Do people with meritorious services recognized before 2027 have to redo their profiles?

According to Ordinance No. 05/2026/UBTVQH16 amending and supplementing a number of articles of the Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, officially taking effect from January 1, 2027.

Clause 1, Article 3, Consolidated Document 123/2026/VBHN-PL-VPQH Ordinance on Preferential Treatment for People with Meritorious Services to the Revolution, dated August 5, 2026 (including: Ordinance No. 02/2020/UBTVQH14 and Ordinance No. 05/2026/UBTVQH16), determines that people with meritorious services to the revolution are people who have contributed to the revolutionary cause, the struggle for national liberation, the construction and defense of the Fatherland and the performance of international obligations, recognized by competent state agencies.

This Ordinance does not stipulate that people with meritorious services to the revolution who have been recognized by competent authorities and are enjoying preferential treatment must redo their dossiers.

However, in some cases, it is necessary to review, supplement or adjust documents to ensure rights according to new regulations.

According to Clause 1, Article 58, Consolidated Document No. 123/2026/VBHN-PL-VPQH on transitional regulations: People who sacrificed, were injured, or were sick before July 1, 2021, if they do not meet the conditions and standards for recognizing people with meritorious services to the revolution as prescribed in this Ordinance, conditions and standards are applied according to the provisions of Ordinance No. 26/2005/PL-UBTVQH11 amended and supplemented in a number of articles according to Ordinance No. 04/2012/PL-UBTVQH13;

This regulation aims to resolve cases that do not meet the conditions for recognizing people with meritorious services to the revolution according to new regulations, not requiring people with meritorious services to the revolution who have been recognized to redo their dossiers.

Thus, according to the above regulations, from January 1, 2027, people with meritorious services to the revolution who have been recognized by competent authorities and are enjoying preferential treatment do not have to redo their dossiers.
