Rearranging and reorganizing the system of public service units

The Resolution of the Politburo on State economic development (Resolution No. 79-NQ/TW, dated January 6, 2026) has just been issued, clearly stating the requirement to continue to organize the drastic, synchronous and effective implementation of policies, orientations, tasks and solutions identified in the resolutions and conclusions of the Party Central Committee, the Politburo, the Secretariat on land resources, mineral resources, infrastructure assets, state budget, national reserves, state-owned enterprises, public service units... at the same time, focusing on strongly and substantially implementing many tasks and solutions.

For public service units, the Politburo requires reviewing and arranging the list of public service services using the state budget; rearranging and reorganizing the public service unit system in accordance with the local government at 2 levels, ensuring streamlining, effectiveness and efficiency.

Ensure funding for basic and essential public services; resolutely not let the lack of resources (people, finance, etc.) lead to reduced service quality for people; switch public career services with high socialization capability to implement according to market mechanisms.

Strongly innovate the financial mechanism for public service units, continue to strongly shift from directly funding public service units to directly supporting policy beneficiaries in the direction of calculating correct and fully costs when using basic and essential public service services, associated with the control mechanism; simplify procedures for placing orders, assigning tasks or bidding;...

Encourage the private sector and social organizations to participate in providing public career services. Expanding and improving the effectiveness of public-private cooperation mechanisms in competitive public service sectors; focusing on cooperation mechanisms on human resources, brands and technology on the basis of ensuring full implementation of assigned functions and tasks.

Develop mechanisms and policies to convert public service units in appropriate sectors and fields into single-member limited liability companies with 100% state capital.

Public service units that are autonomous in spending at least regularly are autonomous in organizing the apparatus, salaries and other remunerations and benefits, recruiting and using personnel according to the results of operations as enterprises with 100% state capital.

Focus on investing in development for a number of important public service units with potential and competitiveness in some areas of basic research and strategic technology.

There is a mechanism to improve the operational efficiency and transparency of public service units. Research and implement the model of public service unit governance and operation according to advanced, modern, transparent standards associated with the responsibility of the head.

Piloting the establishment of departments with specialized consulting functions in large-scale units and implementing the hiring of executive directors at public service units. Do not organize a Board of Directors in public service units; consolidate and promote the leadership and direction role of Party committees in units according to regulations.

Promote independent inspection and assessment and publicize results of public service quality according to standards and criteria issued by the Ministry of specialized management and fields.

Complete the criteria for ranking public service units according to the provisions of specialized law. Applying digital technology to help people directly evaluate the quality, efficiency, and satisfaction with public service.
