Fake food, cybercrime causes public outrage
Mr. Phan Van Mai said that there are many opinions reflecting on cybercrime, the situation of fake food, causing outrage and affecting social trust.

Chairman of the National Assembly's Economic and Finance Committee (KTTC) Phan Van Mai said that the supplementary assessment shows that Vietnam's socio-economic situation in 2025 is recovering and accelerating clearly; some targets exceeded the level reported to the National Assembly at the 10th Session: GDP reached 8.02% (exceeding the estimated level of 8%), completing and exceeding 15/15 targets.
This affirms the efforts of the entire system and the drastic and flexible management efficiency of the Government and the Prime Minister, especially in the last months of the year, consolidating the overall results of the 2021-2025 period.
However, recently, many opinions reflect that cybercrimes, especially fraud and appropriation of property, continue to increase and develop sophisticatedly; the situation of fake and poor quality food and inadequacies in the management of private medical examination and treatment causes frustration, affecting health and social trust.
It is proposed to pay more attention to food safety, traffic safety and environmental pollution," said Mr. Phan Van Mai.
The KTTC Committee noted that difficulties and challenges in 2026 and the 2026-2030 period are very large and more severe than the previous period. This requires the development and implementation of the 5-year socio-economic development plan for 2026-2030 to be placed in a new context, with higher requirements for growth quality, self-reliance and the economy's resilience.

Chairman Phan Van Mai emphasized some key contents.
First, perfecting institutions must truly be a strategic breakthrough, not just stopping at amending documents but needing to improve the quality, synchronicity and effectiveness of the legal system.
Second, simultaneously pursuing high growth and maintaining macroeconomic stability is a major challenge, requiring cautious, flexible and disciplined policy management.
Strengthen budget discipline, restructure spending in the direction of prioritizing investment; proactively ensure energy security and control the impact on inflation, exchange rates, and financial markets.
Third, the establishment of a new growth model needs to be concretized by a clear, focused roadmap, avoiding spreading out.
Fourth, there needs to be fundamental solutions to solve the energy problem, a major bottleneck of growth. Improve the competitive electricity market, flexible and transparent price mechanisms to attract investment and control costs.
Fifth, infrastructure is a major "bottleneck" that needs to be prioritized for removal, focusing on strategic projects with spillover effects.
Sixth, improve internal capacity through supply chain restructuring, developing domestic industry and increasing links with the FDI sector to increase domestic value, gradually mastering technology.
The KTTC Committee emphasized that improving management capacity and implementation is the key stage, deciding the effectiveness of policies. Practice shows that many limitations are not in the lack of mechanisms but in the management and implementation stages.
It is necessary to clarify the mechanism for assignment, coordination, inspection, and supervision; strengthen discipline, clarify the responsibility of heads, have mechanisms to encourage and protect officials who dare to think, dare to do, dare to take responsibility; promote the prevention and combat of corruption, wastefulness, and group interests, ensuring transparent, effective, and targeted implementation.
