The 10th Vietnam Trade Union Congress
The 10th Congress of the Vietnam Trade Union took place from 02-5/11/20 at the Vietnam-Soviet Friendship Labor Cultural Palace, Hanoi. The Congress was attended by 985 official delegates.
The Congress was honored to welcome Comrade Nong Duc Manh, General Secretary of the Central Executive Committee of the Communist Party of Vietnam, former General Secretaries and veteran leaders of the Party and State; Politburo members, the Central Party Secretariat; leaders of the National Assembly, the Government, the Vietnam Fatherland Front and other organizations, along with 20 delegations of international trade unions and trade unions of other countries, representatives of diplomatic delegations, international and non-governmental organizations with relations with the Vietnam General Confederation of Labor to attend. The General Secretary gave his opinion to direct the Congress and presented the General Congress of the Central Executive Committee of the Communist Party of Vietnam: "Vietnam Trade Union innovates and creates; protects the legitimate rights of union members, workers, civil servants, and laborers; for the stable and sustainable development of the country".
The 10th Congress of the Vietnam Trade Union is the first Congress of the period of increasingly deep integration into the international economy; our country is officially a member of the world trade union; a non-permanent member of the United Nations Security Council; the working class and cadres, union members, and grassroots trade unions have developed rapidly; the Party Central Committee issued a Resolution on "Continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country".
The Congress reviewed and evaluated comprehensively and objectively the situation of the workers, civil servants, and laborers' movement and the results of Trade Union activities in the 5 years (2003 - 2008), analyzed the limitations, weaknesses, and causes, drew lessons from the process of organizing the implementation of the Resolution of the 9th Congress of the Vietnam General Confederation of Labor, and set out goals, directions, and tasks for Trade Union activities in the coming term (2008 - 2013). The delegates discussed enthusiastically, discussed measures to improve the quality of Trade Union activities, effectively perform the function of protecting the legitimate rights and interests of union members and workers, developing union members, building a strong Trade Union organization, and enhancing the position of Vietnam Trade Union in the political system and in the international arena. There were 47 presentations sent to the Congress, 11 presentations were presented directly at the Congress, 268 opinions were given on 24 issues in groups. Many of the discussion contents went directly to the current pressing issues of workers and trade union organizations. The Congress identified the key and top priority task of the current Trade Union organization as representing and protecting the legitimate rights and interests of union members and employees.
At the Congress, delegates also focused on discussing, giving opinions, and voting on the Charter of the Vietnam Trade Union (supplemented and amended), focusing on: Pursuant to the Congress of the grassroots Trade Union; On union officials; grassroots trade unions in non-public service units; District Education Trade Union; Grassroots trade unions of central agencies.
The action slogan of the Vietnam Trade Union in the coming time: "Vietnam Trade Union innovates and creates; protects the legitimate rights of union members, workers, civil servants, and laborers; for the stable and sustainable development of the country". 8 groups of targets to strive for in the 10th term with specific action programs have also been approved.
The Congress elected the Executive Committee of the Vietnam General Confederation of Labor, term X, consisting of 160 comrades. At the first meeting, the 10th term General Confederation of Labor Executive Committee elected the General Confederation of Labor Presidium consisting of 21 comrades; the General Confederation of Labor Inspection Committee consisting of 13 comrades. Comrade Dang Ngoc Tung was elected Chairman of the General Confederation of Labor. Comrade Do Xuan Hoc was elected Chairman of the Inspection Committee.
The main tasks of the Vietnam General Confederation of Labor for the 2008 - 2013 term:
1. Represent, care for and protect the legitimate and legal rights and interests of union members and employees. This is a task that is identified as top priority. Proactively participate in developing, inspecting and supervising the implementation of policies and laws directly related to employees. In the immediate future, there will be housing policies, policies to ensure employment, wages, income, social insurance, health insurance, construction of kindergartens, kindergartens and cultural institutions to serve workers. Closely coordinate with employers to effectively implement grassroots democracy regulations, organize Workers' and Civil Servants' Congresses, Conferences of cadres and civil servants, and Conferences of workers. Guiding and assisting workers and laborers in signing labor contracts; representing collective laborers in dialogue, negotiating, signing and organizing the implementation of collective labor agreements with more beneficial regulations for employees; promoting the signing of collective labor agreements at the corporation level, towards the signing of collective labor agreements at the national industry level. Coordinate with relevant agencies and organizations to research and organize the implementation of measures to build harmonious, stable, and progressive labor relations, prevent labor disputes and spontaneous strikes at enterprises, etc.
2. Propaganda and education for workers, civil servants and laborers contribute to building a strong working class. Effectively implement the Action Program of the General Confederation of Labor to implement the Resolution of the 6th conference of the 10th Party Central Committee "On continuing to build the Vietnamese working class in the period of accelerating industrialization and modernization of the country".
3. Organize patriotic emulation movements among employees: focus on 5 movements and 1 campaign: "Good at work, creative work", "Good at public work, good at housework", "Emulation to serve industrialization, modernization of agriculture and rural development", "Emulation to study to improve educational and professional qualifications, meet the requirements of integration and development", "Green - clean - beautiful, ensure occupational safety and hygiene", campaign to build " Loyal, creative, dedicated, exemplary" cadres, civil servants and public employees...
4. Continue to innovate the organization and methods of operation, improve the quality of activities of the Trade Union organization and the Trade Union staff.
5. Mobilizing female employees.
6. Financial work and economic activities.
7. Trade Union foreign affairs.
8 groups of targets to be strived by the Vietnam General Confederation of Labor in the 2008 - 2013 term:
1. Every year, 100% of administrative agencies and state-owned service units organize conferences for cadres and civil servants; 90% or more of state-owned enterprises organize conferences for workers and civil servants; over 50% of joint stock companies and limited liability companies organize conferences for workers.
2. 70% or more of enterprise-based trade unions organize negotiations with employers, develop, sign and organize the implementation of Collective Labor Agreements, especially in places with a large number of workers and laborers. Strive to build and sign collective labor agreements at the industry level.
3. Participating with state management agencies in training the workforce to have 70% or more of workers trained in professional and occupational skills; striving to reduce the number of serious work-related accidents and occupational diseases; 65% or more of workers participating in social insurance.
4. Introduce at least 90,000 outstanding workers each year for the Party Committee to train, consider and admit to the Party.
5. Admit at least 1.5 million new union members. By the end of 2013, 70% of enterprises that meet the conditions prescribed by the Charter of the Vietnam Trade Union had established grassroots trade unions and gathered 60% or more of workers, civil servants and laborers in enterprises to join trade unions.
6. Strive for 100% of union officials at all levels to be trained, fostered, and coached in union theory and practice.
7. Strive for the rate of female cadres participating in the Executive Board of trade unions at all levels to reach 30% or more. Grassroots unions and direct superior unions have 50% or more female employees, and must have female key leaders.
8. Every year, over 80% of grassroots trade unions in administrative agencies, public service units and enterprises in the state sector and 40% of grassroots trade unions in the non-state sector and enterprises with foreign investment meet the "Strong grassroots trade union" standard, of which 10% meet the "Excellent strong grassroots trade union" standard.
