According to the National Assembly Chairwoman, the process of implementing the 2-level local government model still faces difficulties and challenges such as wide area and high workload.
On May 28, a National People's Council (HĐND) Conference took place in Hanoi to deploy directions and tasks for the 2026-2031 term.
Speaking at the opening, Politburo Member, National Assembly Chairman Tran Thanh Man said that the Conference is not only aimed at summarizing the term of operation of People's Councils at all levels, but also an opportunity to more fully recognize the position and role of local elected bodies in the new development stage of the country.
At the same time, deeply assess the achieved results, limitations, inadequacies, lessons learned and activities orientations of the People's Council for the 2026-2031 term in the context of innovating the organizational structure of the streamlined, effective and efficient political system - building a modern, professional, close to the people, and serving the people local government.
The 2021-2026 term is a special term in the history of the activities of People's Councils at all levels, the country must face many unprecedented difficulties and challenges: COVID-19 pandemic, natural disasters, climate change causing serious consequences; the world situation fluctuates rapidly, is complex, and unpredictable.
The Party and State have issued and implemented many strategic decisions on innovation of the growth model, national digital transformation, organizational structure reform, decentralization, delegation of power and arrangement of administrative units.
In that context, under the close leadership and direction of the Central Party Committee, the Politburo, the Secretariat; guidance of the National Assembly Standing Committee; close coordination of the Government, the Vietnam Fatherland Front and local Party committees, People's Councils at all levels have made efforts to overcome difficulties, continue to affirm their role as state power agencies in localities, representing the will, aspirations and right to mastery of the people.
However, according to the National Assembly Chairwoman, the process of implementing the 2-level local government model still faces many difficulties and challenges such as wider management areas, more workload, higher requirements; the capacity of officials in some places is still limited, sometimes confused in handling work; facilities and information technology infrastructure are not synchronized.
At this Conference, the National Assembly Standing Committee wishes to hear opinions, share experiences on the results of task implementation in the 2021-2026 term, propose tasks, solutions, new determination, new thinking, and new ways of doing things in the 2026-2031 term" - the National Assembly Chairwoman emphasized.
Along with that, assess the working relationship between the National Assembly Standing Committee, the National Assembly's agencies and the Provincial People's Council; between the Standing Committee of the People's Council and the Party Committee, People's Committee and the Fatherland Front Committee at the same level; especially the experiences of promoting the role of the People's Council in building breakthrough mechanisms, promoting double-digit economic growth; on power control in the 2-level local government model.
Especially to thoroughly understand how to carry out digital transformation and apply artificial intelligence in the work of Hanoi City in order to be able to apply and implement it in their locality.
