RESOLUTION OF THE 5TH NATIONAL CONGRESS OF THE VIETNAM TRADE UNION ON THE REPORT ON THE SITUATION AND TASKS OF THE EXECUTIVE COMMITTEE OF THE VIETNAM GENERAL CONFEDERATION OF LABOR

After discussing the report on the situation and tasks of the Executive Committee of the Vietnam General Confederation of Labour, the 5th National Congress of Vietnam Trade Unions decided:

1. Unanimously approved the report of the Executive Committee of the Vietnam General Confederation of Labour, which assessed the achievements of revolutionary movements among workers, civil servants, and trade union activities in the period 1978 - 1983; analyzed shortcomings in the workers' movement and in all aspects of Trade Union activities; set out the tasks of the Trade Union in the coming years to implement the Resolution of the 5th National Congress of the Communist Party of Vietnam and the goals set out in the socio-economic development plan of the Socialist Republic of Vietnam.

2. The Congress emphasized the urgent and immediate task of all workers, civil servants, officials and trade union members nationwide today is to clearly recognize the great responsibility of the working class in implementing socialist industrialization in our country, strongly promote the awareness and right to master socialist collectives as stipulated in Decrees 182/CP and 217/CP of the State, enthusiastically take the lead in 3 revolutions, labor with discipline, with technique, achieving high productivity, quality and economic efficiency. All officials, trade union members, workers, civil servants, scientific and technical cadres, cadres, and management staff promote self-reliance, self-strengthening, enthusiastically implement the policy of rearranging production, redistributing labor, promoting research and application of science and technology, thoroughly saving in production and consumption; contributing to overcoming difficulties, creating changes in economic and social life.

It must be based on increasing labor productivity, developing production, and thoroughly saving to gradually stabilize and improve the material and spiritual lives of workers and civil servants.

While promoting the cause of national construction, it is necessary to regularly raise revolutionary vigilance, fight to defeat all sabotage plots of the enemy, and be ready to fight to protect the socialist Vietnamese Fatherland.

3. Assign the Executive Committee of the Vth Vietnam General Confederation of Labour to organize the implementation of the tasks set out in the Report on the task situation that was unanimously approved by the Congress. Each year, it is necessary to set out programs with specific and practical goals to implement the results of the Congress's resolution; especially attaching importance to the task of consolidating grassroots trade unions and strengthening training and fostering trade union officials to ensure the implementation of the set tasks.

4. The Congress called on trade unions at all levels, all cadres, trade union members and workers and employees nationwide to continue to promote the tradition of patriotism, love for socialism, uphold revolutionary heroism and sense of responsibility to master the socialist collective, strive to promote the emulation movement of labor, production, thrift, enthusiastically participate in the struggle to re-establish socialist order on the distribution and circulation front, strive to successfully implement the socio-economic goals that the Party outlined for the 80s to promote the cause of building and protecting the socialist Vietnam Fatherland. Further strengthen the combat solidarity and comprehensive cooperation between Vietnam and the Soviet Union, Laos, Cambodia and other fraternal socialist countries, strengthen solidarity with the working class, trade union organizations of continents in the struggle for the benefit of workers, for peace, national independence, democracy and social progress.

RESOLUTION OF THE 5TH NATIONAL CONGRESS OF THE VIETNAM TRADE UNION ON THE REPORT AMENDING AND SUPPLEMENTING THE CHARTER OF THE VIETNAM TRADE UNION

After discussing the report amending and supplementing the Charter of the Vietnam Trade Union, the 5th National Congress of the Vietnam Trade Union decided:

1. Unanimously approve the proposals of the Executive Committee of the 4th Vietnam General Confederation of Labour on specific amendments to the Charter of the Vietnam Trade Union and the revised Charter of the Vietnam Trade Union.

2. Assign the Executive Committee of the Vietnam General Confederation of Labour, term V, to issue specific regulations to implement the Charter of the Vietnam Trade Union.

3. Taking July 28, 1929, the date of the Congress to establish the Red General Confederation of Labor of North Vietnam under the leadership of the Indochinese Communist Party, as the anniversary of the establishment of the Vietnam Trade Union.

On the annual anniversary (July 28); trade unions need to organize solemn celebrations to strengthen traditional education, raise class awareness for cadres, union members and workers and civil servants; commend and reward trade union activities achievements; organize practical activities to promote the revolutionary movement in the working class, consolidate the Trade Union organization in all aspects.
