Dien Bien transfers and converts the function of public assets to serve the people

Nearly 1 year of implementing the arrangement of administrative units and operating the 2-level local government model, thousands of headquarters and facilities have been flexibly relocated and converted to other functions. Before July 1, 2025, Dien Bien province had 2,416 houses and land managed by agencies and organizations.

After nearly 1 year, the whole province has completed the handling of 2,622 houses and land establishments (including assets transferred by the Central Government to local management). Of which, up to 2,579 establishments were regulated and transferred internally; 21 establishments were transferred to central ministries and branches...

Currently, there are 1,902 facilities arranged as schools, 423 facilities serving cultural and sports facilities, 210 facilities continuing to be working headquarters and 58 facilities serving professional activities. Some facilities have been converted into public houses or medical facilities.

In Muong Pon commune (merged from Muong Pon and Muong Muon communes), when the new headquarters was located in the old Muong Muon, the old Muong Pon commune headquarters was handed over to Muong Pon Kindergarten No. 1. This timely transfer has helped teachers and students have more spacious classrooms, spacious play space, reducing the pressure of lack of schools.

In the field of public transport, hundreds of cars have also been reviewed and re-allocated to communes to maintain operations in the vast mountainous area.

Recently, after the decision to terminate the operation of 5 Project Management Boards and Land Fund Development Boards in the area, all public assets of units (areas 1, 2, 3, 4, 5) were handed over to the Traffic Works Project Management Board for receipt.

Not only internal relocation, Dien Bien also flexibly applies mechanisms for public non-business units to exploit assets, increase legitimate revenue sources and improve the quality of community service.

Muong Ang Medical Center is also allowed to allow organizations and individuals to exercise the right to exploit public assets through service auctions.

Areas put into operation include: Empty land adjacent to the Testing Department to provide grocery sales services; part of the Nutrition Department as a canteen for eating and drinking; vacant land for parking services and hospital pharmacies.

Although many positive results have been achieved, in newly merged highland communes with large areas such as Nam Ke, many equipment and information technology machines are old, but officials still have to take advantage of them.

Leaders of Nam Ke Commune People's Committee said that after the merger, the workload of the commune has increased significantly, while the material facilities serving work have not fully met the actual requirements.
