Da Nang requests a shift in thinking from management to creation
Da Nang - On May 29, the 11th Da Nang City People's Council, term 2026 - 2031, opened the 2nd session (specialized session).
The meeting aims to concretize the development goals for the period 2026 - 2030, with high requirements for innovation in management thinking and building sustainable development mechanisms.
Mr. Nguyen Duc Dung - Chairman of Da Nang City People's Council - affirmed that the session takes place in the context that the whole country is drastically implementing the Resolution of the 14th Party Congress. Da Nang needs to fundamentally innovate in operating methods, shifting from purely management thinking to constructive thinking, taking work results and specific progress as a measure of implementation capacity.
At this session, the City People's Council will focus on considering a large volume of work, which is long-term strategic. First of all, delegates will approve the working regulations and the supervision program for 2026, creating a premise to improve the quality of the People's Council's activities in the new term. In which, the policies proposed this time focus on thoroughly resolving transitional issues after administrative unit arrangement, ensuring synchronization, avoiding legal gaps in management.
At the same time, the city promotes the unlocking of resources from land, public investment to urban infrastructure and special mechanisms for the Free Trade Zone. Not only focusing on economic growth through key sectors such as semiconductor microchips, artificial intelligence and innovative startups, the session also pays special attention to social security, cultural, health and local value preservation policies, towards the goal of harmonious and inclusive development.
Chairman of the City People's Council Nguyen Duc Dung requested delegates to carefully study the dossiers, focus on discussing in depth the contents that have a major impact on the budget and the legitimate rights of people and businesses. He also reminded delegates to avoid two trends: slow policy issuance to miss development opportunities or policy issuance that is not feasible, causing difficulties for the actual implementation process.
The Chairman of the City People's Council requested the People's Committee and relevant departments and agencies to clarify the legality, resources for implementation and specific accountability for each resolution approved. With the spirit of democracy, discipline and action, the session is expected to create an important premise for Da Nang to make a strong breakthrough and complete key tasks in the last 6 months of 2026 and the 2026 - 2030 period.
