Commune and ward Trade Unions proactively notify and urge collection; Grassroots Trade Unions review union members, organize collection of union fees and submit them to higher levels.

In addition to ensuring revenue sources, the Lao Cai Provincial Labor Federation focuses on managing and using Trade Union finances according to estimates and regulations of the Vietnam General Confederation of Labor; and at the same time ensuring the distribution of funds to grassroots Trade Unions according to regulations.
Trade union financial resources are prioritized for activities directly directed towards union members and workers, especially visiting union members in difficult circumstances, who have had labor accidents, are sick, or suffer from serious illnesses.
Programs such as Tet Sum vay, Workers' Month; propaganda and dissemination of laws on drug prevention and control, network security, order, and traffic safety; dialogues with union members and workers and cultural and sports activities continue to be implemented.
Notably, Trade Union levels implemented savings and cuts in administrative expenses such as conferences, receptions, electricity, water, stationery, gasoline and formal activities. As a result, resources are focused more on the work of caring for and welcoming union members.
