How to register for retired military officers from January 2026

The Lao Dong Newspaper Legal Consulting Office replied:

Clause 1, Article 8, Decree 343/2025/ND-CP (effective from January 1, 2026), stipulates the registration of retired military officers as follows:

Within 05 working days from the date the subject specified in Clause 1 and Clause 2, Article 2 of this Decree receives the decision on receiving the monthly pension regime, submit the Retirement Military Officer Registration Form according to Form No. 05 in the Appendix issued with this Decree (ated by the regimental-level unit and equivalent or higher to manage the officer before retirement) along with a copy of the decision on receiving the monthly pension regime of the Military Social Insurance to the People's Committee of the commune (commune-level Military Command) where the permanent residence is located directly or via postal service or in the electronic environment for initial registration.

In case the retired military officer changes his or her permanent residence, within 02 working days from the date of receipt of the application for change of the subject's permanent residence according to Form No. 06a in the Appendix issued with this Decree, the People's Committee of the commune where the subject is residing before the change is responsible for sending an introduction letter according to Form No. 06b in the Appendix issued with this Decree to the People's Committee of the commune (Commune-level Military Command) of the new permanent residence of the subject via postal service or in the electronic environment for management and implementation of the regime. For the subjects specified in Clause 1 and Points a, b, c, Clause 2, Article 2 of this Decree, before retirement under the management of units under the Ministry of National Defense stationed in Hanoi, when changing their permanent residence (moving to or leaving Hanoi), the People's Committee of the commune where the subject is stationed shall send a letter of introduction according to the above regulations to the People's Committee of the new commune where the regime is located to manage and implement the regime; at the same time, send it to the political agency of the unit under the Ministry of National Defense stationed in Hanoi for management, implementation or suspension of benefits under the social security regime and press regime according to regulations.

Thus, from January 1, 2026, the registration of retired military officers is as above.
