Responsibility of the Provincial People's Committee in arranging administrative units
The Provincial People's Committee is responsible for providing full and timely information to cadres, workers and people about the arrangement of administrative units.
The Ministry of Home Affairs has submitted a document and draft a Resolution of the National Assembly Standing Committee on the arrangement of administrative units.
According to Article 22 of the Draft Resolution, the responsibilities of organizing agencies in the arrangement of administrative units are as follows:
1. The Government and the Prime Minister are responsible for the following:
- Issue and direct the implementation of the plan to implement the arrangement of administrative units in 2025, in which specific requirements on roadmaps, progress, and responsibility for organizing implementation of ministries, central and local agencies in the arrangement of administrative units are determined according to the provisions of this Resolution;
- Promulgating according to its competence or directing ministries and ministerial -level agencies to review, amend and supplement according to the regulations and guidance on the arrangement, arrangement and settlement of regimes and policies for officials, public servants, officials and employees when making administrative units; Specific regimes and policies for administrative units and other relevant contents on the implementation of administrative units.
2. The Ministry of Finance guides the use of funds for administrative unit arrangement; allocates local budgets and allocates investment capital to localities after arrangement.
3. Ministries, ministerial-level agencies, and agencies under the Government, within the scope of their tasks and powers, are responsible for implementing the arrangement of administrative units according to the provisions of this Resolution;
Guiding the implementation of specific regimes and policies and other contents related to the implementation of administrative unit reorganization; organizing and arranging affiliated agencies and units located in administrative units to carry out the reorganization.
4. The Supreme People's Court, the Supreme People's Procuracy, within the scope of its duties and powers, chaired and coordinated with the Government to submit to the Standing Committee of the National Assembly to consider the establishment and dissolution of the People's Court, the provincial People's Procuracy;
- Arrange and perfect the organization of the apparatus, staff, civil servants, and workers of the People's Court and the Provincial People's Procuracy according to the provisions of law; coordinate with ministries, branches, and localities to handle redundant public offices due to the arrangement of administrative units.
5. The People's Council and People's Committee at the provincial level are responsible for the following:
- Organize propaganda, mobilization, and provide full and timely information to cadres, civil servants, public employees, workers and the People about the arrangement of administrative units;
- Organize the development of a project to reorganize administrative units; organize the collection of public opinions on the project; approve the project according to the provisions of this Resolution;
- Organize the arrangement and consolidation of the apparatus, proactively plan to arrange leaders and managers at the provincial level, specialized agencies under the People's Committees at the provincial and commune levels, and wards to meet the requirements of the task;
Arrange the team of cadres, civil servants, public employees and workers of local agencies and organizations; stabilize the lives of local people, ensure national defense, security and socio-economic development requirements in administrative units after the arrangement.
