Veterans are covered by the State budget for health insurance from 2027

Clause 4, Article 2, Circular 28/2026/TT-BNV of the Ministry of Home Affairs guiding the determination and listing of subjects participating in health insurance under the state management scope of the Ministry of Home Affairs (effective from January 1, 2027) stipulates that veterans participating in health insurance contributed by the State budget include:

a) Veterans who participated in the resistance war from April 30, 1975 or earlier, as stipulated in Clauses 1, 2, 3 and 4, Article 2 of Decree No. 150/2006/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Ordinance on Veterans (hereinafter referred to as Decree No. 150/2006/ND-CP), amended and supplemented in Clause 2, Article 1 of Decree No. 157/2016/ND-CP.

b) Veterans who participated in the war to protect the Fatherland, performed international duties in Cambodia, and helped Laos after April 30, 1975, as stipulated in Clause 2, Article 1 of Decree No. 157/2016/ND-CP, including:

Officers, professional soldiers, non-commissioned officers, soldiers in the army, workers and defense officials who have received allowances according to Decision No. 62/2011/QD-TTg on regimes and policies for subjects participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975 who have been demobilized, discharged from the army, resigned (hereinafter referred to as Decision No. 62/2011/QD-TTg);

Officers, professional soldiers, non-commissioned officers, soldiers in the army, workers and defense officials directly participating in the war to protect the Fatherland, performing international duties in Cambodia, helping Laos after April 30, 1975, transferred to work at agencies, organizations, and businesses (not entitled to allowances according to Decision No. 62/2011/QD-TTg).

Thus, from January 1, 2027, the above veterans will be paid health insurance by the State budget.
