goals and directions:
Continuing to innovate the content and methods of trade union activities towards union members and workers, for the sustainable development of the country; focusing on the grassroots, performing well the function of caring for the lives, representing and protecting the legitimate and legal rights and interests of union members and workers; effectively participating in state management, socio-economic management; improving the quality of propaganda, mobilization, education and organizing patriotic emulation among union members and workers; promoting the development of union members, establishing grassroots trade unions, caring for training and fostering union officials, building a strong trade union organization, contributing to building an increasingly strong working class, worthy of being the core force, taking the lead in the cause of building and defending the Socialist Republic of Vietnam.

For the legitimate rights and interests of union members and workers, for the sustainable development of the country, continue to innovate the content and methods of trade union activities.
The Congress agreed that the number of Executive Committees of the Vietnam General Confederation of Labor, term XI, was 175 comrades and elected 172 comrades at the Congress.
The Executive Committee of the Vietnam General Confederation of Labor, term XI, held its first conference, agreeing that the number of the Presidium of the Vietnam General Confederation of Labor, term XI, is 27 comrades and elected at the first conference is 24 comrades. The conference elected comrade Dang Ngoc Tung - Member of the Party Central Committee, Secretary of the Party Delegation of the Vietnam General Confederation of Labor - to hold the position of President and elected 5 comrades: Mai Duc Chinh, Nguyen Thi Thu Hong, Nguyen Van Ngang, Tran Van Ly, Tran Thanh Hai to hold the position of Vice President; elected the Inspection Committee of the Vietnam General Confederation of Labor, term XI, including 15 comrades and elected comrade Do Xuan Hoc - Member of the Presidium - to be Chairman of the Inspection Committee of the Vietnam General Confederation of Labor.
The Congress discussed and resolved:
1. Through the Reports of the Executive Committee of the Vietnam General Confederation of Labor, 10th tenure at the 11th Congress of Vietnam Trade Union.
2. The Charter of the Vietnam Trade Union has been supplemented and amended.
3. The Congress assigned the Executive Committee of the Vietnam General Confederation of Labor, term XI, to receive the opinions of General Secretary Nguyen Phu Trong's speech and the contributions of the delegates to complete the documents and officially issue them.
4. The Congress assigned the Executive Committee of the Vietnam General Confederation of Labor, term XI, to develop a specific program and action plan to successfully implement the approved goals, directions and tasks.
The Congress identified 11 groups of targets to strive for and 04 action programs of the Trade Union organization in the new term, including:
- 07 groups of targets under the direct responsibility of the Trade Union.
- 04 targets for trade union organizations to participate in directing and implementing.
- 04 action programs:
+ Program "Developing union members in the period of 2013 - 2018".
+ Program "Improving the quality and efficiency of trade union staff activities".
+ Program "Improving the quality of negotiation, signing and effectively implementing collective labor agreements".
+ Program "Improving qualifications and professional skills for union members and workers".
In order to effectively implement the set goals and directions, the Congress identified 08 main groups of tasks and solutions.
