The early retirement regime for education officials after the merger and arrangement is a question that many people are interested in.
The Ministry of Education and Training requires that in December 2025, all provinces and cities must complete the review and development of plans to reorganize public educational institutions according to the two-level government and report the results to the Central Government.
According to statistics from the Ministry of Education and Training at the end of December, public service units under the Ministry of Education and Training, after being reorganized and streamlined, will have 65 units; the number of people working with salaries from the state budget is 21,096 people, down 12.3% compared to 2021, equivalent to about 3,000 people.

Among those who work and receive salaries from the state budget, there are many cases of early retirement after merging and rearranging educational institutions. The issue that people are interested in is the early retirement regime, how are current regulations implemented, including the question of Mr. Nguyen Van Hai - a civil servant, working at the Department of Training and Quality Assurance at a community college.
Mr. Hai said that in March-August 2025, he was eligible and submitted an application for early retirement according to Decree No. 178/2024/ND-CP and No. 67/2025/ND-CP.
However, the Department of Home Affairs said that due to the unchanged organizational structure of Mr. Hai's unit, there was not enough basis to determine that it was the unit implementing the organizational arrangement, so the regime was not resolved for him.
Currently, the Central Steering Committee is implementing the arrangement of public service units and schools according to the plan of merging with another college.
Mr. Hai asked, was it correct that he had not been resolved to retire early before? Now that his school has merged with another college, is there any basis to determine whether it is a unit that reorganizes the apparatus and can he retire early according to Decree No. 178/2024/ND-CP and No. 67/2025/ND-CP? If not, under what regime will you be eligible for early retirement?
Regarding this issue, the Ministry of Home Affairs guides and implements Conclusion No. 183-KL/TW1 and Official Letter No. 322-CV/DU dated August 3, 2025 of the Government Party Committee on the implementation of Conclusion No. 183- KL/TW, the Ministry of Home Affairs issued Document No. 6383/BNV-TCBC dated August 13, 2025 to ministries, departments, branches and localities on the implementation of Conclusion No. 183-KL/TW, in which it is recommended that ministries, departments, branches and localities complete the settlement of policies and regimes according to the provisions of Decree No. 178/2024/ND-CP (amended and supplemented in Decree No. 67/2025/ND-CP dated March 15, 2025) before August 31, 2025, the time of leaving work to enjoy the policy, the latest of which is September 1, 2025, will end after this date.
In case Mr. Nguyen Van Hai is a civil servant of a community college, based on the provisions of Clause 4, Article 47 of the Law on Civil Servants 2010 (amended and supplemented in 2019), it is recommended that he provide complete personal information that needs to be asked, and send it to the Provincial People's Committee (Department of Home Affairs) for consideration and resolution according to regulations.
