In the afternoon of April 9, continuing the First Session, Prime Minister Le Minh Hung presented a report supplementing the assessment of the results of the socio-economic development plan for 2025; the situation of implementing the socio-economic development plan for 2026.
According to the Prime Minister, from the beginning of the year to now, socio-economic development has achieved many results such as: Macroeconomic stability is basically stable, inflation is controlled, major balances of the economy are ensured; GDP growth in the first quarter of 2026 is estimated at 7.83%, with 4 localities growing over 10%; all 3 economic sectors have grown quite well. Agricultural production is maintained stably;

Prioritize allocating resources and promoting the implementation of Resolution No. 57 of the Politburo. Commence the construction of the first semiconductor chip manufacturing plant in Vietnam. Besides the achieved results, the Prime Minister clearly stated the limitations, inadequacies and difficulties, challenges such as: The macroeconomy is facing many adverse external impacts; the "double-digit" growth target is a very big challenge;

Production and business activities in some fields face many difficulties. Traditional growth drivers are operating effectively below potential; domestic purchasing power is low; exports are still heavily dependent on the FDI sector.
The real estate market recovers slowly, with potential risks. Some administrative procedures are still cumbersome; online public services are not really convenient for people and businesses. Decentralization, delegation of power, and capacity of the staff at some grassroots levels are still limited; facilities and equipment in some places have not been arranged, used, and exploited effectively. The security and order situation in some areas, drug crime, high technology, online fraud, smuggling, trade fraud, intellectual property violations, food safety and hygiene... are developing complicatedly.
Improve the quality of grassroots cadres, minimize the construction of new headquarters and administrative centers
In the coming time, the world and regional situation is forecast to continue to fluctuate rapidly, complicatedly, and unpredictably, especially the policy adjustments of many countries; escalating military conflicts; high gasoline and oil prices; the global economy is forecast to grow slowly; financial and monetary markets are volatile. Domestically, difficulties and advantages are intertwined, but more difficulties and challenges.
In this context, many groups of key tasks and solutions have been set out by the Government, in which, the important content is to continue to improve regulations on the organization of the state administrative apparatus; strengthen decentralization and delegation of power associated with resource allocation; operate smoothly and effectively the local government at 2 levels, promote the responsibility of the head, and the proactiveness and autonomy of the locality.
Specifically, review and assess the feasibility of implementing decentralized and delegated tasks associated with thoroughly handling arising problems; continue to decentralize administrative procedures, ensuring that the ministry level implements no more than 30% of the total number of administrative procedures under its management, completed in the second quarter of 2026.
Determine 2026 as the "year of improving the quality of grassroots cadres", especially in terms of professional qualifications, skills in performing public duties and awareness, responsibility, and service attitude. Effectively utilize the function of using existing working headquarters, minimize the construction of new headquarters and administrative centers; review and thoroughly handle redundant public assets, prevent degradation and waste; ensure equipment to serve work, especially for communes. Deploy assessment of the results of civil servants' task performance according to work results. Resolutely replace weak, shirking, irresponsible, and unfinished officials; reward, plan, and appoint.
