Hung Yen standardizes the team of social insurance and health insurance collection staff

In Truong Xa village, Nghia Dan commune, Hung Yen province, Ms. Nguyen Thi Le, a collection agent for Social Insurance (BHXH), Health Insurance (BHYT) under Luong Bang Social Insurance, has spent many years mobilizing people to participate in insurance. For her, the job is not only about collecting fees but also a journey to help people understand and proactively protect their rights.

Previously, Ms. Le worked at the commune health station. Since 1998, during visits to people's homes for intravenous fluids and injections, she has taken the opportunity to introduce and explain social insurance and health insurance policies. From those close conversations, she has gradually helped people access insurance information, understand more about the meaning of participating in and maintaining long-term insurance contributions.

According to Ms. Le, to mobilize people effectively, revenue collectors must firmly grasp policies and know how to explain them appropriately to each person's circumstances.

Contents such as contribution levels, participation time, benefits when medical examination and treatment or retirement benefits need to be conveyed specifically and easily understood. When concerns are clearly answered, people will have more basis to consider and choose to participate.

Thanks to her persistence, closeness and transparency in her work, Ms. Le gradually built trust with local people. Currently, she collects social insurance and health insurance for hundreds of people every month.

Not only consulting and guiding, she also finds ways to support cases facing financial difficulties. Some people who have not arranged money to pay at the right time, she is willing to advance for them to continue to participate, even supporting them throughout the year.

People's trust is also shown through cases of maintaining insurance participation for a long time. Ms. Ly Thi Duan, from the same Truong Xa village, has participated in social insurance and health insurance for more than 10 years.

Not only herself, her family members also participate in insurance. According to Ms. Duan, the practical benefits that the policy brings are the reason for the family to continue to maintain participation.

Standardizing nghiệp vụ, improving the quality of the team

To improve the efficiency of developing social insurance and health insurance participants, Hung Yen Provincial Social Insurance focuses on fostering, training, and standardizing capacity for organizations supporting the development of beneficiaries and collection staff.

Recently, continuing the professional training and fostering program in 2026, Hung Yen Provincial Social Insurance organized a conference for organizations supporting the development of social insurance and health insurance collectors and staff.

The program focuses on updating policies, unifying nghiệp vụ, solving difficulties arising from practice and improving the capacity of forces directly propagating and mobilizing people to participate in insurance.

Mr. Mac Thanh Hai - Deputy Director of Hung Yen Provincial Social Insurance - emphasized that the collection staff of organizations supporting the development of beneficiaries is an important bridge, bringing social insurance and health insurance policies of the Party and State to workers and people.

Therefore, improving professional qualifications, communication skills and professional ethics not only contributes to developing the number of participants but also strengthens people's trust in the social security system.

The training content is built in a direction associated with practical work requirements. Employees are updated with regulations on contribution levels, contributors and notes in the process of preparing social insurance and health insurance collection dossiers; learn about benefits when participating in voluntary social insurance and household health insurance; and are guided on skills to exploit, consult and mobilize people to participate at the grassroots level.

Through training activities, Hung Yen Provincial Social Insurance aims to enhance the effectiveness of coordination with organizations supporting the development of beneficiaries, and gradually improve the quality of propaganda and mobilization of people to participate in social insurance and health insurance.
