Continue to reorganize and streamline the apparatus at the central and local levels

On January 11, in Hanoi, Politburo member, Party Committee Secretary, Prime Minister Pham Minh Chinh chaired a conference to summarize the work in 2025 and deploy the direction and tasks in 2026 of the Government Party Committee Executive Committee.

Concluding the conference, the Prime Minister stated that, looking back at 2025, the opinions at the Conference agreed that the Government Party Committee had focused on leading and directing "state change, situation turnover".

Focus on leading and directing the work of reorganizing the apparatus, rearranging the paint job, streamlining the payroll; comprehensively leading and directing the fields of culture, society, education, health, improving the material and spiritual life of the people.

The agencies have been implementing the tasks for 2026 in the spirit of the key tasks that the 14th National Party Congress will determine.

The Government Party Committee and Party committees and organizations in the entire Party Committee need to base on their functions, tasks and powers to organize and implement well the Party building to be clean and strong at all levels, improve the leadership capacity and fighting strength of the Party organization and Party members, as well as carry out political tasks.

In performing political tasks, the Prime Minister emphasized the need to continue focusing on building, perfecting and effectively implementing the strategic vision, strategic autonomy, and two 100-year strategic goals.

On that basis, implement 5 specific strategies: Completing strategic institutions, mobilizing strategic resources, investing in strategic infrastructure, developing strategic technology and maintaining strategic balance.

In 2026, the Government Party Committee will focus on leading and directing a number of tasks and solutions: Focus on directing the organization, service work, ensuring absolute safety, and successfully organizing the 14th National Party Congress.

Focus on disseminating, leading and directing the implementation of the 14th National Party Congress Resolution, the action program to implement the Resolution and the Action Program to implement the Resolution of the 14th National Party Congress; deploy tasks assigned according to the full-term working program of the 14th Central Executive Committee, the work program of the Politburo and the Secretariat in 2026.

Along with that, thoroughly grasp and organize the implementation of the Central Conclusion, Resolution 244 of the National Assembly on the Socio-Economic Development Plan for 2026, Resolution 01 of the Government; effectively organize the implementation of strategic breakthrough resolutions of the Politburo; continue to reorganize and streamline the apparatus at the central and local levels.

Continue to promote the implementation of 3 strategic breakthroughs; focus on developing culture, education, training, ensuring social security, leaving no one behind; maintain sovereignty and independence, ensure political stability, social order and safety, maintain a peaceful and stable environment for development; continue to enhance national defense and security potential; promote foreign affairs and international integration.

Immediately after this conference, the Government Party Committee and the Government requested Party committees and Party organizations in the entire Party Committee to base on the conference conclusions, urgently develop and implement specific programs and plans, clearly identify goals, tasks, solutions, results, and responsibilities for implementation; strive to comprehensively complete and achieve the highest results of targets and tasks in 2026.

The Prime Minister noted that the implementation must promote a proactive, dynamic, creative spirit and must always adhere to the 5 principles and 5 leadership methods of the Party, resolutely and persistently fight to protect the Party's ideological foundation.
