Conditions for workers in Ho Chi Minh City to receive 100% of increased income from October 9, 2026

According to new regulations of the Ho Chi Minh City People's Committee, cadres, civil servants, public employees, employees and laborers in agencies and units in the city who achieve 90 points of assessment in the quarter are ranked at Level 1, enjoying 100% of the increased income expenditure according to regulations.

Clause 1, Article 5, Regulations issued with Decision No. 78/2026/QD-UBND of the Ho Chi Minh City People's Committee, dated October 9, 2026, stipulates the conversion of quarterly quality assessment and classification results into 4 levels. People achieving 90 points or more belong to Level 1; from 85 to below 90 points belong to Level 2; from 70 to below 85 points belong to Level 3; below 70 points belong to Level 4.

According to Article 6 of the Regulation, the corresponding level of additional income is 100% for Level 1, 90% for Level 2, 80% for Level 3. People belonging to Level 4 are not entitled to this additional income.

Example of calculation method: If the level of additional income expenditure according to regulations applied to one person in the quarter is 10 million VND, people who achieve 90 points or more will receive 10 million VND. People who achieve 87 points will receive 9 million VND; people who achieve 78 points will receive 8 million VND; and people who achieve less than 70 points will not receive it.

It should be noted that 10 million VND in the example above is a hypothetical level to illustrate the calculation method, not a common spending level applicable to all officials, civil servants, public employees and workers in Ho Chi Minh City. The actual amount depends on the level of additional income expenditure according to regulations applied to each case.

The regulation also clearly states that a person who is criticized in writing by a competent authority for performing duties or official duties due to subjective fault will have their ranking downgraded for each time they are criticized in writing. In case of discipline, prosecution, temporary detention or temporary detention pending the conclusion of the competent authority in the quarter, they are ranked at Level 4.

The conversion of assessment results to spend additional income is carried out periodically every quarter, according to the quality assessment and classification results of competent authorities.

Decision No. 78/2026/QD-UBND of the Ho Chi Minh City People's Committee takes effect from October 9, 2026. Abolishing Decision No. 19/2025/QD-UBND dated August 10, 2025 of the Ho Chi Minh City People's Committee on promulgating Regulations on evaluating and ranking quality according to work efficiency for cadres, civil servants, public employees, and employees at agencies and units in the City.
