According to Consolidated Document No. 123/2026/VBHN-PL-VPQH dated August 5, 2026 on the Ordinance on Preferential Treatment of People with Meritorious Services to the Revolution, effective from January 1, 2027, some regulations on one-time allowances are adjusted from the phrase "relatives" to "representatives of relatives".

Article 22, Consolidated Document No. 123/2026/VBHN-PL-VPQH stipulates, Preferential Regimes for relatives of Heroes of the People's Armed Forces, Labor Heroes during the resistance period. Clauses 3 and 4, this article states:

3. One-time allowance for relatives when People's Armed Forces Heroes and Labor Heroes during the resistance period were awarded titles but died without enjoying preferential treatment or were posthumously awarded the titles "People's Armed Forces Heroes", " Labor Heroes" during the resistance period.

4. One-time allowance for relatives' representatives with a level equal to 3 months of current monthly allowance when People's Armed Forces Heroes, Labor Heroes in the resistance period who are receiving monthly allowances die.

Thus, from January 1, 2027, the regulations on representatives of relatives receiving one-time allowances are clarified in the policy of preferential treatment for people with meritorious services to the revolution. Therefore, representatives of relatives of Heroes of the People's Armed Forces, Labor Heroes during the resistance period as mentioned above are entitled to one-time allowances.
