Extending the prize payment time for lottery winners will be fined up to 40 million VND

Clause 2, Article 20, Decree 389/2026/ND-CP stipulating penalties for administrative violations in the field of lottery business (effective from November 30, 2016) stipulates a fine of 20 million VND to 40 million VND for one of the following violations:

a) Deliberately prolonging the prize payment time for winning customers;

b) Organizing the destruction of winning lottery tickets that have been awarded but have not been stored for a sufficient time as prescribed...

Points a, b, Clause 4, Article 3 of Decree 389/2026/ND-CP stipulate the level of fines for individuals and organizations:

a) The fine level for administrative violations specified in this Decree is the fine level for organizations, except for cases specified in Clause 4 and Clause 5, Article 8, Clause 1, Article 11, Clause 1, Article 13, Clause 1 and Clause 2, Article 18 of this Decree applicable to individuals;

b) The fine level for individuals is 1/2 of the fine level for organizations for the same violation.

Thus, from November 30, 26, businesses intentionally extending the time to pay prizes to lottery winners will be fined up to 40 million VND.
