Documents identifying people with meritorious services to be paid health insurance by the State from 2027

Clause 1, Article 2, Circular 28/2026/TT-BNV of the Ministry of Home Affairs guiding the determination and listing of health insurance participants under the state management scope of the Ministry of Home Affairs (effective from January 1, 2027) stipulates that health insurance participants contributed by the State budget are as follows: People with meritorious services to the revolution are entitled to preferential treatment according to the provisions of Clause 2, Article 3 of the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution specified in Point e, Clause 3, Article 12 of the Law on Health Insurance.

Article 5 of Circular 28/2026/TT-BNV stipulates the determination of health insurance participants for people with meritorious services to the revolution based on one of the following documents:

a) Recognition decision of a competent authority;

b) Decision on settlement of regimes of Directors of Departments of Home Affairs of provinces and cities;

c) Decision to adjust allowances;

d) Excerpt from the dossier of people with meritorious services;

d) Resistance Order, Victory Order, Resistance Medal, Victory Medal or certificate of wearing order or medal;

e) Order of Military Exploit for performing duties at borders, islands, performing international duties in Laos, Cambodia;

g) Decision to award the Resistance Order, Victory Order, Resistance Medal, Victory Medal;

h) Decision to award the Order of Military Exploit for performing duties at borders, islands, and performing international duties in Laos and Cambodia;

i) Certificate of confirmation of commendation summarizing the achievements of the resistance war and the actual time of resistance war activities of the provincial-level Emulation and Commendation Agency or higher.

Thus, documents identifying people with meritorious services to the revolution to be paid health insurance by the State budget from 2027 according to the above regulations.
