The 2025 Civil Servants' Law has stipulated the classification of job positions, including 3 main groups.

At the 10th Session, the 15th National Assembly passed the Law on Civil Servants (amended). The law takes effect from July 1, 2026 to 2026.

The 2025 Law on Public Employees has demonstrated innovative thinking, creating a synchronous legal corridor for civil servant management in the direction of dynamism, transparency, and efficiency, improving the quality of public service units associated with the requirements of innovation and digital transformation in the new period.

The position of civil servant is stipulated in Article 23 of the Law on Civil Servants. In which, based on determining the position of civil servants, including: functions, tasks and organizational structure of public service units; Complexity, nature, characteristics, scale of activities of public service units; scope and subjects of service; professional and technical management process; expertise and profession of the industry, field of professional and technical activities of the industry, other fields according to regulations; level of modernization of means, equipment, equipment, working conditions and application of science, technology, digital transformation.
