Misleading lottery winning results fined up to 100 million VND

Clause 3, Article 16, Decree 389/2026/ND-CP stipulating penalties for administrative violations in the field of lottery business (effective from November 30, 2016) stipulates as follows: A fine of between 60 million VND and 100 million VND shall be imposed for the act of falsifying winning results but not serious enough to be prosecuted for criminal liability.

Points a, b, Clause 4, Article 3 of Decree 389/2026/ND-CP stipulate the level of fines for individuals and organizations:

a) The fine level for administrative violations specified in this Decree is the fine level for organizations, except for cases specified in Clause 4 and Clause 5, Article 8, Clause 1, Article 11, Clause 1, Article 13, Clause 1 and Clause 2, Article 18 of this Decree applicable to individuals;

b) The fine level for individuals is 1/2 of the fine level for organizations for the same violation.

Thus, from November 30, 26, individuals who falsify lottery winning results will be fined up to 50 million VND, while organizations that falsify lottery winning results will be fined up to 100 million VND.
