Government requests continued streamlining of the organizational structure of state agencies
The Government requests ministries, ministerial-level agencies, and People's Committees of provinces and cities to continue to review and streamline organizations within agencies and organizations.
The Government has just issued Resolution No. 105/NQ-CP promulgating an action program to implement Conclusion No. 210-KL/TW of the 13th Party Central Committee on continuing to build and complete the organizational structure of the political system in the coming time (Program).
Regarding the arrangement of the organizational structure of state agencies, the Resolution requires ministries, ministerial-level agencies, and People's Committees of provinces and cities to continue to review and streamline organizations within agencies, organizations, and units under their management, ensuring the requirements of being streamlined, compact, and strong.
Continue to review and improve regulations on functions, tasks and organizational structure of agencies, units, and organizations under management.
Accordingly, the Government focuses on concretizing and implementing the Party's guidelines, policies, and laws of the State, building an administration serving the People, professional, modern, clean, strong, public, transparent, and effective.
Implement the arrangement of public non-business units, education, healthcare and state-owned enterprises in accordance with the direction of the Central Government, the requirements in directing documents and plans related to summarizing and implementing Resolution 18-NQ/TW on arranging public non-business units and state-owned enterprises in the political system and the orientation attached in Appendix II of this action program.
Focus on building digital government, digital society, digital citizens, digital literacy according to the direction of the Central Government; building national databases, specialized data and interconnected with national data; organizing a digital interconnected one-stop shop, connecting population - land - social security - businesses..., real-time updates from grassroots to central level; investing in and upgrading information technology infrastructure, ensuring synchronous operation of information systems, meeting the requirements of national governance, local governance, improving the quality of operation of 2-level local governments, serving people and businesses.
Urgently review information systems, software, and applications under management to ensure thorough resolution of existing problems and obstacles to ensure smooth operation and meet user requirements.
The Government also requests to promote administrative procedure reform, ensuring efficiency and in accordance with the 2-level local government model.
Complete the promulgation of regulations and guidelines on dossiers, professional procedures, administrative procedures... that have been decentralized, delegated, and delimited authority to the provincial and commune levels, ensuring the reduction of unnecessary procedures, simplification of administrative procedures, standardization, digitization of dossiers, in accordance with the qualifications and capacity of officials, and practical requirements when operating the new organizational apparatus.
Continue to strengthen, guide, and support localities, agencies, organizations, and units under their management to effectively implement decentralized and authorized tasks, especially improving the capacity to organize implementation. Inspect and evaluate the tasks of ministries, branches, and localities being implemented in communes, wards, and special zones to have timely guidance, direction, and adjustments.
Strengthen investment in facilities, equipment, working conditions of agencies, units, organizations, especially in mergers and acquisitions, ensuring to meet task requirements.
The Ministry of Finance shall preside over and coordinate with relevant agencies to research and propose solutions to implement innovation in the public financial allocation mechanism according to task performance results.
