Form of authorization to receive pension from July 1, 2026

Vietnam Social Security said that many letters of authorization to receive monthly pensions and social insurance allowances may expire before July 1, 2026 according to the 2024 Social Insurance Law. According to new regulations, letters of authorization to receive on behalf of others are only valid for a maximum of 12 months; letters of authorization according to the 2014 Social Insurance Law are only used until the end of June 30, 2026.

Vietnam Social Security is directing localities to review and support people to re-establish powers of attorney or switch to receiving them through personal accounts to ensure proper payment to the right person, in accordance with regulations, and avoid interruption. Beneficiaries are advised to proactively check the power of attorney period and contact the Social Security agency, post office or local authorities for guidance through official channels.

To extend and re-establish the procedure for authorizing the receipt of pensions, social insurance allowances and other regimes, the authorizing person needs to certify the form of the pension receipt authorization.

Instructions for creating Form 13-HSB

Write the full address of the authorized person; if serving a prison sentence, write prison information.

Clearly state the content of the authorization such as completing social insurance procedures, receiving dossiers, receiving pensions/allocations, changing health insurance cards, adjusting regimes...

Clearly state the authorization term; if left blank, it is defaulted to be valid for 1 year from the date of establishment.

The authorized person's signature must be certified according to regulations.

Note:

The power of attorney in a foreign language must be accompanied by a certified Vietnamese translation.

People authorized to violate commitments may have to compensate and be handled according to legal regulations.
