HCMC reviews and rearranges nearly 6,000 neighborhoods, hamlets, and residential areas

Ho Chi Minh City People's Committee has just issued a document requesting the Department of Home Affairs, City Police and People's Committees of wards, communes, and special zones to urgently review, provide data and develop plans to arrange and reorganize neighborhoods, hamlets, villages, and residential areas in the area according to the provisions of Decree No. 185/2026/ND-CP of the Government.

At the request of the Ho Chi Minh City People's Committee, the City Police are responsible for reviewing the scale of permanent and temporary households in neighborhoods, hamlets, villages, and residential areas as of May 26, 2026.

Meanwhile, the People's Committees of wards, communes, and special zones will statistically assess the current situation of the number of households and the number of non-specialized workers in neighborhoods, hamlets, villages, and residential areas; and at the same time develop a plan to arrange according to the standards specified in Article 10 of Decree No. 185/2026/ND-CP.

According to regulations, neighborhoods must have 700 or more households; hamlets, villages, and residential areas must have 500 or more households.

For special areas such as Thanh An commune, Con Dao special zone or areas with fragmented terrain, difficult traffic, and dispersed population, the minimum scale is applied lower. Specifically, neighborhoods must have 350 or more households, while hamlets, villages, and residential areas must have at least 250 households.

The Ho Chi Minh City People's Committee requests that the arrangement must ensure the principles according to the Government's regulations, in accordance with state management requirements, socio-economic development, urbanization process and community activities in the locality.

Localities must complete the sending of data and arrangement plans to the Department of Home Affairs before May 29, 2026. On that basis, the Department of Home Affairs will take the lead in coordinating with the City Police and localities to develop a master plan, advise the Ho Chi Minh City People's Committee to submit it to the Standing Committee of the City Party Committee for consideration and completion before June 2, 2026.

After merging with Binh Duong and Ba Ria - Vung Tau, Ho Chi Minh City currently has nearly 6,000 neighborhoods, hamlets, and residential areas belonging to 168 wards, communes, and special zones.
