Prime Minister directs to resolve a series of recommendations of Binh Dinh
Binh Dinh - Prime Minister Pham Minh Chinh has directed the resolution of proposals and recommendations of Binh Dinh province.
On April 14, the Government Office announced the Conclusion of Prime Minister Pham Minh Chinh at the working session with the Standing Committee of the Binh Dinh Hoom Provincial Party Committee on March 22.
In this conclusion, Prime Minister Pham Minh Chinh gave instructions on the proposals and recommendations of Binh Dinh province.
Prioritizing key transport projects
For the Phu Cat Airport runway No. 2 Investment project, the Prime Minister directed Binh Dinh province to review costs, ensure investment efficiency; urgently complete investment procedures, strive to start construction in August 2025.
Assign the Ministry of Finance to preside over and coordinate with Binh Dinh province and relevant parties to study and propose a capital source plan in the direction of the central budget supporting 50% of total funding.
Regarding investment in synchronous projects at Phu Cat Airport, Binh Dinh province continues to study and implement the socialization policy and work with the Ministry of Construction to turn Phu Cat Airport into an international airport when it meets the conditions.
For the Quy Nhon - Pleiku expressway project, the Ministry of Construction urgently implements the project, submits it to competent authorities for consideration and decision on the project investment policy in May 2025; strives to start the project in 2025.
The Ministry of Finance shall preside over and coordinate with the People's Committee of Binh Dinh province and the Ministry of Construction to review capital needs and consider and synthesize the project into the plan to use increased central budget revenue in 2024, to report to competent authorities. The spirit is to prioritize the North - South expressway.
Regarding the proposal to allocate capital for other transport infrastructure projects (The connecting route from the North - South Expressway to Phu My Industrial Park and Phu My Port; 5 routes connecting the North - South Expressway with National Highway 1 through the province; 2 sections of coastal roads), the Prime Minister said that investing in projects as proposed by the province is necessary.
However, these are projects managed by localities. In the context of limited state budget capital, Binh Dinh province needs to review and arrange a reasonable investment priority order with focus, key points and proactively balance and arrange capital in the medium-term public investment plan for the period 2026 - 2030 for implementation.
The Ministry of Finance shall preside over and coordinate with the Ministry of Construction and relevant agencies to review and propose support plans in accordance with the balancing capacity of the central budget when there are resources, and report to competent authorities. The province must proactively approve the project and implement it according to its authority.
Building an administrative area in Nhon Hoi Economic Zone is appropriate
Regarding the proposal to remove from the mineral planning areas overlapping with socio-economic development projects, the Prime Minister assigned the Ministry of Industry and Trade and the Ministry of Agriculture and Environment to urgently study and propose solutions during the review process, and submit to the Prime Minister to adjust the Planning for exploration, exploitation, processing and use of minerals for the period 2021 - 2030, with a vision to 2050.
The Prime Minister agreed with the proposal of Binh Dinh province on accelerating progress, promptly resolving requests from localities related to construction planning, urban planning, investment preparation... so that the locality has a basis to implement the next steps.
At the same time, the Ministry of Construction was assigned to coordinate and guide Binh Dinh province in the process of organizing the preparation of tasks and general planning projects for the construction of Nhon Hoi Economic Zone and Tuy Phuoc new urban planning; speed up the appraisal progress to submit to the Prime Minister for consideration and decision.
Regarding the proposal to consider and approve the construction of an administrative area in Nhon Hoi Economic Zone, the Prime Minister stated that the investment in the construction of an administrative area in Nhon Hoi Economic Zone is in accordance with the Planning of Binh Dinh province.
The Prime Minister directed Binh Dinh province to decide according to its authority to build an administrative area in Nhon Hoi Economic Zone, ensuring compliance with criteria, norms of use and regulations of law; ensuring investment efficiency, avoiding waste.
