The 8th Congress of the Vietnam Trade Union
The 8th Congress of the Vietnam Trade Union, held from November 3 to 6, 1998, was solemnly held at the Vietnam - Soviet Friendship Labor Cultural Palace, Hanoi. The Congress was attended by 898 delegates from 80 delegations (61 provincial and municipal labor federations and 18 national trade unions attended and 1 delegation from the General Confederation of Labor), 31 international delegations, representatives of the World Trade Union, trade union delegates from countries in the region and diplomatic delegations.

Attending the Congress were comrade Le Kha Phieu, General Secretary of the Party Central Committee; comrade Tran Duc Luong, Standing Member of the Politburo, President; comrade Phan Van Khai, Standing Member of the Politburo, Prime Minister; comrade Nong Duc Manh, Standing Member of the Politburo, Chairman of the National Assembly and many delegates representing mass organizations.
The Congress set the goal: "For the cause of industrial relations and the country's parliament, for jobs, life, democracy and social justice, building a strong working class and trade union organization".
Building the working class in the period of industrialization, modernization, development in quantity and quality, being the core in building a solid alliance with farmers and intellectuals; striving to develop union members in economic sectors, continuing to build a strong union organization, improving the qualifications of union officials; participating in building a socio-economic development strategy, building laws and policies related to employees, caring for the protection of the legitimate and legal rights and interests of employees; actively participating in Party building, building a government, building a great national unity bloc in the Vietnam Fatherland Front, strengthening national defense and security, maintaining political stability, social order and safety; promoting the vibrant emulation movement, motivating employees to promote the development of the rich economy - the interests of employees, promoting the development of the country in a strong, civilized and socialist manner.
The 8th Congress of the Vietnam General Confederation of Labor sets out the following 6 main tasks:
- Strengthen propaganda and education, gather to build a strong and political-stable Vietnamese working class, class awareness, and be steadfast in the ideology of national independence and socialism, with the strong meaning of building and defending the socialist Fatherland, with the mastery of modern science and technology, worthy of being the leading class of the revolution, playing a core role in the workers - farmers - intellectuals alliance and the great national unity bloc.
- Launch a profound revolutionary action movement among workers, civil servants, and laborers in response to the patriotic emulation movement with the slogan: "All for the rich, strong country, fair society, democracy, civilization".These are the movements: "Good at work with high productivity, quality, and efficiency, ensuring occupational safety and hygiene"; the movement "Studying to improve qualifications in all aspects, meeting the requirements of industrialization and modernization"; the movement "pracing thrift, fighting waste, fighting corruption, and fighting social evils" to serve industrialization and modernization of the country.
- Strive to build a strong Trade Union organization, striving to have at least 90% of workers, civil servants, and laborers in the administrative sector and the State economy join the Trade Union organization by 2003.Improve the quality of strong grassroots trade unions.100% of joint ventures and foreign-invested units are eligible to establish grassroots trade unions and 60% of cadres, civil servants and laborers are union members.The private economic sector has at least 50% of units with trade unions and over 50% of workers, civil servants and laborers joining trade unions; 50% of grassroots trade unions meeting strong standards; by 2003, strive to have 100% of key trade union officials and grassroots trade union chairmen through training and fostering trade union officials.
- Enhance the role and position of the Trade Union organization in caring for and protecting the legitimate and legal rights and interests of workers.Concentrating on the intellectual and practical skills, cadres participated in researching amendments and supplements to laws and regimes on policies on labor, wages, wages, labor protection, social insurance, health insurance, unemployment insurance, training and retraining in other professions and social policies; inspecting and supervising the implementation of policies and regimes for female workers.Participating in consolidating and rearranging state-owned enterprises to make these enterprises operate effectively and promote their leading role in the national economy.Actively work with the State to equitize enterprises, create conditions for workers, civil servants, and laborers to seek and expand service activities, production, develop family economy, increase income, stabilize life, contribute to poverty reduction among workers, civil servants, and laborers, and protect the rights of Vietnamese workers working abroad.
- Mobilize workers, civil servants, and laborers to participate in building and protecting the Party, building a clean and strong State apparatus. Effectively participate in administrative reform, fight bureaucracy, waste, fight corruption, smuggling, practice democratization; have a plan to train good workers and laborers to introduce to the Party.
- Expand and strengthen foreign affairs activities to enhance friendship and cooperation in all aspects, maximize external support with the goal of building a strong working class and trade union organization, contributing to the successful implementation of the country's industrial and trade union cause. At the same time, actively contribute to the common struggle of workers and trade unions of countries for peace, national independence, development and for workers, for trade union rights, for people's livelihood, democracy and social progress.
With a spirit of urgent and vibrant work, democracy and high responsibility towards the working class and trade unions nationwide. The Congress elected 145 comrades to the Executive Committee of the 8th General Confederation of Labor. The Executive Committee elected the Presidium consisting of 17 comrades: Cu Thi Hau, Nguyen An Luong, Dang Ngoc Chien, Do Duc Ngo, Nguyen Dinh Thang, Nguyen Hoa Binh, Nguyen Van Dung, Tran Quang Giao, Tran Thi Hong, Vu Khang, Nguyen Huu Loi, Nguyen Thi Luat, Vu Tien Sau, Huynh Kim Son, Dang Ngoc Tung, Nguyen Viet Vuong and Hoang Van Yen. Comrade Cu Thi Hau, member of the Party Central Committee, was elected President of the Vietnam General Confederation of Labor; Comrade Nguyen An Luong - Permanent Vice President; Comrades Dang Ngoc Chien, Do Duc Ngo, Nguyen Dinh Thang were elected Vice Presidents.
The Congress also elected the Inspection Committee of the Vietnam General Confederation of Labor, term VIII, consisting of 13 members chaired by comrade Vu Khang.
The 8th Congress of the Vietnam Trade Union for the 1998 - 2003 term is an important event in transferring the tasks of the Trade Union organization between two centuries.
