The 3rd Vietnam Trade Union Congress
The 3rd Congress of the Vietnam Trade Union will meet from February 11 to 14, 1974, at Ba Dinh Hall - Hanoi. The Congress was attended by 600 delegates (100 absent delegates) on behalf of more than 1 million union members and workers and civil servants nationwide.
The Congress welcomed 25 delegations representing the working class and international trade unions and the delegation of the Vietnam Liberation Union led by Comrade Dang Tran Thi (Vice President of the LHCDGP). Comrade Le Duan - First Secretary of the Party Central Committee, Comrade Ton Duc Thang, President, Comrade Pham Van Dong - Prime Minister attended the Congress.
The Congress set a goal: "Encourage the strength of people and equipment for the battlefield, all to liberate the South and unify the country".
The Congress set out the specific tasks of the Trade Union in the two years of 1974 - 1975 as: "quickly completing the healing of war wounds, striving to restore and develop the economy, develop culture; continuing to build the material and technical facilities of the socialist sector; strengthening the socialist production relationship, strengthening the socialist regime in all aspects, stabilizing the economic situation and people's lives, striving to fulfill their obligations to the heroic South"[1][1].
The Congress commended the great achievements of the working class and the trade union movement in the cause of fighting against the US to save the country and build socialism, affirming the great contribution of the working class in the past 13 years. The Congress listened to an important speech from the First Secretary of the Central Executive Committee of the Vietnam Labor Party Le Duan on: "New phase of the revolution and the tasks of the Trade Union". The Congress passed the revised Charter, which determined the position, role, functions and tasks of the Trade Union.
The Congress elected the Executive Committee of the Vietnam General Confederation of Labor, consisting of 71 official members. The Presidium of the Vietnam General Confederation of Labor (representative structure, responsible for the Executive Committee deciding on the working policy between the two congresses) includes 19 comrades: Vu Tat Ban, Nguyen Van But, Le Bui, Doan Van Cu, Nguyen Van Dien, Nguyen Van De, Vu Dinh, Le Minh Duc, Do Trong Giang, Cu Thi Hau, Nguyen Cong Hoa, Truong Thi My, Nguyen Tam Ngo, Nguyen Van Nho, Thai Ngo Tai, Nguyen Duc Thuan, Ngo Thi Thuan, Hoang Quoc Viet and Le Van. President Ton Duc Thang was elected as President of the Honorary Government; Comrade Hoang Quoc Viet, member of the Party Central Committee, was re-elected as President of the Vietnam General Confederation of Labor. Comrades Nguyen Duc Thuan, Nguyen Cong Hoa, and Truong Thi My were elected Vice Chairmen. The Secretariat (responsible before the Executive Committee and the Presidium for preparing congress documents for the Presidium and the Executive Committee to discuss, decide, organize, and direct the implementation of the Resolution of the National Trade Union Congress, the Resolution of the Executive Committee and the Resolution of the Presidium) consists of 9 comrades: Nguyen Duc Thuan, Nguyen Van Dien, Vu Dinh, Do Trong Giang, Nguyen Cong Hoa, Truong Thi My, Nguyen Tam Ngo, Nguyen Thuyet and Le Van, the General Secretary is comrade Nguyen Duc Thuan. The Inspection Committee consists of 5 comrades, the head of the Committee is comrade Truong Thi My.
Promoting the success of the 3rd Vietnam General Confederation of Labor, the Trade Union organization has mobilized the Northern region's workers and civil servants to overcome difficulties, strive, be proactive, creative, and successfully implement the Party's guidelines and the State plan for the following years.
