5 requirements when organizing educational activities according to learners' needs

Clause 3, Article 7, Circular 85/2026/TT-BGDĐT of the Ministry of Education and Training stipulates the organization of enhanced education activities and educational activities according to the needs of learners at general education institutions (effective from November 15, 2016) stipulates the organization of educational activities according to the needs of learners to ensure the following requirements:

a) Only organized when the educational institution has ensured the full implementation of formal education activities and enhanced education activities as required in Clause 3, Article 6 of this Circular;

b) Organized by groups of learners with the same registered content, not according to the tenured class unit; organized outside the time of performing official education activities and enhanced education activities on the basis of voluntary registration to participate and selection of content of learners, parents or guardians of learners; not affecting the time and quality of implementing the general education program;

c) Educational activities according to the needs of learners are not arranged interspersed between lesson periods of formal education activities and enhanced education activities;

d) The scale of groups and classes, and the implementation time are decided by the head of the educational institution based on the objectives, content, organizational form, facilities conditions and safety requirements, not exceeding the maximum class size according to the school regulations of each level; ensuring compliance with the age, health of learners and the conditions of the educational institution; publicizing the timetable and list of groups and classes;

d) Being mobilized to mobilize personnel to perform outside educational institutions with appropriate expertise; for advanced foreign language content according to international standards, international foreign language certificates specified in point c, clause 2 of this Article, foreign teachers participating in teaching must be native speakers or meet equivalent language proficiency and professional competence standards according to the provisions of law; ensuring the conditions for organization and implementation according to the provisions of law; funding for implementation according to the provisions of point b, clause 1, Article 14 of this Circular.

Thus, from November 15, 26, the organization of educational activities according to the needs of learners needs to meet the above requirements.
