Attending the Congress were Comrade Nguyen Van Linh, General Secretary of the Party Central Committee; advisors of the Party Central Committee Pham Van Dong, Le Duc Tho; Chairman of the State Council Vo Chi Cong; Chairman of the Council of Ministers Do Muoi; Chairman of the National Assembly Le Quang Dao; along with many other leaders of the Party and State, leaders of mass organizations and revolutionary veterans.

Abolish the title of General Secretary and President of the Vietnam General Confederation of Labor as the head of the Executive Committee and Secretariat of the Vietnam General Confederation of Labor; replace the title of Trade Union Secretary at all levels with the title of Trade Union President.

The Congress elected the Executive Committee of 155 people; the Secretariat (Chair) of 15 people: Nguyen Van Tu, Duong Xuan An, Cu Thi Hau, Dinh Gia Bay, Dao Thi Bieu, Vu Tat Ban, Nguyen Ngoc Can, Hoang Minh Chuc, Nguyen Xuan Can, Hoang Thi Khanh, Nguyen An Luong, Le Phong, Vu Kim Quynh, Nguyen Hong Quan and Do Thi Thiep.Comrade Nguyen Van Tu, Alternate Member of the Party Central Committee, was elected President of the Vietnam General Confederation of Labor.Comrade Cu Thi Hau, member of the Party Central Committee - Permanent Vice President and Comrade Duong Xuan An were elected Vice President of the General Confederation of Labor.

The Inspection Committee consists of 11 members, chaired by Comrade Cu Thi Hau.
