Ho Chi Minh City to deploy 5 major projects to rescue traffic jams in the East

National Highway 13 expansion

One of the key projects is the upgrading and expansion of National Highway 13 from Binh Trieu bridge to Vinh Binh bridge, nearly 6 km long. The project started this year and will be completed in 2028.

According to the plan, the cross-section of the route will be expanded to 60 m. Notably, the section about 3.5 km long from Binh Trieu to Binh Phuoc will build an elevated road with 4 lanes in the middle, with parallel roads of 8-10 lanes on both sides.

The entire route arranges 10 intersections, of which two locations in the Binh Loi and Binh Phuoc elevated bridge areas will build two-way tunnels. In addition, Duc Nho bridge and Ong Dau bridge will also be expanded to ensure synchronous infrastructure.

The total investment of the project is nearly 21,000 billion VND, of which compensation, support, and resettlement costs account for about 14,400 billion VND from the budget; the construction and installation part is implemented in BOT form.

Upgrading Hanoi Highway

In parallel, the BOT project to expand Hanoi Highway and National Highway 1 (from Saigon Bridge to Tan Van intersection, 15.7 km long).

Currently, the section from Saigon Bridge to Station 2 has been basically completed, contributing to significantly reducing congestion. However, the section from Station 2 to Tan Van, especially the 2.2 km section from Tan Van to the new Mien Dong Bus Station, has not yet been completed due to site clearance issues.

The Ho Chi Minh City People's Committee has approved the policy of preparing a pre-feasibility report for the project to upgrade this route, with a proposal to renovate 5 major intersections in different levels, including: An Phu, Cat Lai, Tay Hoa, Thu Duc intersection and High-Tech Park.

The goal is to ensure that the main route has 6 lanes of continuous traffic, without stopping at intersections, with a design speed of 80 km/h. The preliminary total investment is about 3,500 billion VND.

Opening a new Cat Lai - Phu Huu inter-port road

To reduce pressure on the port area, Ho Chi Minh City will start construction of the Cat Lai - Phu Huu inter-port road in the fourth quarter of 2026, completing at the end of 2028.

The road is about 6 km long, 60 m wide, with a scale of 12 lanes. On the route, Ba Cua bridge will be built including two units with a total of 10 lanes. The section from Phu Huu port to Ring Road 3 intersection will have an elevated route with 4 lanes.

The total investment capital of the project is about 8.782 billion VND, of which construction costs are nearly 6,000 billion VND.

Expanding Nguyen Thi Dinh street

Nguyen Thi Dinh Street - the only connecting axis to Cat Lai port will also be expanded to reduce serious congestion and be synchronized with Cat Lai bridge.

The project is nearly 2 km long, from My Thuy intersection to Cat Lai ferry, with a total investment of about 5,000 billion VND. The road surface will be expanded from existing 24 m to 60 - 73 m, with a scale of 8 to 14 lanes.

Currently, this road has only 6 lanes but is often overloaded because the number of container trucks exceeds the operating capacity by more than twice, causing prolonged congestion for many years. The project is expected to be submitted for approval in 2026.

Construction of a connecting route for Hanoi Highway - Ring Road 3

Another important project is the road connecting from Hanoi Highway (Tram 2 intersection) to Ring Road 3, combined with completing the Go Cong intersection. The total investment of the project is more than 12,400 billion VND.

The road is about 5.9 km long, with a cross-section of 107 - 120 m wide. The first phase is to build two parallel routes with 6 lanes, and the land in the middle is reserved for future expansion.

Go Cong intersection will be built in a 4-story grade-separated form, combined with a central roundabout.

Currently, site clearance is being implemented, expected to start construction in early 2027 and be completed by the end of 2028.
