3 groups of job positions for civil servants at public service units
The 2025 Civil Servants' Law has stipulated the classification of job positions, including 3 main groups.
At the 10th Session, the 15th National Assembly passed the Law on Civil Servants (amended). The law takes effect from July 1, 2026 to 2026.
The 2025 Law on Public Employees has demonstrated innovative thinking, creating a synchronous legal corridor for civil servant management in the direction of dynamism, transparency, and efficiency, improving the quality of public service units associated with the requirements of innovation and digital transformation in the new period.
One of the new contents of the Law on Civil Servants 2025, according to Deputy Minister of Home Affairs Truong Hai Long, is to innovate the mechanism, methods of recruitment, use and management of civil servants according to job positions, taking job positions as the main basis for recruitment, arrangement, evaluation, planning, appointment, training, fostering and implementing regimes and policies for civil servants.
The Deputy Minister of Home Affairs said that the Law stipulates that recruitment is carried out in two forms: recruitment exam and selection; adding regulations on receiving people with experience working in both the public and private sectors to work as civil servants.
Determining job positions at public service units includes 3 groups: Management job positions; Professional and technical job positions; Support job positions.
The position of civil servant is stipulated in Article 23 of the Law on Civil Servants. In which, based on determining the position of civil servants, including: functions, tasks and organizational structure of public service units; Complexity, nature, characteristics, scale of activities of public service units; scope and subjects of service; professional and technical management process; expertise and profession of the industry, field of professional and technical activities of the industry, other fields according to regulations; level of modernization of means, equipment, equipment, working conditions and application of science, technology, digital transformation.
Regarding the job position of civil servants, the main contents include the following: job position name; Job description and job position capacity framework.
Regarding job position classification, including: Management job position; Professional and technical job position; Support job position.
Article 24 of the Law stipulates the change of job position. Accordingly, civil servants can move to a new job position if they meet the standards and conditions of that job position and the unit still needs a job position.
The change of job position is decided by competent authorities, ensuring publicity, transparency, objectivity and compliance with the law.
