The 4th Vietnam Trade Union Congress
The 4th Vietnam Trade Union Congress was held a year earlier in the context that the Vietnamese revolution has entered a new stage - the stage of the country uniting, the whole country moving up to socialism.

On May 8,/1978 the 4th Congress of the Vietnam General Confederation of Labor opened at Ba Dinh Hall - Hanoi. The Congress took place over 4 days (from May 8 to May 11, 1978). The Congress was attended by 926 delegates representing over 3 million union members, workers and civil servants nationwide. This is the first Congress of the Vietnamese trade union movement after the country was completely liberated, the country was unified and the trade union organizations of the two regions of the North and South were unified.
The congress was honored to welcome leaders of the Party and State, including Comrade Le Duan, General Secretary of the Central Executive Committee of the Communist Party of Vietnam; Comrade Ton Duc Thang, President of the Socialist Republic of Vietnam, Honorary President of the Vietnam General Confederation of Labor; Comrade Truong Chinh, Politburo member, Chairman of the National Assembly Standing Committee; Comrade Pham Van Dong, Politburo member, Prime Minister and Politburo members attending the Congress. The Congress welcomed 36 international delegations representing the World Trade Union, bringing to the working class and the Vietnam Trade Union the solidarity of the workers' movement and the World Trade Union.
The Congress set a goal: "Encourage the working class and laborers to compete in labor production, develop the economy, and promote industrialization nationwide".
The Congress has concretized the revolutionary tasks of the working class and the trade union movement in the spirit of the Resolution of the 4th National Party Congress, with the core task being: "collisioning and mobilizing workers to enthusiastically compete in production, successfully implementing the 5th State plan for the 2nd time". The Congress sets out 8 specific tasks:
- Launch a revolutionary movement of workers and civil servants to compete in production and savings to build social housing to increase labor productivity, complete and exceed the State plan.
- Promote the emulation movement of workers and civil servants to serve agriculture.
- Organize and gradually improve the lives, develop welfare to protect the legitimate interests of workers and civil servants.
- Mobilize cadres and civil servants to actively participate in completing production relations in the South.
- Actively participate in improving factory management, economic management, and State management to strengthen and strengthen socialist production relations.
- Promote political, cultural, technical and professional education for civil servants.
- Actively contribute to strengthening labor solidarity and the world trade union movement to fight for the rights of workers, for peace, national independence, democracy and socialism.
- Improve work, build a strong trade union.
The Congress elected the Executive Committee of the Vietnam General Confederation of Labor consisting of 155 members. The Secretariat consists of 12 comrades: Nguyen Van Linh, Nguyen Duc Thuan, Nguyen Ho, Mai Van Bay, Nguyen Van Dien, Vu Dinh, Do Trong Giang, Nguyen Thi Hieu, Tran Anh Lien, Nguyen Tam Ngo, Nguyen Thuyet, Nguyen Van Ung (aka Tan). Dong Chi Nguyen Van Linh, Politburo member of the Party Central Committee (later General Secretary of the Party Central Committee) was elected as President of the Vietnam General Confederation of Labor, comrade Nguyen Duc Thuan was elected as Vice President and General Secretary and comrade Nguyen Ho was elected as Vice President of the Vietnam General Confederation of Labor. The Inspection Committee has 7 members, headed by Comrade Nguyen Van Ung.
