Resolution of the 6th Congress of the Vietnam General Confederation of Labour on supplementing and amending the Trade Union Charter and some issues on Trade Union Organization
The 6th Vietnam Trade Union Congress (term 1988-1993) took place from October 17 to 20, 1988 in Hanoi Capital.
RESOLUTION OF THE 6TH VIETNAM TRADE UNION CONGRESS ON SUPPLEMENTING AND AMENDING THE TRADE UNION CHARTER AND SOME ISSUES RELATED TO ORGANIZATIONAL AND PERSONNEL
After discussing the report of the Executive Committee of the 5th Vietnam General Confederation of Labour on supplementing and amending the Charter of the Vietnam Trade Union, the 6th Congress of the Vietnam Trade Union decided:
1- Unanimously approve the report of the Executive Committee of the Vietnam General Confederation of Labour, term V on amending and supplementing the Charter of the Vietnam Trade Union and the Charter of the Vietnam Trade Union (amended).
2- Unanimously agree:
- Change the name of the Vietnam General Confederation of Labour to the Vietnam General Confederation of Labour to suit the requirements of expanding the subjects and scope of activities of the Trade Union in the new situation. Change the name of the Provincial, City, Special Zone, District, Town Trade Union Union to the Provincial, City, Special Zone, District, Town, Town Labor Federation directly under the province...
- Removing the title of General Secretary. The Chairman of the Vietnam General Confederation of Labor is the head of the Executive Committee and the Secretariat of the Vietnam General Confederation of Labor; replacing the title of secretary of trade unions at all levels (including departmental trade unions) is the chairman of the trade union.
3- The target group for development into the Trade Union is not only limited to the contingent of civil servants and public employees in the state sector and in state agencies, but must also include workers and laborers in industrial and handicraft cooperatives, in private enterprises, joint ventures with foreign countries, in foreign enterprises in Vietnam, and workers going to work abroad in cooperation.
4- It is necessary to focus efforts on building strong grassroots trade unions, promoting the autonomy of grassroots trade unions; making grassroots trade unions gather a large number of workers and laborers, organize revolutionary movements in production to fight against negativity; together with the government, take care of life, ensure democratic rights and legitimate interests of workers and laborers. Strive to have 40 - 50% of grassroots trade unions meet the standards of strong Trade Unions in the next 5 years.
5- It is necessary to consolidate upper-level grassroots trade unions; clearly define the functions, tasks and directing relationships for grassroots trade unions. It is necessary to innovate operating methods, overcome bureaucracy and administrative disease in Trade Unions. Upper-level trade unions must take the grassroots level as the operating area. In each field of work, grassroots trade unions are only directly directed by one superior; other superiors are only responsible for coordination. It is necessary to expand the activities of collaborators, non-specialized cadres, and reduce the number of full-time cadres from 20-25% compared to 1987.
6- It is necessary to innovate cadre work and improve the capacity of trade union officials. Trade union officials must be people who have grown up from the workers' and laborers' movement; they must be enthusiastic people, capable of gathering the masses, with knowledge of law and economic management, and trusted by the masses.
It is necessary to urgently improve the quality of training and fostering; combine long-term training with short-term training, at school with in-service and through practical work. The Executive Committee of the Vietnam General Confederation of Labor, term VI, must study and propose to the Party to supplement regimes and policies for trade union officials.
7- The Congress assigned the Executive Committee of the Vietnam General Confederation of Labor to build and propose to the State to quickly promulgate a new Trade Union Law, build regulations on coordination between Trade Unions and authorities at all levels, creating a legal basis for Trade Unions to operate effectively.
